The project on cadres submitted to the Central Committee 7 needs to devote an appropriate part to evaluating the strengths and weaknesses of the heads of units, localities, and ministries.

This is the request of Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee Pham Minh Chinh, Head of the Steering Committee of the Central Project 7 at the Conference to give opinions on the draft "Project to focus on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige, equal to the task" held on the morning of February 6 in Hanoi.

At the conference, the opinions highly appreciated the special importance and urgency of developing the Project "Focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities, prestige and equal to the tasks" to be presented to the 7th Central Conference of the 12th tenure. The Project outline was prepared scientifically, seriously and comprehensively, proposing many new contents on the goals, viewpoints and solutions for building a team of cadres at all levels, especially at the strategic level.

The delegates analyzed and discussed the results achieved in building cadres at all levels in recent years, pointed out the weaknesses, limitations and causes of the problem, and on that basis contributed quite comprehensive opinions on building cadres at all levels, especially at the strategic level. In which, they emphasized the responsibility of the leader.

Delegates suggested that the project should devote an appropriate part to evaluating the strengths and weaknesses of leaders of units, localities, and ministries in the past; have solutions in selecting leaders at all levels; build institutions for leaders at all levels to exercise their authority, but there must also be a monitoring mechanism to limit abuse of authority; have plans for detecting, selecting, training, rotating, and promoting cadres. For ethnic minority cadres at all levels, it is necessary to ensure a reasonable proportion and structure.

Agreeing with the tasks and solutions in the Project, however, the delegates also said that it is necessary to synchronize the groups of solutions of the Resolution of the 12th Central Committee, Session 6. Pay attention to studying and thoroughly understanding the Party's guidelines and policies, the State's laws and policies on personnel work, in order to raise the awareness of cadres about personnel work and the cadre team. At the same time, it is proposed to study the establishment of a National Center for Recruitment of Civil Servants and Public Employees.

Speaking at the conference, Mr. Pham Minh Chinh emphasized that, in the face of new tasks and situations, our Party must soon issue a new Resolution on personnel work and building a contingent of cadres to meet requirements and tasks. Building a contingent of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities, prestige, and equal to the tasks is a difficult and especially important task; it is necessary to create new, breakthrough, feasible ways of doing things, creating a spread and great influence to solve urgent problems in the context of many changes in the situation./.
