Many positive changes
Attending the meeting were comrades Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Committee - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic - Budget Committee; representatives of the Provincial National Assembly Delegation and provincial departments, branches and sectors.
Reviewing the report on the socio-economic situation in 2018 and the plan for 2019, the Standing Committee of the Provincial People's Council basically agreed with the assessment of the Provincial People's Committee, it is expected that 27/27 socio-economic targets will be achieved and exceeded according to the Resolution of the Provincial People's Council.
The new rural construction program has developed steadily, with 30 communes expected to reach the new rural standard, bringing the total number of communes meeting the standards in the province to 181, accounting for 42%.
Poverty reduction work has received attention from all levels, sectors and communities, and the number of poor households has decreased by another 2% this year.
Some opinions at the meeting also appreciated the initiative and higher sense of responsibility of the sectors and each locality in receiving people and handling complaints and denunciations of citizens.
Besides, many opinions also mentioned the shortcomings and limitations, suggesting that the Provincial People's Committee and sectors need to focus on directing and operating drastically in 2019.

Drastic solutions are needed
Speaking at the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien raised a number of issues of concern, including the implementation of many policies that are still inadequate and limited; the situation of illegal credit activities, pawn services, financial support services that are potentially causing insecurity and disorder, and the problem of "land brokers" in the auction of land use rights, causing budget losses and people who need land cannot buy land to live; administrative discipline, awareness of compliance with conclusions after inspection, examination, and supervision of functional agencies in organizations, units, and enterprises are still limited.

Vice Chairman of the Provincial People's Council Hoang Viet Duong raised concerns about the low efficiency of agricultural production in the winter crop and the large area of abandoned land. Although the total budget revenue exceeded the estimate, estimated at 13,148.6 billion VND for the whole year, some key revenue items, reflecting the development of the province, did not meet the estimate, such as revenue from central, local and foreign-invested enterprises; revenue from the non-state industrial, commercial and service sectors.
Concerned about the content of administrative reform, Deputy Head of the Legal Department of the Provincial People's Council Thai Thi An Chung suggested that the Provincial People's Committee should take measures to reduce meetings; at the same time, promote the application of IT in management activities, create transparency, reduce harassment, inconvenience and negativity.
Concluding this content, in addition to appreciating the direction and administration of the Provincial People's Committee and the participation of sectors and levels, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized that the development of the 2019 plan needs to forecast the situation and provide practical socio-economic orientations and targets, while at the same time having drastic direction and administration solutions.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to have solutions to overcome shortcomings and limitations related to land and mineral management, environmental protection; resolve production land for people resettled in hydropower projects; bring electricity to villages without grid electricity; illegal credit activities, land brokers; traffic accidents, etc.
The Chairman of the Provincial People's Council also noted that the Provincial People's Committee, in the process of direction and administration, needs to pay attention to resolving outstanding debts in basic construction; outstanding tax debts; outstanding social insurance debts; reviewing policies associated with focusing on budget allocation to implement key policies.
At the meeting, the Standing Committee of the Provincial People's Council also reviewed reports on the implementation of the 2018 public investment plan and the submission and draft Resolution on the 2019 public investment plan.
