Nghe An: Do not delay or affect the implementation of Project 06 by removing the district level

On the morning of March 12, Nghe An Provincial People's Committee held a conference to summarize Project 06/CP in 2024 and deploy tasks for 2025 in the province.

Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Working Group to implement Project 06/CP of Nghe An province chaired the conference.

Also attending were leaders of departments and branches. The conference was connected online to 20 bridge points of districts, cities, towns and 412 communes, wards and towns across the province.

The project "Developing the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, vision 2030 (Project 06/CP) is a particularly important project, playing a decisive role in national digital transformation, bringing the country into a new era.

With the highest political determination in the spirit of the Prime Minister's direction "the more difficult, the more determined, no matter how difficult, must do, obstacles must be resolved, challenges must be overcome", in 2024, Nghe An deployed and carried out 53 tasks of Project 06/CP ensuring the principle of "clear people, clear work, clear time, with specific quantitative products" on the task groups on: Institutions; handling administrative procedures, providing online public services; developing digital citizens; perfecting the population data ecosystem; economic and social development group; information technology infrastructure.

In 2024, the Provincial Administrative Procedure Information System provided 1,923 public services. Online reception increased by 21%; digitalized records increased by 23.3%; online payment increased by 37.16% compared to 2023.

Regarding administrative procedure settlement and online public service provision: According to the assessment at the "Indices for serving people and businesses of ministries, branches and localities on the National Public Service Portal system", in 2024, Nghe An province increased by 18 ranks compared to 2023.

100% of eligible people in the province have been issued Citizen Identification Cards and more than 2 million electronic identification accounts have been successfully activated.

Citizens have integrated their identity documents on the VNeID application to use instead of physical documents. 35 utilities integrated on the VNeID application have been effectively deployed.

Based on the national database on population "correct, sufficient, clean, living", the Provincial Police proactively coordinated with relevant units in the province to clean and standardize over 4.57 million data to serve the connection, exploitation and enrichment of population data.

At the online meeting summarizing the activities of the National Committee on Digital Transformation and Project 06 in 2024, Nghe An was one of 6 localities commended by the Prime Minister for its good and creative ways of implementing Project 06/CP.

At the conference on the morning of March 12, leaders of departments, branches and localities had 10 presentations on the results of implementing Project 06, difficulties, problems and recommendations, and proposed solutions.

Policy on 100% exemption of fees and charges when performing administrative procedures online

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An Province Le Hong Vinh - Head of the Working Group implementing Project 06/CP of the province acknowledged and highly appreciated the results achieved in the context of limited conditions in terms of facilities and infrastructure. The results achieved are the premise for implementation in the coming time.

The Chairman of Nghe An Provincial People's Committee also pointed out a number of shortcomings and limitations in the implementation of Project 06/CP in 2024, especially 13 tasks that have not been completed according to the set goals and targets, although the Provincial People's Committee and the Provincial Working Group have directed and urged many times. The above shortcomings and limitations have greatly affected the overall results of the whole province.

In 2025, the Politburo identified “Developing science, technology, innovation and national digital transformation as the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era”.

To concretize the above guiding viewpoint, accelerate, break through, reach the finish line, strive to complete and complete the tasks of 2025, in which Project 06/CP has 63 tasks with 55 tasks (87%) to be completed in the second quarter of 2025, the Chairman of Nghe An Provincial People's Committee emphasized a number of key tasks.

Emphasizing the role of awareness in the implementation process, comrade Le Hong Vinh requested: Heads of departments, branches, localities, members of the Working Group of Project No. 06/CP at all levels must clearly recognize their position, role, importance and especially their responsibility in leading and directing the drastic implementation of the assigned tasks at the agency and unit.

In particular, in the context of streamlining the organization of the political system, in which the district level will not be organized in the near future, the Chairman of the Provincial People's Committee requested that leaders of departments, branches, districts, cities and towns pay attention to implementing ideological work for cadres and civil servants, clearly defining their ideology, firm stance, responsibilities and roles to carry out assigned duties and tasks; not affecting the implementation of the tasks of Project 06/CP.

Departments, branches, sectors; People's Committees of districts, cities, and towns urgently implement the tasks of Project 06/CP in 2025 in the direction of "clear people, clear work, clear time, clear results, clear responsibilities".

The Chairman of the Provincial People's Committee has pointed out a number of tasks for departments and branches to effectively implement Project 06/CP, including completing institutions and legal basis for implementation, promptly advising the Provincial People's Council to issue a Resolution on exemption of fees and charges for administrative procedures when organizations and individuals submit documents to perform public services online, in order to encourage and motivate people to participate in online public services in the province;...

At the same time, departments, branches, sectors, and People's Committees at all levels continue to strengthen propaganda, mobilization, and guidance for people to use online services; promote digitalization of records and results of administrative procedure settlement; exploit and reuse digitized information and data.

The head of Nghe An Provincial People's Committee also requested to strengthen inspection of public services; promptly handle and transfer cadres, civil servants and public employees who have violated the regulations on receiving and handling administrative procedures for people and businesses, or who do not strictly follow the regulations on receiving and handling administrative procedure records in the electronic environment, and also cadres and civil servants who handle records if there are violations.
