Dismissal of principal and discipline of vice principal of school for collecting huge funds

On the afternoon of November 28, the People's Committee of An Duong district officially announced the disciplinary decision regarding violations related to the Principal and Vice Principal of Dang Cuong Primary School (An Duong district, Hai Phong).

The Disciplinary Council met and unanimously decided to dismiss Ms. Le Thi Thu Thuy, Principal of the school. Ms. Thuy violated the management and use of contributions from parents in the 2017-2018 school year, and the management and use of civil servants and labor contracts at the school.

Along with the above disciplinary measure, the People's Committee of An Duong district decided to transfer Ms. Le Thi Thu Thuy to work at the Department of Education of An Duong district from November 28, 2017 to wait for work assignment.

Regarding Ms. Dao Thi Tinh - Vice Principal of Dang Cuong Primary School, the Disciplinary Council imposed a reprimand on Ms. Tinh due to violations in the management and use of contributions from parents in the 2017-2018 school year, and violations in the management and use of contract officials at the school. To ensure the school's continued operation, the District People's Committee decided to assign Ms. Dao Thi Tinh to be in charge of directing and operating the school from November 28, 2017 until the appointment of a new Principal.

As previously reported by Dan Viet, at the beginning of the 2017-2018 school year, Dang Cuong Primary School collected many fees that were not included in the regulations.

Specifically for grade 1, the fees include: Admission documents 100,000 VND; support for facilities + summer club 2,650,000 VND; textbooks 1,805,000 VND; uniforms 400,000 VND; life skills 1,000,000 VND/year; English according to the foreign language project 2,000,000 VND... Total is 10,131,000 VND.

For 4th grade students, the fees include: Health insurance 491,000 VND; comprehensive insurance 120,000 VND; text messages 80,000 VND; creative experiences + extracurricular activities 1,200,000 VND/year; life skills 1,000,000 VND/year; English 2,000,000 VND; miscellaneous fees, labor, professional support, overtime 500,000 VND/year; estimated parent representative fund 500,000 VND/year; parking 75,000 VND. Total: 5,966,000 VND.

5th grade students include: Health insurance 491,400 VND; comprehensive insurance 120,000 VND; text messages 80,000 VND; life skills 1,000,000 VND/year; experience 640,000 VND/year; extracurricular activities 560,000 VND/year; English 2,000,000 VND/year; miscellaneous fees 500,000 VND/year; estimated parent representative fund 500,000 VND/term; supplementary textbooks for the second term + summer activities 300,000 VND. Total 6,191,400 VND.

On September 13, 2017, the People's Committee of An Duong district established an Inspection Team according to Decision No. 4058/QD - UBND to review and clarify the responsibility of Ms. Le Thi Thu Thuy - Principal of the school in directing and managing the collection of fees for students at the beginning of the 2017 - 2018 school year as reported by the press.

On September 19, the People's Committee of An Duong district issued Decision No. 4111/QD-CT on temporarily suspending Ms. Thuy from work for 15 days to serve the inspection of revenue and expenditure management, contributions from parents of students in the 2017-2018 school year and the management and use of civil servants and contract workers at Dang Cuong Primary School.

In the coming time, An Duong District Party Committee will continue to take Party disciplinary action against Ms. Thuy.
