Building Vinh city to be a civilized and modern coastal city by 2030

Political foundation for developing Vinh city to its full potential

Over the past 10 years, the implementation of the task of developing Vinh city into an economic and cultural center of the North Central region in the spirit of Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo, has achieved important results.

The city's economy has grown quite well, reaching 7.28%/year; the economic structure has shifted in the right direction. In 2023, the economic scale is estimated to reach 46,830 billion VND, 2.59 times higher than in 2013 and contributing about 25.4% to the total added value of the province; the average added value per capita is 132.2 million VND, 2.61 times higher than in 2013, about 2.35 times higher than the average of the province; the socio-economic infrastructure has been invested and upgraded.

The cultural and social fields have made progress, social security is taken care of. The material and spiritual life of the people has been improved.

Vinh City is increasingly asserting itself as a growth pole and an important driving force for development of the province; some fields such as tourism, science - technology, healthcare, education - training, and information technology are gradually forming central elements of the North Central region.

National defense, security, order and social safety are ensured. Party building and the political system are taken care of; the leadership capacity and fighting strength of Party committees and organizations, the effectiveness and efficiency of state management of authorities at all levels are enhanced; the position, role and activities of the Fatherland Front and socio-political organizations are promoted, and the great national unity bloc is strengthened.

However, the results achieved are not commensurate with the potential and advantages. Vinh City has not developed in a breakthrough way compared to other cities in the region, especially in the ability to connect and create regional links.

Economic growth is unsustainable. Infrastructure has not met the requirements. Factors for Vinh city to become a regional center are slow to form, not achieving the set goals.

In the context that in the coming time, the city's administrative boundaries will be expanded after merging Cua Lo town and 4 communes of Nghi Loc district, the decision of the Standing Committee of Nghe An Provincial Party Committee to issue a Resolution is an important political basis to orient new thinking, policies, tasks, and new solutions to create motivation to build Vinh city by 2030, a civilized and modern coastal city; with a vision to 2045 as a fast-growing, sustainable, civilized, modern smart city, one of the important development drivers and growth poles of the North Central region.

The Resolution includes 9 main tasks and solutions: Thoroughly grasping, propagating, creating unified awareness and action on the development of Vinh city; effectively implementing planning, planning management, and developing a green, civilized, and modern urban area.

Promote investment in developing economic and social infrastructure; Promote economic development towards green economy and circular economy; synchronously develop cultural and social fields, improve people's material and spiritual life.

Make breakthroughs in administrative reform, improve the investment and business environment, attract investment; manage and use resources effectively; protect the environment; improve the ability to respond to natural disasters and adapt to climate change; firmly ensure national defense and security.

Strengthening Party building and rectification and the political system; improving the effectiveness and efficiency of government management and administration; consolidating the great national unity bloc.

Implementation needs to be methodical and creative.

At the meeting, the Provincial Party Standing Committee agreed with the goals, tasks, and implementation solutions set out in the resolution; and at the same time, gave additional comments on some contents regarding traffic ratio, tree density, and wastewater treatment.

Chairman of the Provincial People's Committee Nguyen Duc Trung noted the proposal to review a number of specific targets by 2030 associated with the expansion of the administrative boundaries of Vinh city.

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized: The Resolution is a special political basis for the city to develop faster, stronger, with a longer-term and sustainable vision and become a civilized and modern coastal city.

After being approved and issued by the Provincial Party Committee Standing Committee, the most important thing is the implementation. The Provincial Party Secretary requested: Vinh City Party Committee needs to systematically organize dissemination and activities in Party cells, inform the people, convey messages to cadres, civil servants, and the business community to bring the resolution into life.

In particular, he noted the need to consult on mechanisms and policies to concretize the resolution; at the same time, the city needs to be creative and learn from experiences to develop; promptly establish, submit for appraisal and approval the Adjustment of the General Planning for Construction of Vinh City to 2035, with a vision to 2050.
