Question and answer the issues that most concern voters
The question-and-answer session at the National Assembly on November 10 took place democratically, frankly, and responsibly; the content continued to be improved, with exchanges and debates between the questioner and the questionee. Many experts and intellectuals affirmed that the questions focused on issues of concern to voters and society.

At the 2nd session of the 15th National Assembly, the National Assembly spent 2.5 days questioning 4 groups of issues: Health; labor, employment and social issues; issues related to macroeconomics, public investment, economic recovery; education and training.
The content of the questioning is a "hot" and typical issue in the medical industry.
Speaking with reporters of the Government Electronic Newspaper after today's question and answer session, many experts and intellectuals affirmed that the questions and answers were very close to the issues voters across the country are concerned about in the current situation.
Associate Professor, Dr. Bui Thi An, former member of the 13th National Assembly, assessed that the topics that the National Assembly chose for questioning in this session were very correct and accurate. These are all "hot" issues that the whole society is interested in, related to daily life, the future of the people, and of society. The questions on the health sector are very close to the issues that voters nationwide are interested in in the current epidemic situation.
In general, the questions posed to the Minister of Health during the question-and-answer session were important issues of the health sector in recent times. The National Assembly deputies selected issues that are currently very "hot" and quite typical in the health sector such as: Covid-19 epidemic prevention and control, epidemic prevention and control strategies, vaccine strategies in the coming time. Ensuring the supply and management of testing prices, medical supplies related to Covid-19 such as medicines, medical equipment and testing reagents... It can be seen that these are the main issues that are still pressing and inadequate in the health sector that need to be resolved.
As the head of the sector, Minister of Health Nguyen Thanh Long has clearly identified responsibilities and proposed specific solutions to remove difficulties in the health sector, especially in the process of operating the sector.
However, Associate Professor Dr. Bui Thi An said that in addition to providing general solutions at the question and answer session, specialized sectors must find the key and provide core solutions for specific problems.
“The industry commanders must understand the recent problems, which problems are the most hindering and inadequate in their fields in order to come up with breakthrough solutions and the best solutions; they need to be specific, not just general,” Ms. Bui Thi An emphasized. She expects the Ministers to always go straight to the point when answering and especially to propose solutions at the macro-policy level, not just stopping at providing information.

Taking time to watch the National Assembly's question-and-answer session, Dr. Nghiem Vu Khai, former Deputy Minister of Science and Technology and former member of the 14th National Assembly, also assessed that the questions raised by the National Assembly deputies closely followed the issues that voters nationwide were interested in. The answers of the Minister of Health and the Minister of Labor, Invalids and Social Affairs showed a comprehensive and profound grasp of the issues.
For example, in explaining the information that Binh Duong province mistakenly distributed support money to about 22,000 people, Minister Dao Ngoc Dung clarified that the specific number was not 22,000 people but only about 1,490 cases and said that he had contacted the Secretary of the Binh Duong Provincial Party Committee, carefully studied the report of the Department of Labor, Invalids and Social Affairs, and immediately sent a working group to inspect and handle the matter. This demonstrated that the Minister clearly understood the issues.
According to Dr. Nghiem Vu Khai, it would be too ambitious if we think that we must fundamentally solve all the problems raised in the upcoming question-and-answer session. Therefore, the Government and ministries need to choose urgent, core, widespread issues to focus on, creating conditions for the country to stand firm in the face of current challenges. After the question-and-answer session, the Government needs to promptly assess and summarize the issues to promptly adjust legal policies. For issues that require the National Assembly, the National Assembly must make a breakthrough.
“We always say that institutions, high-quality human resources and infrastructure are the three breakthroughs. Of these, the institutional aspect is at the forefront. I think that the meaning of the question-and-answer sessions is not to evaluate which Minister speaks well or 'badly', but it is a form of supervision, helping to adjust the institutions, legal system, and resources so that our country can calmly enter the new normal phase, as well as ensure the goals set by the 13th Party Congress,” said Dr. Nghiem Vu Khai.

According to Associate Professor Dr. Pham Ngoc Trung, Senior Lecturer at the Academy of Journalism and Communication, the question-and-answer session with the Minister of Health had more than 30 questions from National Assembly deputies. These questions reflect the interest of voters from all over the country. The questions from National Assembly deputies focused on many issues such as the current organizational structure of the health sector; research and assessment of the Covid-19 pandemic and the Ministry of Health's instructions on disease prevention and control in 2020-2021; related to the content of effective socialization of health care; the issue of purchasing medical equipment at central, provincial and city hospitals in the past time, along with the "loopholes" in this process that led to a number of doctors and hospital directors being prosecuted before the law...
Associate Professor Dr. Pham Ngoc Trung said that the opinions exchanged and debated by the National Assembly deputies, together with the system of questions from voters nationwide, showed that voters from all regions were deeply interested in the National Assembly session; demonstrated the spirit of democracy, responsibility, and appropriateness to the actual situation. Minister of Health Nguyen Thanh Long answered questions clearly, coherently, accurately, with high responsibility and demonstrated a humane spirit, absorbing the opinions and contributions of voters nationwide to promptly correct errors and shortcomings, supplement deficiencies, strive to develop the health sector comprehensively, complete the task of disease prevention and control and continuously improve people's health.
Dr. Tran Bach Hieu - Lecturer of the Faculty of Political Science, Deputy Head of the Development Cooperation Department, Secretary of the Youth Union of the University of Social Sciences and Humanities commented that the Minister of Health had prepared carefully for today's question and answer session. Through the Minister's answers, all the "hot" issues of the health sector in recent times, especially the work of preventing and fighting the Covid-19 epidemic, the issue of Covid-19 test prices, vaccines (distribution, vaccine coverage...) were all clearly and fully informed.
In addition, the issues raised by the National Assembly deputies were also very accurate and clearly addressed the current issues of the health sector. The current issues of the health sector are too “hot” and the deputies basically agreed with the Minister’s explanation. However, there were still many issues that the deputies wanted to be informed about more specifically.

The National Assembly Chairman conducted the question-and-answer session very sharply and clearly, ensuring that not only the Minister of Health, the head of the health sector, had to answer, but other ministries related to the health sector's field also had to explain further.
For example, the Ministry of Home Affairs must answer questions related to standards and job positions of doctors, or the Minister of Finance must explain issues related to test price management... Thus, it can be seen that the issue belongs to which Ministry, which Ministry is the governing body, which Ministry is responsible for what, how... have been "assigned roles" to have the right answers.
