To clarify this issue, today (June 22),Department of Education and Traininghas just issued a document on continuing to improve the professional title standards for preschool and general education teachers. Accordingly, in order to ensure that teachers' participation in professional title training is appropriate for the subjects, in the spirit of voluntariness and ensuring the rights of teachers, the Department of Education and Training requires the Departments of Education and Training to continue to thoroughly grasp Circulars 01, 02, 03, 04/2021/TT-BGDDT of the Ministry of Education and Training (New Circular), Official Dispatch No. 971/BGDDT-NGCBQLGD dated March 12, 2021 of the Ministry of Education and Training and related documents of the Department of Education and Training on the implementation of Circulars 01, 02, 03, 04/2021/TT-BGDDT of the Ministry of Education and Training.

At the same time, proactively advise the People's Committees of districts, cities and towns (District-level People's Committees) to coordinate with the Department of Home Affairs to prepare plans to implement codes, professional title standards and appoint and arrange salaries for teaching staff in public preschool and general education institutions to ensure the rights of teachers when there are guiding documents from the Provincial People's Committee.

Units also need to review the rank structure, compare it with the standards of teachers' professional titles, make a list of old grade II junior high school teachers; old grade II, III primary school teachers; old grade II, III preschool teachers who do not meet the standards of professional title certificates to be appointed to the corresponding ranks according to the new Circulars to ensure the rights of the teaching staff. Regarding the upgrading of teachers, from March 20, 2021, 4 circulars issued by the Ministry of Education and Training including Circular 01/2021/TT-BGDĐT; Circular 02/2021/TT-BGDĐT; Circular 03/2021/TT-BGDĐT; Circular 04/2021/TT-BGDĐT will come into effect. These circulars stipulate codes, professional title standards and appointment and salary classification of teaching staff in schools at all levels from preschool to high school.

In particular, from March 20, 2021, the salary classification for teachers at all levels according to new professional titles will also change. In particular, preschool teachers apply a salary coefficient of 2.1 - 6.38 (currently applying a salary coefficient ranging from 1.86 - 4.98). Primary school teachers apply a salary coefficient ranging from 2.34 - 6.78 (currently the salary coefficient for this group ranges from 1.86 - 4.98). Secondary school teachers apply a salary coefficient ranging from 2.34 - 6.78 (currently receiving salary according to the salary coefficient from 2.1 - 6.38).

Currently, according to preliminary statistics from the Department of Education and Training, Nghe An province has about 22,000 teachers who will benefit in terms of salary if they are appointed to the corresponding ranks according to the new Circular.
