(Baonghean.vn) - Continuing the 2nd Session of the 14th National Assembly, on October 28, the National Assembly discussed in the hall reports on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control; enforcement of judgments; and corruption prevention and control.

Basically, the majority of the National Assembly deputies of Nghe An province agreed with the Government on the work of preventing and combating crimes and law violations; the work of enforcing judgments; and the work of preventing and combating corruption. However, the deputies said that crimes have been controlled and reduced at the highest rate compared to recent years. The work of adjudicating and enforcing judgments has shown certainty and accuracy. The judicial agencies have focused on managing and educating officials who violate the law.

Assessing the results of the enforcement of judgments in the past time, delegate Hoang Thu Trang (Nghe An) said: The enforcement of civil judgments still has many limitations, it is necessary to frankly acknowledge this issue to have effective solutions. There are still a large number of pending cases, due to many reasons, but there are 3 important difficulties that hinder the enforcement of judgments, namely: The obligation to enforce judgments is very large, but the assets to ensure enforcement are very small, especially in cases related to economics and corruption. During the investigation and trial process, the prosecution agencies have not focused on the seizure and freezing of assets, leading to many difficulties and problems.

The seizure and auction of assets to enforce judgments are not very effective. In addition, the enforcement results of cases related to credit and banking are very low, only reaching about 24% and are considered the bottleneck of 2016 - delegate Hoang Thu Trang pointed out.

In order to achieve better results in the enforcement of judgments, in the coming time, delegate Hoang Thu Trang suggested that it is necessary to propose more specific, synchronous, clear and drastic solutions; the Government needs to review the institutions regulating the legal handling of assets subject to enforcement in the Law on Civil Judgment Enforcement, the Law on Property Auction and the Banking Law. Strengthen coordination between levels, sectors and local authorities; review the organization of personnel to create a balance in quality and quantity between enforcement officers and trial officers.

Agreeing with the above viewpoint, delegate Nguyen Thanh Hien said that the enforcement of civil judgments in the past time has achieved a very low rate. In addition, the delegate expressed concern about the current enforcement status in cases with very large amounts of corruption, some cases up to thousands of billions, but when executing the judgment, only a small part of the corruption money was recovered and returned to the budget. The delegate hoped that in the coming time, the enforcement of judgments, especially in economic and corruption cases, will have more effective and drastic measures, thereby contributing to the fight against corruption.

Regarding the police sector, according to Delegate Nguyen Huu Cau, the sector's report has not fully reflected the hardships of the grassroots police, especially the police participating in solving environmental pollution in the central coastal region.

For example, from April 2016 until now, the police force has been on duty every day and has almost no time off; in addition to being on duty, they have also deployed forces to prevent the destruction of foreign enterprises' properties. In addition, the police participate in the development and construction of the new rural areas because one of the criteria of the new rural areas is security and order... Therefore, it is recommended to evaluate those parts further so that voters and people nationwide know what the police force has done.

However, according to delegate Nguyen Huu Cau, the police force is currently operating under great pressure such as: the increasing demands of the Party, the State and the people. For the police force in crime prevention and control, everything wants to be done quickly, but must be of quality and resolved effectively; pressure from compensation for wrongful convictions according to the Law on State Compensation Liability makes the brothers lose their will in the process of investigating and handling criminal cases; pressure from press agencies and public opinion; pressure from lawyers, lawyers are increasingly more professional, highly qualified, besides good lawyers, there are lawyers who change their testimony, causing difficulties for the investigation process...

From those pressures, the National Assembly needs to understand and support the police force, the People's Procuracy and the People's Court to further fulfill their tasks of ensuring security and order - delegate Nguyen Huu Cau suggested.
