Sharing with the youth, Minister of Home Affairs Le Vinh Tan said that we need to learn to start a business, to be a boss, not to learn to work for hire.
The forum "Youth Development Policy Dialogue" was jointly organized by the Ho Chi Minh Communist Youth Union Central Committee and the Ministry of Home Affairs this afternoon.
According to delegate Nghiem Xuan Toan - Central Enterprises, in recent times, agencies and units have had regulations on attracting talents into the apparatus. However, in reality, these regulations have not been effective and are impractical, so they have not really attracted talented people.

In addition, the law on civil servants only mentions the recruitment stage, there is no salary policy or transparent environment for talented people to contribute, work and develop their talents.
“Are agencies willing to pay high salaries so that talented and capable people can support their families? Are they willing to pay talented people higher salaries than those who have worked for 20 years?” asked delegate Toan.
Deputy Secretary of the Hanoi Youth Union Nguyen Ngoc Viet said that the policies for youth at the central level have been implemented very well and effectively in recent times. However, at the grassroots level, the implementation still has many problems.

“Being a union cadre is a very special job, providing personnel for the Party and all levels of government, but it cannot be done until retirement. Therefore, it is necessary to coordinate with commune-level civil servant quotas for union cadres, so that they can work with peace of mind,” said Mr. Viet.
With qualifications there is certainly opportunity.
Sharing the opinions of youth delegates, Minister of Home Affairs Le Vinh Tan affirmed that the Government's policy is to promote youth startups, and policy support for youth startups is extremely important.
However, the Minister also frankly shared that there are still some young people who, after graduating from school, only want to work in state administrative agencies. But with the current policy of streamlining the payroll, this will certainly become less and less.
“We need to study to start a business, and after finishing school, to become our own boss, not to study to work for hire and only to work in state agencies,” said Minister Le Vinh Tan.
However, he said, the Party and the State have also had regulations on recruiting talented and skilled people into the apparatus. At the same time, agencies and units are also stepping up recruitment through examinations.

This aims to create a public and transparent environment for recruiting young and capable people into agencies and units.
“Those who are qualified have equal opportunities, not through “acquaintance” or “relationship”. Let us trust and be confident, if we have the qualifications, we will definitely have opportunities”, the Minister emphasized.
