Prohibit police from sharing and commenting on social networks about obscene content?

According to the draft Circular on the Code of Conduct of the People's Public Security released by the Ministry of Public Security for comments today (July 18), police officers and soldiers are not allowed to meet with people to resolve work outside the agency and outside of working hours. They are not allowed to comment or share on social networks information, articles, and images that are contrary to good customs and traditions.

The Ministry of Public Security said that the draft Circular promulgating the Code of Conduct of the People's Public Security applies to officers, non-commissioned officers, conscripts, students of academies, schools, and police workers (collectively referred to as People's Public Security officers and soldiers).

According to this draft, public security officers and soldiers must be respectful and polite to the people; closely attached to the people; wholeheartedly and responsibly resolve the work and legitimate requests of the people. Communicate and work with the people with a warm, enthusiastic, responsible attitude; address them properly, be polite, gentle, modest, receptive, and listen. Prioritize resolving work with the elderly, the weak, the disabled, the sick, and pregnant women.

“Do not engage in behavior or speech that is bullying, harassing, indifferent, or insensitive to people’s legitimate requests; do not cause tension, frustration, or intimidation of people; do not make appointments to meet people to resolve work outside the agency and outside of working hours” - the draft clearly states.

When communicating by phone, officers and soldiers of the People's Public Security must state their name, title, work unit, and the content of the exchange fully and clearly. The language of communication must be civilized, polite, concise, easy to understand, and confidential content must not be exchanged over the phone.

The drafting committee proposes that when using the internet, officers and soldiers of the People's Public Security are not allowed to access, store, disseminate, comment on, or share on social networks information, documents, articles, and images with content that is contrary to good customs and traditions; contrary to the Party's guidelines, policies, and guidelines, the State's laws, and regulations of the Ministry of Public Security. Do not introduce or use the name, image, or code of the Public Security unit on social networking sites.

In the family, officers and soldiers of the People's Public Security must set an example, mobilize and educate their family members to strictly comply with the Party's guidelines and policies, the State's policies and laws, and the regulations and conventions of the locality where they reside. Do not let family members participate in the work of agencies and units or take advantage of their position and job influence to violate the provisions of the law and regulations of the public security sector.

When dealing with law violators, police officers and soldiers must maintain proper posture, etiquette, and manners; behave appropriately; and refrain from insulting or discriminatory words or actions toward violators. Do not take advantage of assigned duties and responsibilities to falsify case files, leading to the omission of criminals, wrongful convictions, or for personal gain.
