The Party's important strategic personnel preparation step
Personnel planning is the first step, which is extremely important, ensuring that personnel work is systematic, proactive, has a long-term vision, and meets both immediate and long-term requirements.
Last weekend, the Politburo approved the planning of the 13th Central Executive Committee for the 2021-2026 term. The Politburo assigned the Steering Committee to notify Party committees at all levels, Party organizations, and collective leadership of agencies and units about the approval results; at the same time, assigned the Central Organizing Committee to preside over and coordinate with relevant agencies and localities, agencies and units to carry out the plan for training, fostering, and updating knowledge associated with rotation, arrangement, and assignment of work for planned comrades to proactively prepare a step of personnel for Party congresses at all levels towards the 13th National Congress of the Party.
This is an important part of preparing strategic personnel for the new term. Cadres, especially strategic cadres, are the decisive factor in the success or failure of the revolution.

More than 200 personnel were introduced into the 13th Central Committee's planning.
The planning of the 13th Party Central Committee was officially discussed at the 9th Conference of the 12th Party Central Committee in late December 2018.
Referring to this issue, General Secretary and President Nguyen Phu Trong affirmed that in personnel work, personnel planning is the first step, of extremely important significance, ensuring that personnel work is systematic, proactive, has a long-term vision, and meets both immediate and long-term requirements.
Implementing the Politburo's Plan, all 116 localities, agencies and units for which the Politburo and the Steering Committee have developed a strategic-level cadre planning structure and allocation have urgently and seriously implemented the plan and the Central's directives and instructions with a high sense of responsibility and determination.
Based on nearly 250 cadres discovered and introduced by localities, agencies and units, the Steering Committee for building strategic-level cadre planning coordinated with the Central Party Committees to review and select reports to the Politburo, and the Politburo agreed to introduce more than 200 personnel for the Central Committee to comment on.
The cadres introduced into the planning are all well-evaluated by localities, agencies and units in terms of political qualities, ethics, lifestyle; qualifications, working capacity, prestige and development prospects.
At the 9th Central Conference of the 12th tenure, after carefully studying and discussing the Submission, Report and related documents on personnel planning, the Central Committee recorded and held a secret ballot to introduce personnel planning for the Central Executive Committee for the 2021-2026 term.
The Central Committee requests the Politburo, after the Conference, based on the results of the Central Committee's recommendations, to urgently direct the Steering Committee and relevant functional agencies to review and carefully assess before submitting to the Politburo for consideration and decision on personnel planning according to their authority and in accordance with Party regulations. Regularly monitor, urge, inspect and supervise cadres who have been included in the planning. If violations or unqualified or unqualified personnel are found, they must be promptly removed from the planning; at the same time, continue to carefully review and analyze the quality, structure and composition in all areas of work to promptly detect and propose additional recommendations for the planning to be reported to the Politburo for submission to the Central Committee for consideration at the following Conferences.
Focus on discovering new factors with virtue, talent, and potential for leadership and management.
Personnel work in general, and personnel work for the Party Congress in particular, must go through many elaborate and careful stages from planning, training, fostering, rotation, assignment of challenging tasks, and voting for confidence in cadres... To do well the personnel work for the Party Congress in accordance with the Party's Charter, regulations, and rules on cadre work, the introduction of personnel for the Party Committee, the Central Executive Committee, the Politburo, and the Secretariat must be based on cadre planning, while focusing on discovering and introducing new factors with virtue, talent, and potential for leadership and management, especially young cadres, female cadres, and ethnic minority cadres.
In the process of conducting the personnel work of the congress, the Party Committees at all levels and the Central Committee have truly promoted democracy and the intelligence of the Party Committees, cadres and Party members; been impartial and objective in selecting and introducing personnel; and gradually pushed back individualistic, localist, unconstructive or deferential thoughts, avoidance, fear of conflict, factionalism, division and disunity, and improper implementation of regulations on what Party members are not allowed to do.

According to the General Secretary, the planning of the Central Executive Committee for the 2021-2026 term is not yet a specific "personnel" for the next term, but a very important preparation step, the basis for the personnel work of the 13th Party Central Executive Committee. The spirit is to do it step by step, task by task, firmly and closely; after completing the planning of the Central Executive Committee, then plan the Politburo and Secretariat; then come to the key positions.
The planning of strategic-level cadres was first carried out from the 11th term. Through summarizing and drawing experience from the 11th term, the 12th Central Executive Committee affirmed that it must continue to do so and do it in a more fundamental, methodical, and rigorous manner.
To prepare strategic personnel for the new term, on May 30, General Secretary and President Nguyen Phu Trong signed and issued Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels towards the 13th National Party Congress. This is the basis for all levels and sectors to successfully hold Party Congresses. In particular, the issue of personnel at all levels, from standards, age, to the process of introduction, evaluation, and election... is guided in great detail and specifically by Directive 35.
Directive 35 requires that personnel work must be carried out step by step, task by task, firmly, carefully, strictly, following the correct procedures, ensuring democracy, objectivity, openness, transparency, but must be truly the right person for the right job; resolutely not allowing into the new Party Committee those who are not politically steadfast, have reduced qualities, capacity, and prestige; lack exemplary, disunited, parochial, factional, opportunistic, do not dare to defend what is right, do not dare to fight what is wrong; show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; running for positions, running for power, corruption, negativity, "group interests"; violate the principle of democratic centralism, current regulations and rules of the Party, State, political standards and things that Party members are not allowed to do; bureaucracy, authoritarianism, lack of close attachment to the people; The individual or his/her spouse or children violate Party regulations, State policies and laws, affecting the reputation of the agency, unit, or the officer himself/herself...
With the above elaborate and rigorous preparations, together with the Party's determination, we believe that the upcoming term of Party congresses at all levels and the 13th National Congress of the Party will select a contingent of cadres, especially in the 13th Central Executive Committee, who are exemplary in intelligence, qualities, and prestige; truly clean, strong, with high leadership capacity and fighting spirit, meeting the requirements of leading the country in the new situation./.
