Without a specific plan and solution for using and retaining talent, streamlining the apparatus can lead to "wrong filtering", loss of good personnel, and deterioration of the system's operational capacity.
Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and Secretariat on the arrangement and streamlining of the political apparatus emphasized: It is necessary to do a good job of political, ideological, regime and policy work for affected cadres; the arrangement of cadres must be impartial and objective, avoiding "wrong selection" and "brain drain".
In Nghe An, the mergerDepartment of Transport and Department of Construction (old) become Department of Construction (new)helping to streamline 4/14 professional departments, reduce 1/6 of affiliated units, and reduce 25% of the organizational structure. Director of the Department of Construction Pham Hong Quang affirmed: The merger is methodical, synchronous, and arranges personnel based on capacity, qualifications, and titles, avoiding the situation of "mechanical merger" while forgetting about quality.
Similarly, the Department of Science and Technology of Nghe An (new) merged from two old Departments, reducing 25% of departments and 1/5 of public service units. Director of the Department Nguyen Quy Linh emphasized: The first personnel arrangement is stability, right person, right job; in case the staff does not meet the requirements, they will be assigned to be in charge, and practical assessment will be made before making a decision.
The new apparatus is built on the “lean and proficient” mindset, not only to reduce the number of contacts and save budget, but also to eliminate duplication, increase consistency, speed up policy implementation, and improve administrative efficiency.
Departments, branches and sectors in Nghe An implement transparencyhuman resources, based on the criteria of openness and objectivity, avoiding emotional arrangements. In the context of consolidation, many officials change positions, some from head to deputy, so fairness and transparency are needed to ensure solidarity and consensus.
Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Le Hong Vinh in urgent dispatch No. 1466/UBND-TH, dated February 28, 2025 clearly directed: "The process of arranging the organizational apparatus and arranging cadres must continue to do a good job of political work, ideology, policies and regimes for cadres, civil servants, public employees, and workers who are affected and influenced; Arranging cadres must be fair and objective in the spirit of "from selecting people", retaining capable cadres, not allowing "brain drain", not allowing complicated internal problems to arise".
Overall, the initial results in the process of streamlining and streamlining the organizational apparatus according to Conclusion No. 473-KL/TU dated February 7, 2025 of Nghe An Provincial Party Committee show that: The implementation work at Party and government agencies subject to merger and consolidation has been carried out urgently and methodically, ensuring adherence to the orientation and requirements set out from the beginning. The guiding spirit throughout is "urgency, determination, quality, on schedule", coupled with the principle of "no interruption, no legal gaps".
The reorganization of the apparatus has quickly stabilized, operated synchronously, ensured continuity in performing tasks, and initially promoted efficiency and effectiveness in governance and operation. These results are evidence of the high political determination, proactive and scientific approach of Nghe An province in the process of implementing the Party's major policy on innovation, reorganization of the political system apparatus to be streamlined and operate effectively - for the goal of sustainable and long-term development, improving the capacity of governance andeffective service to the peoplein the new era of transformation.
The restructuring and streamlining of the apparatus in Nghe An has achieved many positive results, creating an important premise for the long-term reform journey. However, this is only the first step injourney of building the machinetruly streamlined, powerful, effective, efficient and highly adaptable. Because if we only stop at mechanical streamlining without optimizing the process and innovating the operating method, the working efficiency will hardly be as expected. Therefore, along with reducing the number of contacts, Nghe An is focusing resources on two key factors: developing high-quality human resources and applying modern technology.
According to Director of Nghe An Department of Home Affairs Nguyen Viet Hung, in order to accurately assess the quality of cadres as a basis for screening and building a team suitable for the requirements in the new period, the Department is advising the Provincial People's Committee to issue specific guidelines on criteria for evaluating and classifying cadres, civil servants and public employees. This system of criteria ensures transparency, clarity, ease of understanding, and application, accompanied by a specific scale, an objective, impartial, democratic, public and fair assessment process - creating trust and motivation for cadres at all levels.
Regarding technology, in order to create a breakthrough in the thinking and working methods of the government system, Nghe An province is promoting the implementation of the goals ofProject 06/CPon “Developing the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030”. In particular, in 2025, the Politburo identified digital transformation, science and technology development, and innovation as one of the key driving forces, the leading breakthrough factor to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, promote socio-economic development, prevent the risk of falling behind, and bring the country to strong development in the new era.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh - Head of the Working Group to implement Project 06/CP of the province emphasized: Departments, branches, People's Committees at district, town and city levels must urgently carry out tasks according to the set requirements, ensuring the principle of "clear people, clear work, clear time, clear results, clear responsibilities". The arrangement and streamlining of the apparatus must absolutely not delay or affect the progress of implementing the contents of Project 06/CP.
On March 13, 2025, Inspection Delegation No. 1917 of the Politburo and the Secretariat led by Comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission worked with the Standing Committee of Nghe An Provincial Party Committee, approving the report on the inspection results of the leadership, direction and organization of the implementation of a number of specialized tasks in 2025. The Delegation acknowledged that the Provincial Party Executive Committee had seriously summarized Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
The Party's policies and resolutions have been concretized by Nghe An into policy documents, organized and implemented closely following the Central's orientation. The organizational restructuring has achieved a reduction rate of focal points from 15 - 20%, the post-merger apparatus operates more effectively. Personnel work is conducted democratically, objectively, and publicly, focusing on selecting people with qualities and abilities; implementing policies to attract talents, limiting the "brain drain" situation; at the same time, receiving many young cadres, excellent students, and scientific cadres to work in the province.
According to Minister of Home Affairs Pham Thi Thanh Tra, the whole country is entering "lean revolution” – is not only a change in organizational structure, but also a revolution that liberates thinking, promoting strong innovation for the future of the country. This is a comprehensive change in thinking, vision, awareness, especially reform and innovation for development – in which the human factor is the center, the driving force for production, bringing the country into an era of brilliant development as General Secretary To Lam emphasized.
Although this is a revolution full of challenges, complications and obstacles, the core is to build policies associated with the responsibility of leaders in screening, evaluating and selecting cadres, civil servants and public employees, streamlining the payroll associated with restructuring and improving the quality of the team, while retaining talented people, meeting the increasingly high requirements in the new era.
