Accompanying were representatives of departments, branches, leaders of Vinh city, Cua Lo town and Nghi Loc district.

Vinh city is still slow
Vinh Road has a total length of 10.83km: Vinh City (3.4km), Nghi Loc District (4.83km) and Cua Lo Town (2.6km). The starting point is Km0+00 at the intersection with Truong Van Linh Street, Nghi Phu Commune, Vinh City. The end point is Km10+830 at the intersection with Binh Minh Street, Cua Lo Town. The total investment of the project is 1,411 billion VND; of which: Government bonds are 1,100 billion VND and local budget is 311 billion VND.
Current capitalThe allocated budget is 981,564 billion VND, disbursed 981,564 billion VND; the Department of Transport is directing contractors to focus on implementing the construction of sections with available land (8.8 km), coordinating with localities to clear remaining sections for early handover; ensuring the construction of layer 1 asphalt concrete as required.
Specific volume achieved: Roadbed, crushed stone aggregate foundation 8.8/8.8km; asphalt concrete layer 1 8.0/8.8km; asphalt concrete layer 2 7.2/8.8km; bridges 2/2 bridges; culverts 35/36; lighting pole foundations 498/518, cable trenches 20.4/22.4km, transformer stations 2/3, poles and bulbs installed 257/518, trees planted 4,000/4,700.

The 9m strip has been cleared for 8.8 km, with 2 km remaining (0.5 km of agricultural land, 1.4 km of residential land, gardens, and 0.1 km of cemetery land), specifically: Vinh city (3.4 km); 1.4 km has been handed over, with 2 km remaining (1.4 km of residential land, gardens; 0.5 km of agricultural land, and 0.1 km of cemetery land). Nghi Loc and Cua Lo town have been handed over.
According to the assessment,Construction progress is basically guaranteed according to the plan for the sections that have been handed over, ensuring quality.
However, the site clearance work is still slow. Compared to Notice No. 92/TB-UBND dated February 19, 2019 of the Provincial People's Committee, the section through Vinh Citynot ensuring progress as required by the Provincial People's Committee.

The biggest problem is the progress of resettlement areas; the section through Nghi Duc commune has been inventoried and people have basically agreed; but the section through Nghi Phu is still stuck. For example, the resettlement area in Xuan Trung and Xuan Dong hamlets - Nghi Duc commune: was completed before March 30, 2019 but is currently under construction and has not been completed; The resettlement area in hamlets 5 and 21 - Nghi Phu commune: was planned to be completed before June 30, 2019 but currently there is no land available for construction.
At the meeting, the investor representative said the reason was due toNghi Phu Commune People's Committee and cooperatives have not been resolute in balancing area, determining population, recovery rate...
For the inventory work, due to the lack of cooperation of the people, forced counting had to be carried out, leading to a prolonged implementation time.People do not receive compensation and support because there is no resettlement area yet, the number of resettlement lots is unknown, and the price of the place is low.

After listening to the opinions of departments, branches and localities, Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the People's Committees of Vinh City, Nghi Loc District and Cua Lo Town to focus the entire political system on drastic measures, strengthen propaganda, mobilize people to agree and support the project; speed up the site clearance work, mobilize households to dismantle and hand over the site to the contractor according to schedule. Direct departments and branches to advise on allocating the provincial budget to implement the project and advise on removing difficulties and obstacles in the site clearance work.
"Vinh City needs to have a separate detailed plan for each item requiring site clearance, a specific roadmap and criteria for implementation. The deadline for site clearance is June to have a clean site for the construction unit. In the construction of resettlement areas, it is necessary to ensure technical infrastructure factors" - Vice Chairman of the Provincial People's Committee Le Hong Vinh emphasized.
