At the second session of the 15th National Assembly, the National Assembly dedicated 2.5 days to questioning on four groups of issues: healthcare; labor, employment and social issues; issues related to macroeconomics, public investment, and economic recovery; and education and training.

The questions raised concerned "hot" and typical issues in the medical field.

Speaking with reporters from the Government Online Newspaper after today's questioning session, many experts and intellectuals affirmed that the questions and answers were very relevant to the issues of concern to voters nationwide in the current situation.

Associate Professor Bui Thi An, former National Assembly Deputy of the 13th term, assessed that the topics chosen by the National Assembly for questioning in this session were very appropriate and relevant. These are all "hot" issues of concern to the whole society, related to the daily lives and future of the people and society. The questions regarding the health sector are very relevant to the issues that voters nationwide are concerned about in the current pandemic situation.

Overall, the questions posed to the Minister of Health during the interpellation session addressed important issues facing the health sector in recent times. National Assembly deputies selected several currently pressing and typical issues in the health sector, such as: the prevention and control of the Covid-19 pandemic, the pandemic prevention and control strategy, and the vaccine strategy for the future. They also discussed ensuring the supply and price management of testing and related medical supplies such as medicines, medical equipment, and testing reagents. These are clearly the main issues and shortcomings in the health sector that require solutions.

As the head of the sector, Minister of Health Nguyen Thanh Long clearly defined responsibilities and outlined specific solutions to address the obstacles facing the health sector, especially in the management of its operations.

However, Associate Professor Bui Thi An believes that, in addition to offering general solutions during the questioning session, the specialized departments must identify the root cause and propose core solutions to the specific problem.

"Ministers must understand which of the recent issues have been the most challenging and problematic in their respective fields, in order to propose breakthrough solutions and the best approaches; they need to be specific, not just general," emphasized Ms. Bui Thi An. She expects the ministers to always address the issues directly and, in particular, offer solutions at the macro-level policy stage, not just provide information.

Having spent time following the National Assembly's questioning session, Dr. Nghiem Vu Khai, former Deputy Minister of Science and Technology and former National Assembly representative of the 14th term, also assessed that the questions raised by National Assembly representatives closely addressed issues of concern to voters nationwide. The responses from the Minister of Health and the Minister of Labor, Invalids and Social Affairs demonstrated a fairly comprehensive and in-depth understanding of the issues.

For example, regarding the information that Binh Duong province mistakenly distributed financial assistance to approximately 22,000 people, Minister Dao Ngoc Dung clarified that the specific number was not 22,000 but only about 1,490 cases. He stated that he had contacted the Secretary of the Binh Duong Provincial Party Committee, carefully studied the report from the Ministry of Labor, Invalids and Social Affairs, and immediately dispatched a working group to investigate and handle the matter. This demonstrates the Minister's thorough understanding of the issues.

According to Dr. Nghiem Vu Khai, it would be overly ambitious to think that we must address all the issues raised in the upcoming interpellation session at their root. Therefore, the Government and ministries need to select urgent, core, and far-reaching issues to focus on, creating conditions for the country to stand firm against current challenges. After the interpellation, the Government needs to promptly assess and summarize the issues to adjust policies and laws in a timely manner. For issues requiring the National Assembly's intervention, the National Assembly must take groundbreaking steps.

“We always say that institutions, high-quality human resources, and infrastructure are three breakthroughs. Of these, institutions are at the forefront. I think the meaning of these questioning sessions is not to judge which minister speaks well or poorly, but rather it is a form of supervision, helping to adjust institutions, the legal system, and resources so that our country can calmly enter the new normal phase and ensure the goals set by the 13th Party Congress are achieved,” said Dr. Nghiem Vu Khai.

According to Associate Professor Pham Ngoc Trung, Senior Lecturer at the Academy of Journalism and Communication, the questioning session with the Minister of Health received more than 30 questions from National Assembly deputies. These questions reflect the concerns of voters from all over the country. The questions focused on various issues such as the current organizational structure of the health sector; research and evaluation of the Covid-19 pandemic and the Ministry of Health's directives on disease prevention and control in 2020-2021; the effectiveness of healthcare socialization; the procurement of medical equipment in central and provincial hospitals in recent times, along with "loopholes" in this process that led to the prosecution of some doctors and hospital directors…

Associate Professor Pham Ngoc Trung believes that the exchanges and debates among National Assembly deputies, along with the questions from voters nationwide, demonstrate the deep interest of voters in all regions in the National Assembly session; reflecting a spirit of democracy, responsibility, and relevance to the actual situation. Minister of Health Nguyen Thanh Long answered the questions clearly, coherently, and accurately, demonstrating high responsibility and a humane spirit. He also incorporated feedback from voters nationwide to promptly correct shortcomings and deficiencies, strive to develop the health sector comprehensively, fulfill the task of disease prevention and control, and continuously improve the health of the people.

Dr. Tran Bach Hieu - Lecturer in the Faculty of Political Science, Deputy Head of the Development Cooperation Department, and Secretary of the Youth Union of the University of Social Sciences and Humanities - commented that the Minister of Health had prepared thoroughly for today's questioning session. Through the Minister's answers, all the "hot" issues of the health sector in recent times, especially the work of preventing and controlling the Covid-19 epidemic, the issue of Covid-19 testing prices, and vaccines (vaccine allocation and coverage, etc.) were clearly and fully addressed.

In addition, the questions raised by the National Assembly deputies were very relevant and clearly addressed the current issues facing the health sector. The current problems in the health sector are extremely pressing, and the deputies generally agreed with the Minister's explanations. However, there were still many issues on which the deputies wanted more specific information.

The Speaker of the National Assembly conducted the question-and-answer session in a very sharp and clear manner, ensuring that not only the Minister of Health, as the head of the health sector, had to answer, but other ministries related to the health sector also had to provide further explanations.
