Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and Secretariat on the arrangement and streamlining of the political apparatus emphasized: It is necessary to do a good job of political, ideological, regime and policy work for affected cadres; the arrangement of cadres must be impartial and objective, avoiding "wrong selection" and "brain drain".

According to Director of Nghe An Department of Home Affairs Nguyen Viet Hung, in order to accurately assess the quality of cadres as a basis for screening and building a team suitable for the requirements in the new period, the Department is advising the Provincial People's Committee to issue specific guidelines on criteria for evaluating and classifying cadres, civil servants and public employees.
