Nghe An Provincial Party Secretary criticized localities and units for not strictly implementing housing support for the poor.
Nghe An province has just issued an official dispatch directing the continued implementation of a program to mobilize and support the construction and repair of houses for the poor.
Official dispatch to the Party Committee of the Provincial People's Committee; departments, branches, sectors, Vietnam Fatherland Front Committee, socio-political organizations at the provincial level and district, city and town Party Committees.
Accordingly, on December 13, 2024, the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province (called the Provincial Steering Committee) met and issued Conclusion Notice No. 04-TB/BCĐ, dated December 18, 2024, in which relevant agencies, units and localities reviewed and agreed on the number of houses that need to be implemented, including new construction and repair of all programs, and reported to the Standing Office of the Provincial Steering Committee before December 31, 2024.

However, the implementation of the contents has not met the requirements.
Specifically: There are 7 localities (including districts: Quy Hop, Quy Chau, Anh Son, Yen Thanh, Do Luong, Nghia Dan, Hoang Mai town) that have not been resolute and have not seriously reported according to regulations.
There are 13 localities (including the districts: Dien Chau, Hung Nguyen, Ky Son, Nam Dan, Nghi Loc, Que Phong, Quynh Luu, Tan Ky, Thanh Chuong, Tuong Duong, Con Cuong, Vinh city and Thai Hoa town) that have reported but have not yet had results of reviewing the need to build new or repair houses for people with meritorious services.
Many provincial departments and branches have not yet reported to the Provincial Steering Committee on the results and progress of their commitment to support the construction and repair of houses for the poor within the prescribed time;
The Department of Labor, War Invalids and Social Affairs, the Department of Construction, and the Provincial Ethnic Committee in charge of advising on the implementation of housing support under the two National Target Programs and housing support for people with revolutionary contributions have not paid attention to urging and reporting data;
The Standing Office of the Provincial Steering Committee (Provincial Vietnam Fatherland Front Committee) has not been proactive in coordinating and urging implementation,...

Criticize the above units, departments, branches and localities for not strictly implementing the direction of the Provincial Steering Committee.
To complete the goal of the Program to mobilize and support the construction and repair of houses for the poor, people with difficult housing circumstances, and meritorious people in the province before August 31, 2025, relevant units and localities are required to seriously implement the following contents:
-The Party Committee of the Provincial People's Committee is fully responsible for the results of program implementation; The leaders of the Provincial People's Committee directed provincial departments, branches and sectors to seriously implement the contents of Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions, relatives of martyrs and the rate of allocation of support capital from the central budget, the rate of counterpart support capital from the local budget for the period 2023 - 2025, Directive No. 42/CT-TTg dated November 9, 2024 of the Prime Minister on accelerating the implementation of eliminating temporary and dilapidated houses nationwide, Official Dispatch No. 3091- CV/TU dated November 19, 2024 of the Provincial Party Standing Committee on implementing Official Dispatch No. 117/CD-TTg dated November 18, 2024 of the Prime Minister and Conclusion Notice No. 04-TB/BCĐ, dated December 18, 2024 of the Provincial Steering Committee:
- Guidance on the plan to use funds to save 5% of regular budget expenditures in 2024 and allocate career capital in 2025 for the national target program on sustainable poverty reduction.
- Synthesize data on the need to build and repair houses for the poor and people in difficult circumstances, including 2 National Target Programs (Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas) and the Housing Construction Support Program for People with Meritorious Services to the Revolution, and send it to the Standing Office of the Provincial Steering Committee (Provincial Vietnam Fatherland Front Committee) before January 18, 2025.
- Assign the Department of Labor, War Invalids and Social Affairs of the province to take the lead and coordinate with the Provincial Vietnam Fatherland Front Committee to update daily on the results of the implementation of eliminating temporary and dilapidated houses and report to the Central Government every Friday as prescribed.
Steering Committees of districts, cities and towns:
- Urgently review and send final data on the need to build and repair houses for the poor, people in difficult circumstances, and people with meritorious services and report on the progress of implementation according to Conclusion Notice No. 04-TB/BCĐ, dated December 18, 2024 of the Provincial Steering Committee before January 18, 2025 and take full responsibility for the data on the need to build and repair houses for poor households and people with meritorious services in the area. After January 18, 2025, localities are responsible for implementing the number of houses arising.
Update the results of the implementation of eliminating temporary and dilapidated houses no later than every Thursday to the Provincial Steering Committee through the Standing Office of the Provincial Steering Committee (Provincial Vietnam Fatherland Front Committee).
Standing Office of the Provincial Steering Committee (Provincial Fatherland Front Committee):
Responsible for synthesizing data on housing support results from socialized sources. Advise on the allocation of existing socialized funding sources to localities.
Advise on amending and supplementing the operating regulations of the Provincial Steering Committee and perfecting the Provincial Steering Committee's Working Group before January 18, 2025.
Coordinate with sponsors, review specific reports on registered funding sources and implementation capabilities in 2025 to promptly find solutions to balance resources.
Advise on the development of a Plan to inspect the implementation of the Program to mobilize and support the construction and repair of houses for the poor, people with difficult housing circumstances, and meritorious people; continue to proactively coordinate with agencies and units, regularly urge, inspect and report on implementation progress.
Members of the Provincial Steering Committee monitor units to continue to uphold their sense of responsibility, closely follow assigned units to urge and direct implementation.
