According to the approved design and budget, the Community Cultural House and Primary School in Ang Village, Huoi Dua 2 Resettlement Point, Thong Thu Commune (Que Phong District) share the same entrance. Every time the village organizes meetings or community activities, they have to go through the school grounds, causing noise, disorder, and affecting the students' learning. Mr. Luong Van Hai - Deputy Secretary of the Party Cell, Head of Ang Village, Huoi Dua 2 Resettlement Point said: Ang Village has 64 households, 288 people who have been resettled in the resettlement area since June 2012. Every time the villagers want to go to a meeting, they have to crawl through the fence or climb a ladder, which is very inconvenient. The villagers have repeatedly requested to adjust and build a concrete road outside the school grounds to get to the community cultural house, but their request has not been met yet...".

After inspection, considering the people's desire to open an additional road outside the school campus to the community cultural house is necessary and reasonable, recently the Management Board of the Hua Na Hydropower Resettlement Project (People's Committee of Que Phong district) has sent a document requesting Hua Na Hydropower Joint Stock Company to add cement to the road to the Community Cultural House at Huoi Dua 2 resettlement site, Thong Thu commune. We hope that Hua Na Hydropower Joint Stock Company will soon consider and resolve this to meet the practical needs of the people.

Recently, the People's Committee of Nam Thanh Commune (Nam Dan) set up a barrier to collect money from a series of cars when participating in traffic on the inter-commune road (in Hamlet 1, Nam Thanh Commune, the section adjacent to Van Dien Commune). Truck drivers said that Nam Thanh Commune police collected road fees from vehicles outside the locality at the rate of 10,000 VND/trip but did not have receipts. Faced with this situation, many drivers wondered: We drive on many roads in the communes, but only see Nam Thanh Commune collecting money. Does the People's Committee of Nam Thanh Commune have the right to collect road fees?

Nam Thanh commune leaders admitted: There is a fee collection, but the commune only collects it from vehicles outside the commune that come to transport and exploit stone at a price of 10,000 VND/vehicle. The collection is not in writing but at the request of the people, because the people contribute money to build the road.

Nam Dan district leaders said: “The commune’s roads are managed by the commune, whether or not to collect fees is up to the commune, it is a local regulation. Specifically, the commune People’s Council votes, the people pay to build those roads, the State does not invest money…”.

Mr. Hoang Xuan Cuong - Head of Traffic Inspection Team of Region 2 (managing Nam Dan area) affirmed: "The commune's arbitrarily setting up a toll barrier is wrong. Because the toll collection must have a Resolution of the Provincial People's Council, then the Provincial People's Committee issues a decision before it is allowed to collect."

The Nam Thanh Commune People's Committee's arbitrary setting up of barriers to collect money is contrary to current regulations. We request that competent authorities promptly take corrective action to ensure the strictness of the law.

After a long period of operation without proper management and investment in upgrading, the canal system in Dien Chau is seriously degraded, affecting irrigation in the fields.

At Phu Hau Cooperative, the repair of the degraded canals and pumping stations is carried out based on contributions from members. However, due to limited funding, repairs are facing many difficulties. Currently, preparing for the spring crop, the damaged pumping station and many sunken and collapsed canal sections have not been repaired. Mr. Nguyen Dinh Nhan - Chairman of Phu Hau - Dien Tan Cooperative said: The cooperative has 9.5 km of canals, but 4 km have been damaged and degraded, and 1 pumping station has stopped operating due to lack of funds to replace them.

Of the total 140 km of canals managed by Dien Chau Irrigation Enterprise, 80 km are earthen canals, the remaining 60 km are solidified, of which half are severely damaged. With limited annual repair support, maintaining irrigation for 19,000 ha/year of the enterprise is quite difficult. The solution proposed by Dien Chau Irrigation Enterprise is to increase the mobilization of workers to stay at the base, dredge and regularly repair routes that are blocked due to deterioration.

According to statistics, Dien Chau has a total canal length of 1,896 km, of which irrigation canals are 1,165 km, drainage canals are 730 km, serving irrigation for nearly 14,000 ha/crop. In addition, there are 69 pumping stations, 11 large and small dams, with a reserve of 22 million m3. The total length of canals is quite large, but only about 600 km is solidified, accounting for 30% to ensure the criteria for new rural construction, of which level 3 canals are even lower, only about 20%. According to criterion number 3 in new rural construction on irrigation, localities must achieve 65% of solidified canals, however, with the current shortage and weakness, completing this criterion is a big challenge for many communes in Dien Chau. Mr. Phan Xuan Vinh - Head of Dien Chau Department of Agriculture and Rural Development said: Dien Chau irrigation system was mostly built 15-20 years ago, so degradation is inevitable. After reviewing a number of units in the new rural construction, many communes are having difficulty implementing the criteria for canals. However, investing in the construction of canals requires a huge amount of capital. Therefore, along with the investment of the State, local authorities and people must also promote internal resources, do a good job of management, maintenance and repair so that irrigation works can fully promote their effectiveness in irrigating the fields.
