(Baonghean.vn) - Faced with the complicated developments of the Covid-19 epidemic in Vinh city, the People's Committees of wards and communes have resolutely tightened control and strictly implemented safety measures to prevent the spread of the epidemic.

Closely monitor home quarantine cases

Many small alleys in Vinh Tan ward (Vinh city) these days have had a different image than usual. That is, in front of the gates of many houses, there appeared red signs with the message "The family is havingquarantined person. Please do not disturb”. These are households with people in the F2 and F3 categories related to locations with Covid-19 infections in the community that have just been discovered since August 14, 2021.

According to Mr. Nguyen Hoang Manh - Chairman of Vinh Tan Ward People's Committee, as of August 17, there were 6 cases positive for SARS-CoV-2 virus in the ward. In addition to the F0 cases taken to the field hospital for treatment and centralized isolation of F1 cases, hundreds of F2 and F3 cases were requested by the authorities to self-isolate and monitor their health at home. Doctor Tran Van Huan - Head of Vinh Tan Ward Health Station said that the station's doctors and nurses, along with the functional forces, are working day and night, however, the ward area with 14 blocks is quite large, and is close to the wholesale market, so the risk of infection is very high, requiring each person to be self-aware in protecting themselves, contributing to protecting the community. Therefore, in addition to propaganda and strict management of people in home quarantine, the functional forces also strictly punish cases of violating epidemic prevention regulations.

Not only in Vinh Tan, but also in all wards and communes, functional forces together with community Covid prevention teams have activated the highest level of epidemic prevention. Community Covid Teams have 5 tasks: propaganda; monitoring; detection; participating in tracing work and other tasks. Especially closely monitoring people returning from epidemic areas and areas. The loudspeaker systems make announcements at least twice a day, updating news about the epidemic developments, tracing related locations and the instructions of local authorities in epidemic prevention to each household.

Strengthen inspection and handling of violations

In addition to strictly managing people in home quarantine, wards and communes in Vinh City also resolutely punish those who violate disease prevention regulations. On the morning of August 18, 25 wards and communes of Vinh City simultaneously establishedcheckpointpeople traveling in the area to minimize the risk of spreading the disease.

At Phan Dinh Phung Street, Cua Nam Ward, the "gateway" connecting to the road to Hung Nguyen District, the ward authorities have set up a checkpoint here.

Ms. Nguyen Thi Lam, residing in Hung Chinh commune, works at an agency headquartered in Vinh city. On the morning of August 18, when passing through this section of the road, she had to present a travel permit issued by the agency and a negative rapid test result for Covid-19 to be able to travel. Ms. Lam said that when the authorities were checking, there were many cases of people going out without the required documents, so they were fined 1 million VND/person for administrative violations.

Similarly, in other wards and communes in the city, all people going out on the street are checked and reminded by the authorities when traveling without a legitimate and necessary reason according to regulations. Those who intentionally violate will be fined depending on the level of violation. For example, in Vinh Tan ward, according to the leader of the ward People's Committee, since the first period of social distancing in Vinh City until August 17, Vinh Tan has fined 18 cases of violating epidemic prevention regulations with a total amount of 34 million VND, and reminded dozens of other cases.

In particular, on August 17, Vinh Tan Ward Police discovered and arrested a subject related to the act of illegally bringing people through the epidemic control checkpoint into Vinh City. Accordingly, at around 7:00 p.m. on August 17, 2021, at the Vinh bypass area, block 2, Vinh Tan Ward, Vinh City, the police agency and security forcesepidemic control checkpointHere, they discovered and caught Nguyen Van Loi (born in 1993), residing in Hamlet 4, Chau Nhan Commune, Hung Nguyen District, secretly bringing 2 people of unknown origin into Vinh City. At the scene, the police seized a number of the subject's vehicles and took him to the headquarters for questioning.

Nguyen Van Loi confessed that he saw many people from outside the area wanting to enter Vinh city but were not allowed because the city was implementing the social distancing order according to Directive 16 of the Prime Minister. Nguyen Van Loi took advantage of his familiarity with the terrain, knowing many shortcuts and small paths that could avoid checkpoints for people and vehicles entering and leaving the city, so he found a way to secretly bring people into the city to illegally profit from each "successful" case from 30-50 thousand VND. Before being discovered by the police, Nguyen Van Loi had successfully brought 2 trips, each trip bringing 1 person from another locality into the city. On the third time, while committing the act, he was discovered and caught red-handed by the authorities.

Since August 17, Vinh City has applied Directive 16 on social distancing throughout the city. By the morning of August 18, the authorities had handled 39 cases of violations of regulations on epidemic prevention and control, with a fine of more than 70 million VND; handled 1 case.giveThe person who "passed through" the epidemic control checkpoint into Vinh Cityfor profit.

Currently, the authorities are completing the case file for handling according to the provisions of law. According to the authorities, Nguyen Van Loi's actions violated Point c, Clause 5, Article 12, Decree 177/ND-CP dated September 28, 2020 of the Government on Violations of regulations on applying anti-epidemic measures, with a fine of 30 - 40 million VND for the act of bringing people and vehicles without duties into the epidemic area in an area where a state of emergency has been declared.

To tighten control, on the morning of August 18, the Provincial People's Committee also sent an urgent document to departments, branches and localities on the implementation of measures to prevent and control the Covid-19 epidemic when implementing Directive 16. The document requested the Chairmen of the People's Committees of districts, cities and towns to direct the People's Committees of communes, wards and towns to issue market tickets to households; organize patrol and surveillance teams, prevent large gatherings and strictly handle violations of epidemic prevention and control work. In particular, administrative penalties for people leaving their homes are not in the prescribed cases and without a valid reason.
