(Baonghean.vn) - VSIP Nghe An Industrial, Urban and Service Park Investment and Construction Project has a total area of ​​750 hectares. Up to now, the site clearance has been basically completed. However, there are still some households that have not received compensation and support for site clearance, affecting the overall progress of the project.

After more than 5 years of investment and construction,VSIP Nghe An Industrial, Urban and Service Park ProjectWith a total area of ​​750 hectares in Hung Nguyen district, it has gradually become a model industrial park with spacious, modern, and standard infrastructure investment, while attracting many large foreign projects and investors to invest and develop production.

The project is invested by Singapore and is also a key investment attraction project in the province in recent years. However, up to now, the site clearance for handover to investors at some planning locations is facing difficulties due to local people's objections. This requires local authorities at all levels as well as relevant departments, branches and sectors to be more drastic in site clearance work, ensuring the on-schedule handover of sites to investors for project implementation and construction.

In the planning scope of phase 1B, the Industrial Park and Urban Area in Phuc Long hamlet (Hung Tay commune) has an area of ​​52.65 hectares, with 330 affected households. However, up to now, 17 households have not yet received compensation and support for site clearance. This has affected the overall progress of the project, and at the same time, increased the risk of missing out on potential investors.

According to our research, on February 17, 2023, the People's Committee of Hung Nguyen district issued Decision No. 174/QD-UBND approving the detailed plan for compensation and support for site clearance when the State reclaims land to implement the VSIP Nghe An Industrial, Urban and Service Park Construction Project (Industrial Park, Phase 1B), in Phuc Long hamlet. According to this decision, the total reclaimed land area is 21,105.2m2, with a total cost of more than 3.8 billion VND and a total of 17 households owning land in this area.

After the decision to approve the investment policy as well as the decision to approve the detailed compensation and support plan for site clearance here, the Site Clearance Council of Hung Nguyen district and the People's Committee of Hung Tay commune, the Executive Committee of Phuc Long hamlet also repeatedly organized propaganda and explained the regime and policies to the people, and went to each household to mobilize to create consensus, but 17 households still did not agree, continuing to make recommendations without a basis for implementation.

The People's Committee of Hung Nguyen district has also responded in writing, as well as directly at the dialogue sessions, but the people still do not agree. Specifically, in the dialogue session on March 22, 2023, at the Cultural House of Phuc Long hamlet, Mr. Phan Van Binh and representatives of households and individuals proposed: to prepare a compensation file for agricultural land at a price of 285,000 VND/m2According to Resolution No. 22/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council regarding the adjustment of land price list in Nghe An province from January 1, 2020 to December 31, 2024; support for career conversion 5 times.

However, after checking and reviewing the documents and comparing them with legal regulations, the People's Committee of Hung Nguyen district responded that the request to prepare a compensation file for agricultural land at a price of 285,000 VND/m2is baseless and not in accordance with the law, because this price is determined by the People's Council of Nghe An province as the land rent in the industrial park in the Southeast Economic Zone, not the price of agricultural land to calculate compensation when the State reclaims land.

In addition, the VSIP Nghe An Industrial, Urban and Service Park Construction Project was approved for investment in 2015, which is a project subject to land acquisition by the State as stipulated in Article 62 of the 2013 Land Law. The land price for calculating compensation when the State acquires land is the specific land price stipulated in Clause 3 and Point d, Clause 4, Article 114 of the 2013 Land Law. The People's Committee of Hung Nguyen district has applied the specific land price here as 57,000 VND/m2.

In addition, the people's request for support to change their occupation 5 times is also baseless and not in accordance with the provisions of the law. The application of cash support and 2 times support for the price of agricultural land of the same type by the People's Committee of Hung Nguyen district is in accordance with the provisions of the law.

However, up to now, 17 households in Phuc Long hamlet, Hung Tay commune, have still resolutely refused to receive compensation and support for site clearance. This is completely unreasonable, affecting the progress of site handover, the investment environment and the strictness of the law.

According to our research, the failure to clear the land has affected the electronic component assembly investor who has invested in VSIP Nghe An Industrial Park. And currently, another FDI investor (with foreign investment capital) has also come to survey the investment at this land location and is expected to sign an investment commitment as soon as there is clean land. If the land clearance is not implemented soon, it will certainly affect the investment attraction of this project in particular and the investment attraction of the province in general.

Regarding this issue, on April 6, 2023, the People's Committee of Hung Nguyen district issued Decision No. 277/QD-UBND on the establishment of a Board to enforce land recovery from households and individuals in Phuc Long hamlet, Hung Tay commune. On July 31, 2023, the People's Committee of Hung Nguyen district also issued Plan No. 37/KH-UBND on Organizing the enforcement of the Decision on land recovery to implement the VSIP Nghe An Industrial, Urban and Service Park Infrastructure Construction and Business Project in Phuc Long hamlet, Hung Tay commune. According to this plan, the enforcement will be carried out on the morning of August 8, 2023.

It must be affirmed that the land acquisition and site clearance to hand over to the investor to implement the VSIP Nghe An Industrial, Urban and Service Park Infrastructure Construction and Business Project in Hung Tay Commune, Hung Nguyen District is a correct policy, consistent with the province's investment attraction policy. At the same time, it creates conditions for enterprises to soon deploy factory construction, start production and business according to the set plan.
