After expansion, Vinh City will have 33 commune-level administrative units.
The People's Council of Nghe An province passed a Resolution approving the plan to expand the administrative boundaries and urban space of Vinh city, establish wards, and reorganize commune-level administrative units within the city.
On the morning of June 7th, in Vinh City, the 18th term of the Nghe An Provincial People's Council held its 20th session - a specialized session - to consider and decide on a number of important issues within its authority.
Comrades Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Delegation of National Assembly Deputies; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, presided over the session.
Attending the meeting were: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; and the Vice Chairmen of the Provincial People's Council and the Provincial People's Committee.
At the session, the Provincial People's Council unanimously approved a Resolution endorsing the plan to expand the administrative boundaries and urban space of Vinh City, establish wards, and reorganize commune-level administrative units within Vinh City, Nghe An Province.
Accordingly, the Provincial People's Council approved the plan to merge the entire town of Cua Lo (7 wards), which has a natural area of 29.12 km².2With a population of 77,813 people and a partial adjustment of Nghi Loc district, the natural area is 32.14 km².2With a population of 45,130 people, it includes four communes: Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong, and is incorporated into Vinh City.
Establish the following wards within Vinh City: Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc, based on the existing natural area and population size of the communes of Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc.
Reorganization of commune-level administrative units in Vinh City: The entire Hong Son ward and Vinh Tan ward will be merged and renamed Vinh Tan ward; the entire Doi Cung ward, Le Mao ward, and Quang Trung ward will be merged and renamed Quang Trung ward.
After merging with Cua Lo town, adjusting the administrative boundaries of Nghi Loc district, establishing wards, and reorganizing commune-level administrative units, Vinh City has a total area of 166.25 km².2With a population of 580,669 people, it has 33 administrative units at the commune level, including 24 wards and 9 communes.

Previously, Deputy Prime Minister Tran Hong Ha signed Decision No. 475/QD-TTg recognizing the expanded Vinh City as meeting the criteria for a Type I urban area.
The planned inner city area includes the entire administrative boundaries of the 16 existing wards of Vinh City, the 7 existing wards of Cua Lo Town, and the 4 existing communes of Vinh City, namely Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc communes, with a total area of 89.56 km².2.
The planned suburban area includes the entire administrative boundaries of 5 existing communes of Vinh City, namely Hung Chinh, Hung Hoa, Nghi An, Nghi Lien, and Nghi Kim, and 4 existing communes of Nghi Loc District, namely Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong, with a total area of 76.69 km².2.
