Nghe An industrial clusters attract 231 projects, production value of 3,480 billion VND/year

(Baonghean) - According to Decision No. 1172/2014/QD-UBND of the Provincial People's Committee on the Planning for Industrial Cluster Development to 2020, Nghe An is planning to develop 50 industrial clusters with a total area of ​​1,089.66 hectares.

Nghe An Newspaper interviewed Mr. Nguyen Huy Cuong - Deputy Director of the Department of Industry and Trade about the management and development of industrial parks in the province.

PV:The planning of industrial parks sets specific goals. So how is the management and construction of industrial parks in Nghe An currently, sir?

Mr. Nguyen Huy Cuong:Up to now, the whole province has 39 industrial parks that have carried out investment and construction steps (establishing and approving detailed planning; establishing and approving technical infrastructure investment projects for industrial parks; implementing technical infrastructure investment for industrial parks and organizing to attract investment in production and business).

Of which, 10 industrial parks have been filled, 7 industrial parks are investing in infrastructure and have enterprises investing in production and business, 3 industrial parks have enterprises operating but have not invested in infrastructure construction, 19 industrial parks are leveling the ground or have established infrastructure investment projects and approved detailed planning.

Infrastructure outside the industrial parks has been invested in, most of the industrial parks selected for planning are near convenient traffic routes, so out of 20 industrial parks that have implemented infrastructure investment steps, only 5 industrial parks have to invest in traffic roads into the industrial parks, which have now been basically completed and put into effective use. The total investment in traffic roads into the industrial parks according to the approved project is 45,924 million VND. The total implementation cost to date has reached 38,940 million VND.

The technical infrastructure in the industrial parks is increasingly complete and synchronous, most of the traffic and electricity works in the industrial parks are supported by the provincial budget for local investment. Currently, 8/18 industrial parks in operation have centralized wastewater treatment systems. Of which, Thap - Hong - Ky industrial park has a relatively synchronous centralized wastewater treatment system, aerobic biological technology. 4 industrial parks have separate rainwater and wastewater collection systems.

The total investment capital of technical infrastructure investment projects in the industrial park according to the approved project is 896.77 billion VND, the implemented investment capital is 261 billion VND (of which nearly 57 billion VND is for the environmental category). The main source of capital for implementation is from the budget, in which the capital supported under the policy mechanism to support infrastructure investment in the industrial park from the economic career source is 86.9 billion VND.

PV:How can you evaluate the effectiveness of attracting investment in production and business in industrial parks today?

Mr. Nguyen Huy Cuong:The industrial parks have attracted over 231 investment projects, mainly small and medium enterprises, including 4 foreign direct investment projects. The main production and business sectors are mineral processing, forestry products, garment, mechanical processing, metal recycling, plastic product recycling and manufacturing, and packaging manufacturing. The total investment capital of industrial park enterprises reached 2,128 billion VND (an average of 9.5 billion VND/enterprise).

The production value of industrial parks reached approximately 3,480 billion VND/year, accounting for about 9% of the province's total industrial production value. Budget revenue from industrial parks in 2016 reached about 200 billion VND. The number of workers in industrial parks as of the end of 2016 was 16,312 people.

PV:What difficulties and problems are there in the process of implementing and building industrial parks, sir?

Mr. Nguyen Huy Cuong:Planning in some places is unscientific, infrastructure systems in industrial parks are not synchronized, and implementation in some places does not comply with approved planning. Investment projects in technical infrastructure in industrial parks are prolonged, resulting in a patchwork technical infrastructure system and unsustainable development...

Attracting investors to invest in building industrial park infrastructure is still limited, mainly from provincial and local budgets. Environmental treatment systems, especially wastewater and centralized waste treatment, have not received attention, so local pollution still occurs.

Besides, the province has not yet created industrial parks with model infrastructure and synchronous structure to ensure technical standards to serve the needs of attracting investment in high-tech, green and clean industries.

PV:To create a breakthrough in attracting investment, contributing significantly to effectively exploiting the potential and available resources of each locality, in your opinion, what are the key tasks and solutions that need to be focused on in the coming time?

Mr. Nguyen Huy Cuong:In 2017, Nghe An expects to attract 240 production establishments in industrial parks. The industrial production value in industrial parks will reach 5,000 billion VND. The labor force in industrial parks will reach 17,000 people. The budget contribution from industrial park enterprises will reach 250 billion VND.

The main solutions are to continue working with investors in industrial park infrastructure to inspect and survey the actual situation, promptly instruct investors in industrial park infrastructure to promptly complete the application procedures for support for construction investment capital, ensuring the implementation of the 2017 plan.

Continue to supplement and perfect the system of policies and mechanisms to support the development of industrial parks. At the same time, improve the effectiveness and efficiency of state management of industrial parks.

Regularly inspect the implementation of infrastructure investment in industrial parks; wastewater and waste treatment items are implemented in accordance with detailed planning and environmental impact assessment reports. Inspect the licensing of enterprises to invest in production and business in accordance with the planning. We have also requested that the Central Ministries and branches pay attention and increase the level of support for investment in infrastructure construction in industrial parks for localities, especially mountainous districts.
