On December 16, 2016, based on legal provisions and practical situation in Nghe An province, Nghe An Provincial People's Council issuedResolutionNo. 55/2016/NQ-HDND regulating the regular support level for the positions of Captain and Deputy Captain of Civil Defense Teams and fire prevention and fighting equipment and means for Civil Defense Teams in Nghe An province, period 2017-2020.

Regarding the draft Resolution for the 2021-2025 period replacing Resolution No. 55, the Resolution stipulates 2 policies for Civil Defense Teams, specifically: Policy 1, stipulates the level of regular monthly support for the Captain and Deputy Captain of Civil Defense Teams established in villages, hamlets, hamlets, blocks, and villages where the commune-level administrative agencies are located. Support for the Captain of Civil Defense Team is 30% of the basic salary/month, support for the Deputy Captain of Civil Defense Team is 25% of the basic salary/month (maintaining the same policy support level as Resolution 55/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council).

Policy 2 stipulates the standard for fire prevention and fighting equipment for Civil Defense Teams established in villages, blocks, and hamlets where commune-level administrative agencies are located with 15 types of equipment (the policy is basically kept the same as Resolution 55/2016/ND-HDND dated December 16, 2016 of the Provincial People's Council, adding 1 type of fire prevention and fighting equipment, which is a blower to serve forest fire fighting).

Accordingly, the estimated budget for implementing the draft Resolution of the Provincial People's Council in the 2021-2025 period is 45,618,200,000 VND.

At the meeting, delegates said that it is necessary to issue a new Resolution, basically keeping the same standards as Resolution 55. However, the number of communes has now been reduced, so it will be based on reality to supplement equipment, for example, blowers for fire fighting. Accordingly, it is necessary to review previously equipped equipment, count the equipment that can still be used, to purchase and supplement in the next phase, to avoid waste, and should expand to areas where fires often occur.

Concluding the working session, on the basis of highly appreciating the civil defense force - the force regularly present at the facility, performing well in fire fighting tasks, coordinating and effectively assisting the professional fire fighting force, especially organizing timely fire fighting of newly arising fires, minimizing damage caused by fires.

However, to make the resolution for the 2021-2025 period closer to reality, in the spirit of the proposed outline, the sectors need to study and supplement it, especially option 2. In particular, add more firefighting equipment for localities where forest fires often occur.
