Nghe An implements Resolution to build Vinh city into a civilized and modern coastal city
The goal by 2030 is for Vinh city to be expanded to become a civilized and modern coastal city; the growth engine of the province, the center of the North Central region in a number of fields.
On the morning of September 24, the Provincial Party Standing Committee held a combined online and in-person conference to disseminate and implement Resolution No. 16-NQ/TU, dated July 16, 2024 on building and developing Vinh city to 2030, with a vision to 2045.
Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee attended, directed and directly disseminated the resolution. Also attending were Comrade Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council and leaders of provincial departments, agencies and branches.
The conference was attended by comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council and comrades in the Standing Committee of the City Party Committee, leaders of departments, offices, wards and communes, including 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc district) preparing to merge into the city.
In addition to the main bridge, the conference was broadcast live to 26 bridges including 25 wards and communes of Vinh city, 1 bridge in Cua Lo town. A total of 1,625 cadres and party members attended at all bridges.
Closely following the spirit of Resolution No. 39 of the Politburo on Nghe An
At the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized that Resolution No. 16-NQ/TU of the Provincial Party Committee Standing Committee is the crystallization of collective intelligence, distilling the results of serious scientific research.
The special point of the resolution is that it closely follows the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, and incorporates Resolution No. 137/2024/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
In particular, Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo determines to focus on investment and have outstanding mechanisms and policies to develop the expanded Vinh city (including Cua Lo town and 4 communes of Nghi Loc district) to become the economic and cultural center of the North Central region.
"The issuance of Resolution No. 16-NQ/TU by the Provincial Party Standing Committee shows special attention to Vinh city," emphasized comrade Hoang Nghia Hieu.
On that basis, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee thoroughly grasped 5 viewpoints and specific goals and targets by 2030; associated with 9 groups of tasks and solutions in Resolution No. 16-NQ/TU, to implement the goals by 2030 and vision to 2045 for Vinh city.
Specifically: The goal by 2030 is that Vinh city will be a civilized and modern coastal city; the economy will develop rapidly and sustainably, leading the growth of the province, the center of the North Central region in the fields of: Education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry; the infrastructure system will be gradually synchronized, modernized, adaptable to climate change, ensuring safety; the material and spiritual life of the people will be improved; national defense and security will be solid; the Party organization and political system will be clean and strong; the strength of the great national unity bloc and the people's trust will be enhanced.
By 2045, Vinh city will be a fast-growing, sustainable, civilized, modern smart city, one of the important development drivers and growth poles of the North Central region.
At the conference, comrade Pham Hong Quang - Member of the Provincial Party Executive Committee, Member of the Provincial People's Committee, Director of the Department of Planning and Investment, thoroughly grasped the content of the draft Action Program of the Provincial People's Committee to implement Resolution No. 16-NQ/TU of the Provincial Party Standing Committee.
Comrade Nguyen Van Lu - Standing Deputy Secretary of Vinh City Party Committee disseminated the draft Action Program to implement Resolution No. 16-NQ/TU of the City Party Executive Committee.
By the end of 2024, specific mechanisms and policies will be issued for Vinh city.
Concluding the conference, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee requested that agencies and localities in the province, especially the Party Committee, government and people of Vinh city, promptly and proactively deploy and effectively implement the resolution.
“To quickly transform the resolution into rich and diverse activities, deeply penetrating the lives of each citizen with the motto: “People understand, people agree, people respond, people implement”, the Deputy Secretary of the Provincial Party Committee noted.
The Deputy Secretary of the Provincial Party Committee also emphasized a number of key issues that need to be addressed immediately. Accordingly, it is necessary to be aware that the implementation of Resolution No. 16-NQ/TU is the responsibility of the entire political system of the province; in which it is necessary to clearly define the role and responsibility of the Party Committee, government and people of Vinh city as the leading and most important in implementing the resolution.
The issuance of the resolution by the Provincial Party Standing Committee is very important, but this is only the first step. The decisive factor is to organize and implement it effectively, to turn the resolution into material wealth, into a vivid reality of life so that Vinh can develop faster, stronger, more comprehensively, worthy of being the growth engine of the province, the center of the North Central region.
Therefore, the Deputy Secretary of the Provincial Party Committee paid special attention to the implementation process; especially in September 2024, it is necessary to issue an Action Program to implement Resolution 16-NQ/TU of the Provincial People's Committee and the Vinh City Party Committee; at the same time, Vinh City needs to actively coordinate with the Provincial People's Committee to submit to the Provincial Party Committee Standing Committee for comments, and then submit to the Provincial People's Council for consideration and approval at the regular meeting at the end of this year on the resolution on special, "outstanding" mechanisms and policies for the city.
Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu expressed his belief that Vinh city will continue to promote the glorious revolutionary tradition, heroic spirit, creative spirit, and noble qualities of the land and people of Vinh city, to resolutely implement Resolution 16-NQ/TU, to welcome the new era, the era of national development; bring sustainable development, a good life for the people, and contribute to the overall development of the province.
On behalf of the Party Committee, government and people of Vinh city, Secretary of the City Party Committee, Chairman of the Vinh City People's Council Phan Duc Dong affirmed: The entire city will continue to promote the spirit of solidarity, dynamism, creativity, actively coordinate with departments, branches, the Fatherland Front and socio-political organizations, provincial agencies, districts and towns to successfully implement the tasks assigned by the Provincial Party Committee Standing Committee.
