Compensation of more than 4 billion VND for violations at Que Phong District Medical Center

Previously, Nghe An Provincial Inspectorate discovered many violations in the construction of the Que Phong District Medical Center. Specifically, there were violations in 3 construction packages such as: Not constructing the rockery and wastewater treatment tank; constructing the internal road and flower garden items incorrectly according to the design and changing the wooden door items to aluminum and glass doors; the volume of bricks used to build the doctor's house was calculated incorrectly. However, these items were still paid and settled to Quang Vinh Construction and Trading Company Limited with the amount of 1,904,262,000 VND in violation.

In the equipment category, Que Phong District Medical Center and Viet Thang Medical Equipment Joint Stock Company falsely accepted 40 items, violating the amount of VND 2,456,895,000.

According to the explanation of Mr. Mac Van Lam, Director of Que Phong District Preventive Medicine Center to the inspector, the reason for the above violations was that the Center hired a consulting unit to manage the project, Traffic Construction Joint Stock Company 246. During the construction process, this company dissolved. The Center's director himself was studying so he could not regularly supervise the project.

The signing of acceptance of the construction volume in advance is to streamline the documents and promptly pay the contractor when there is a capital plan. But then, the contractor went bankrupt and could not provide equipment according to the contract.

Decision to temporarily suspend Mr. Mac Van Lam from office.

After the inspection conclusion, on November 2, the Director of Nghe An Department of Health issued Decision No. 1266, temporarily suspending the position of Director of Que Phong District Medical Center with Mr. Mac Van Lam.

On November 13, Mr. Hoang Van Hao, Deputy Director of Nghe An Department of Health, said that the violating units had paid the total amount of 4,361,157,000 VND into the temporary account of the Provincial Inspectorate. The Que Phong District Preventive Medicine Center also organized a review of the violations of Director Mac Van Lam. Mr. Hao said that at the review meeting, Mr. Lam accepted a warning. In the coming time, the Disciplinary Council of Nghe An Department of Health will meet and have an official disciplinary measure against Mr. Mac Van Lam.

The Deputy Director of Nghe An Department of Health also said that the cause of the violations here was due to the Center's leaders' lax management, causing loss of state assets. From the problem that occurred in Que Phong district, in the coming time, the Department of Health will assign medical facilities in the province to self-inspect and review items in their units and at the same time strengthen inspection and control of the activities of medical facilities in the area.
