On April 4, Vinh City Police announced that the investigation agency had just prosecuted Nguyen Thi Minh Quyen (born in 1988); Nguyen Van Chien (born in 1982, residing in Block 3, Ben Thuy Ward, Vinh City, Quyen's husband) and Nguyen Minh Quan (Quyen's younger brother) for the crime of Resisting a person on official duty. Because Quyen is pregnant, she was released on bail.

According to the investigation agency, the verification results clarified that before 4:00 p.m. on March 24, Nguyen Thi Minh Quyen was driving a motorbike with license plate 37B2 - 658.64 without a left rearview mirror, on Nguyen Huy Oanh Street, Block 11, Truong Thi Ward.
At this time, the working group of the Truong Thi ward police (Vinh city) on duty on the road discovered the vehicle and signaled it to stop for an administrative check, but the person could not present any documents.
The working group drew up a record of administrative violations and reported the violations, but Quyen did not sign the record and said she would wait for her mother-in-law to bring the documents.
A moment later, Nguyen Van Chien (Quyen's husband), Ha Thi Tinh (mother-in-law) and Nguyen Minh Quan (Quyen's younger brother) arrived. Here, Quyen and her husband and their relatives insulted the task force. Even though the patrol team explained the violation and continued to ask the violator to go home to get relevant documents.
To let Quan “steal” the offending vehicle away from the scene, Quyen used both hands to strangle a police officer. Meanwhile, Chien and Ms. Tinh pushed the other police officer to stop him.

After Quan drove off the scene, the group left. However, the entire incident was recorded by a resident using a cell phone.
Vinh City Police immediately set up a task force to verify and collect evidence from many sources. Immediately afterwards, Quyen and her husband were arrested at their home.
Rieng Quan fled home, but on March 31, he surrendered himself to the Vinh city police station.
