Minister of Home Affairs proposes solutions to overcome the situation of cadres, civil servants and public employees quitting their jobs

Minister of Home Affairs Pham Thi Thanh Tra has just signed a document to send to ministries, ministerial-level agencies, government agencies; People's Committees of provinces and centrally-run cities on overcoming the situation of cadres, civil servants and public employees quitting their jobs.

The document clearly stated that in the context of socio-economic difficulties due to the impact of the Covid-19 pandemic, the lives and working conditions of cadres, civil servants and public employees at agencies and units have been affected. The Government and departments, sectors, unions, ministries, sectors and localities have paid attention to directing and issuing many policies to support difficulties for affected subjects.

However, recently, many cadres, civil servants and public employees have resigned or quit their jobs for many objective and subjective reasons.

Improve professional, modern and healthy competitive working environment

To overcome the above situation and at the same time improve the quality and efficiency of the staff, civil servants and public employees, the Ministry of Home Affairs recommends paying attention to, researching and implementing a number of solutions.

Specifically, the Ministry of Home Affairs requested ministries, branches and localities to pay attention to building a team of cadres, civil servants and public employees, promptly grasping the thoughts and aspirations, especially at the grassroots level; improving the working environment towards professionalism, modernity, healthy competition, creating opportunities for development, connection, attachment and stability of the team of cadres, civil servants and public employees.

The sector and field management ministry shall advise and complete regulations on socialization, economic-technical norms, and cost norms as the basis for issuing unit prices and prices of public service services using the State budget... as the basis for approving autonomy plans of public service units.

The Ministry of Home Affairs also noted that there should be timely support policies for cadres, civil servants and public employees in difficult economic circumstances; building a team of capable and prestigious leaders and managers to organize work well, create trust and encourage cadres, civil servants and public employees to work.

In addition, the Ministry of Home Affairs also emphasized the innovation of the arrangement and use of cadres, civil servants and public employees to create opportunities and conditions for development, especially for young cadres. Along with that, it encourages and creates conditions for cadres, civil servants and public employees to participate in learning to improve their qualifications and working capacity through training and development programs and projects at home and abroad in a practical and specific manner, meeting the requirements of planning tasks and building a team of good experts.

At the same time, there are appropriate mechanisms and policies as a basis for orienting the professional development of cadres, civil servants and public employees.

Proposing policies to attract and utilize public sector talents

The Ministry of Home Affairs also emphasized the need to focus on political and ideological education for cadres, civil servants and public employees, creating peace of mind when working in the state sector.

The Ministry of Home Affairs requested agencies to continue to innovate working methods, reform administration, improve the effectiveness and efficiency of State management; accelerate digital transformation, apply information technology in public service activities and provide public services.

In addition, the Ministry of Home Affairs requested the Ministry of Education and Training and the Ministry of Health to proactively grasp the situation, analyze, evaluate, clarify the causes, propose solutions to advise on perfecting institutions and policies to submit to competent authorities for consideration and decision, ensuring the building of a team of cadres, civil servants and public employees of the sector to meet the requirements of tasks in the new situation.

The Ministry of Home Affairs will continue to proactively research and advise competent authorities on the basis of the country's socio-economic conditions to implement the salary reform policy in the spirit of Resolution No. 27 dated May 21, 2018 of the 7th Central Conference (12th tenure) at an appropriate time in accordance with the direction of the Politburo.

The Ministry will advise and propose policies to attract and promote talents in the public sector; coordinate with the Central Organizing Committee, the Government Office and relevant agencies to perfect regulations on management, use, recruitment and appointment of cadres, civil servants and public employees.

The Ministry of Home Affairs will urge localities to strictly implement regulations on management, use, and policies for cadres, civil servants, and public employees, meeting the requirements of innovation, improving the quality of public service and civil service activities, and creating a favorable working environment for cadres, civil servants, and public employees.
