The defendant has 3 previous convictions and 2 previous convictions for the crimes of "Theft of socialist property", "Theft of property", "Illegal trading of narcotics", and "Illegal possession of narcotics".
On July 1, the Investigation Police Agency of Hoang Mai District, Hanoi announced that it had initiated a case, prosecuted the accused, and temporarily detained Nguyen Hai Van (born in 1965), residing in Tuong Mai Ward (Hoang Mai District) for the act of "Murder".
According to the police documents, Van is a drug addict who has just completed the decision to be sent to a compulsory drug rehabilitation facility until May 8, 2022, when he will be allowed to return to his hometown. Due to having no place to live, Van returned to the old house of Van and his wife, address 260 Tan Mai, Thinh Liet ward, Hoang Mai district to claim the house.

When arriving at the house, knowing that someone had rented it, Van still asked for blankets and mosquito nets and slept in the alley next to the door of the house with the intention of reclaiming the house. At around 8:00 p.m. on May 15, Van had the idea of buying gasoline to burn down the house. To commit the crime, the subject took a plastic bottle to buy 30,000 VND worth of gasoline, then hid it in a bush about 30 meters from the house and went to sleep.
At around 4am on May 16, Van went to the bushes to get a bottle of gasoline and poured it near the door of the first floor of the house. Then, the subject continued to pour gasoline on the blanket and set it on fire. When the fire broke out, the tenants in the house, including Dinh Van H (born in 1997), Dinh Hoang A (born in 2003), Dinh Van D (born in 1984), Dinh Van D (born in 1998) and Nguyen Huy D (born in 1997), all from Nam Dinh, discovered it and called for help from the people. However, Van calmly threw things, sacks, and plastic bags into the fire, making it burn bigger. After the people around came to help put out the fire, Van threatened and obstructed them.
The fire was extinguished, Mr. HAT (born in 1972), residing in Truong Dinh ward, Hai Ba Trung district (Hanoi), a friend of Van's wife and N.D.T (born in 2002), Van's son, went to stop him, but Van jumped in to beat T. The subject even picked up a broken glass and beat him, causing injuries. The police arrived to make a record of the arrest of the offender and took the people involved to the headquarters for questioning.
