How to number houses in urban and rural areas that many people may not know
The Ministry of Construction has issued Circular 08/2024/TT-BXD regulating the numbering and mounting of house and construction number plates. It clearly stipulates the method of numbering houses in urban and rural areas.

Numbering houses on the street
According to the Circular, street and street houses are numbered using natural numbers (1, 2, 3..., n) in order from smallest to largest number in the prescribed direction. The house on the left is given an odd number (1, 3, 5, 7...), the house on the right is given an even number (2, 4, 6, 8...).
In case a house has a door opening onto two different streets, the house is numbered according to the street with the larger cross-section; if the streets have equivalent cross-sections, the house is numbered according to the street with the main door to the house or according to the street that has been numbered consecutively.
House numbering on streets and roads is carried out according to the following regulations:
House numbering is done from North to South, from East to West, from Northeast to Southwest, from Southeast to Northwest.
In case special roads and streets do not comply with the provisions at Point a of this Clause, the direction of house numbering shall be decided by the People's Committee at the district level (for example, for radial roads and streets, the direction of house numbering shall be from the center of the city, province, district, town, or township outwards).
Streets and roads that were numbered before this Circular took effect will retain the same house numbering direction.
For roads and streets without continuous houses (still vacant land), the People's Committee at the district level shall base on the detailed construction planning on the road or street approved by the competent authority to number the houses and ensure that there are spare house numbers for the houses and constructions on that road or street; in case there is no detailed construction planning for the road or street, the People's Committee at the district level shall decide to organize the numbering and installation of house number plates to ensure compliance with the specific conditions of each area.
In case an unnumbered house arises between two consecutively numbered houses on a street or road, the newly arisen houses can be numbered in one of the following two ways:
Numbering is done by combining the name of the smaller house number and the uppercase Vietnamese letter (A, B, C,...), starting from the letter A (for example: the house number arising between two houses number 20 and number 22 is numbered 20A, 20B, 20C, ...);
Numbering is done by combining the name of the smaller house number and a hyphen and a natural number, starting from number 1 (for example, a house number arising between two houses number 20 and number 22 is numbered 20-1, 20-2, 20-3,…, 20-24, 20-25,….,22).
For newly built roads and streets extending to the end of a road or street, the next house number shall be assigned following the last house number of that road or street according to the provisions of this Circular.
House numbering in alleys and lanes
House numbering in alleys is carried out according to the following regulations:
In case the alley does not have its own name: the alley name is named after the house number on the street or road located right in front of the alley entrance (with a smaller house number).
Direction of house numbering in alley: in case the alley connects two roads or streets and has been named, the direction is from the house at the beginning of the alley closest to the road or street whose name the alley bears to the end of the alley.
In case the alley connects two roads or streets and has not been named, the house numbers will be from the house at the beginning of the alley closest to the road or street with the larger cross-section to the end of the alley.
In case the alley has only one end leading to the street, the house numbering direction is from the house at the beginning of the alley closest to the street to the house at the end of the alley.
House numbering in the alley is carried out according to the following regulations:
In case the alley does not have its own name: the alley name is named after the house number on the alley front located right before the alley entrance (with a smaller house number);
House numbering direction in alley: in case the alley connects two alleys and has been named, the direction is from the house at the beginning of the alley, closest to the alley whose name the alley bears, to the end of the alley; in case the alley connects two streets and has not been named, the house numbering direction is from the house at the beginning of the alley, closest to the street with the larger cross-section, to the end of the alley. In case the alley has only one end leading to the alley, the house numbering direction is from the house at the beginning of the alley, closest to the alley, to the house at the end of the alley.
In case the house is in an alley or lane with special characteristics, the People's Committee at the district level shall decide on the numbering.
This Circular takes effect from October 15, 2024.
