Correcting the implementation of working regulations in highland communes
(Baonghean.vn) - That is the request of the interdisciplinary delegation at the surprise inspections of discipline and administrative discipline in Con Cuong and Ky Son districts on March 28.
At the People's Committee of Ky Son district, according to the records of the interdisciplinary inspection team, the district has established an inspection team to inspect the implementation of administrative discipline and order, in parallel with developing a plan to implement discipline and administrative order.
As of March 28, the working delegation of Ky Son district according to Decision No. 67/QD-UBND dated March 1, 2019 has inspected 8 schools.

Checking compliance with working hours at 11:30 am in specialized departments: Internal Affairs, Labor - Invalids and Social Affairs; Ethnic Affairs; Natural Resources and Environment, all civil servants strictly followed working hours and wore civil servant badges.
Inspection at Huu Kiem commune (Ky Son) showed that the commune has developed a plan to implement discipline and administrative discipline; has a timekeeping book to monitor discipline and administrative discipline compliance, and working time of cadres and civil servants.

The commune has issued annual and monthly work programs; issued task assignments to cadres and civil servants according to regulations. The one-stop shop operates in accordance with regulations.
The inspection team reminded Huu Kiem commune to rectify some existing shortcomings and limitations such as: needing to place nameplates at the desks of officials and civil servants; needing to update legal bases to build and promulgate working regulations, office culture regulations...

Conducting a surprise inspection of the compliance with discipline and administrative discipline in Pha Danh commune (Ky Son), the delegation noted that the commune had issued an inspection plan and established an internal inspection team of the commune. Checking the compliance with working hours at 2:10 p.m., the commune had 9 civil servants absent with reasons.
The inspection team reminded the commune to issue regulations on assigning tasks to each civil servant position.
On the same day, during a surprise inspection at Bong Khe commune (Con Cuong), according to the inspection team's assessment, the commune had issued regulations on the organization and operation of the one-stop department, however the basis for issuance was no longer appropriate; most of the cadres and civil servants did not wear badges while on duty.

In addition, the commune has not yet issued the Working Regulations for the 2016-2021 term; has not promptly supplemented the assignment of tasks to cadres and civil servants when changing personnel; the fields of implementation at the one-stop department are not fully in accordance with the regulations of the Commune People's Committee.
At the units, the inspection team reminded localities to rectify and overcome existing shortcomings and limitations; and to update documents when issuing appropriate working regulations, office culture, and citizen reception regulations.
At the same time, units need to implement measures to strengthen administrative discipline and improve public ethics for cadres and civil servants.
