The Covid-19 epidemic situation in the province and the whole country is complicated. From June 13 to the morning of June 24, Nghe An has detected 43 positive cases of Covid-19, including: Vinh city has 30 cases, Dien Chau district has 9 cases, Tan Ky district has 1 case, Quy Hop district has 1 case, Nam Dan district has 1 case and Do Luong district has 1 case. It is forecasted that in the coming time, the epidemic will continue to develop unpredictably, because many clusters of diseases have not found the source of infection.

Recently, in response to the Covid-19 epidemic, the Provincial Party Committee, the Provincial People's Committee, and the Department of Health have issued many documents directing the management of units in the province, implementing a series of strong measures to prevent the spread of the epidemic in the community.

With the plan of "going to every alley, knocking on every door, checking every subject", the authorities from the provincial to the grassroots level have mobilized all resources to quickly identify each specific case of direct and indirect contact with the patient to prevent the spread of the epidemic to the community. Many officers, soldiers, medical staff, and doctors do not mind the difficulties, staying up all night to isolate and suppress the epidemic, implementing many measures of screening, tracing, blockade, treatment, setting up checkpoints... with high determination to defeat the Covid-19 epidemic. Those efforts have been recognized and supported by society, and people have unanimously followed the instructions of professional agencies and local authorities.
However, subjectivity and negligence still exist among a segment of the population who lack a sense of responsibility, with uncooperative reactions, failure to strictly comply with government recommendations; deliberate violations such as falsifying medical declarations, avoiding quarantine, and gathering in large crowds.
In particular, since June 19, the Provincial People's Committee has issued a decision to establish a social isolation area according to Directive No. 16/CT-TTg of the Prime Minister on implementing urgent measures to prevent and control the Covid-19 epidemic in Vinh city, requiring people to stay at home and only go out when absolutely necessary, but a number of people still defy the ban on going out when not necessary, such as gathering in large numbers to walk, cycle to cool off at lakes and parks, and some people even do not wear masks.

In addition, in some localities adjacent to Vinh city, many people's awareness of epidemic prevention and control is very subjective. For example, according to the records on the afternoon of June 22, at Cua Lo beach, people still freely went swimming, did not keep distance and most did not wear masks... this puts a lot of pressure on the province's epidemic prevention and control work. This is a reality that should be pondered and condemned.
