Ministry of Interior: Eliminate promotion exams to reduce pressure on 2 million civil servants

According to the Chief of Office of the Ministry of Home Affairs Vu Dang Minh, with nearly 2 million civil servants as present, the exam to increase rank is very difficult. Therefore, eliminating the exam will save a lot of costs for society.

On the afternoon of September 9, at the regular Government press conference, representatives of the Ministry of Education and Training and the Ministry of Home Affairs were asked to clarify issues related to the abolition of civil servant promotion exams that are of public concern.

Deputy Minister of Education and Training Hoang Minh Son said that regardless of profession, officials and civil servants all want to improve their career.

“For teachers, promotion not only proves their professional ability, but also increases their salary and income,” Mr. Hoang Minh Son shared.

Mr. Son said the Ministry of Home Affairs has drafted amendments to some regulations on career promotion, in which there is no longer an exam, but only a review.

According to the Deputy Minister of Education and Training, whether it is an exam or a promotion, the purpose is to assess professional and technical competence with professional title standards.

According to Mr. Son, the exam format will take a lot of time for officials, civil servants, and public employees and will be costly. Meanwhile, the promotion consideration will have more positive factors.

“Instead of just passing the exam and evaluating based on the score, the members of the promotion council will check the entire process of the civil servant. This ensures fairness, transparency, and accuracy,” Mr. Son acknowledged.

In addition, according to the Deputy Minister of Education and Training, fair, transparent and accurate promotion will create better motivation for teachers. This helps teachers to dedicate themselves to their profession. At the same time, this is also one of the solutions to limit the situation of teachers quitting their jobs.

Save a lot of social costs

Responding to the question, Mr. Vu Dang Minh, Chief of Office and Spokesperson of the Ministry of Home Affairs, said that the issue of eliminating civil servant promotion exams has received public attention recently.

According to Mr. Minh, the promotion exam has been carried out since 1998. However, the exam process has encountered many difficulties, especially since many ministries and branches have not issued circulars guiding the promotion exam.

Besides, Mr. Minh also said that because the exam content has not been regulated and is not close to the job position requirements, the promotion exam is still a formality and does not reflect the reality.

“With a very large number of civil servants, nearly 2 million people, taking the exam for promotion is difficult. Not only that, candidates must have a specialized certificate, this is a limitation and barrier,” said a representative of the Ministry of Home Affairs.

In addition, according to the Chief of Office of the Ministry of Home Affairs, organizing the exam will cause a lot of waste in terms of time, civil servants, and costs. "Therefore, eliminating the exam will save a lot of costs for society," Mr. Minh emphasized.

According to Mr. Minh, the Ministry of Home Affairs has consulted with ministries, branches and localities on this issue. As a result, 94/95 ministries, branches and localities agreed to abolish the civil servant promotion exam.

"If we eliminate the exam, we will overcome the above problems and at the same time reduce pressure on civil servants," Mr. Minh affirmed.

Agreeing with the opinion of the Deputy Minister of Education and Training, Mr. Minh compared that the promotion exam will not be close to reality, while the promotion review will evaluate "the right person, the right job". On the other hand, the promotion review will reduce administrative procedures in appointing civil servants.
