1. Main solutions to direct and manage socio-economic development in 2017

The Government has just issued Resolution 01/NQ-CP on key tasks and solutions to direct the implementation of the socio-economic development plan and the State budget estimate for 2017.
To successfully complete the socio-economic development goals and targets and the state budget estimates for 2017 and the tasks set out in the National Assembly's Resolutions, the Government requires all levels, sectors and enterprises with the theme of 2017 "Strengthening discipline, promoting responsibility, competing creatively, developing rapidly and sustainably" to focus on synchronously and effectively implementing tasks and solutions.
The first task and solution of the Resolution is to stabilize the macro-economy and control inflation. In particular, the Government requests the Ministries of Planning and Investment, Finance, Industry and Trade, Foreign Affairs and the State Bank of Vietnam, according to their assigned functions and tasks, to closely monitor developments in the international and domestic economic, trade and financial situation to proactively have timely response plans and solutions; closely coordinate in directing and implementing policies to ensure inflation control, macroeconomic stability and growth promotion. Timely propose to the Government and the Prime Minister policies to respond to new developments in the world and domestic situation.
2. Urgently complete compensation for damage caused by marine environmental incidents

The Government Office has just issued a document conveying the direction of Permanent Deputy Prime Minister Truong Hoa Binh on urgently completing tasks related to support and compensation for damage caused by marine environmental incidents.
To ensure the effectiveness and efficiency in the payment of the first phase of compensation and support for damages to people in the four central provinces due to the marine environmental incident and the settlement of seafood inventories, Deputy Prime Minister Truong Hoa Binh requested the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant agencies to direct, inspect and supervise the People's Committees of the four provinces to accelerate the payment of the first phase of support and compensation to people to ensure completion before the Lunar New Year, and report the implementation results to the Prime Minister before January 25, 2017.
The Deputy Prime Minister requested the Ministry of Industry and Trade and the People's Committees of 04 provinces to urgently carry out the tasks assigned in Notice No. 432/TB-VPCP dated December 25, 2016 related to handling the quantity of seafood in stock but not ensuring food hygiene for human consumption, and report the results to the Prime Minister before January 12, 2017.
Other relevant ministries, branches and agencies, according to their assigned functions and tasks, shall promptly implement the Prime Minister's direction in Notice No. 432/TB-VPCP dated December 25, 2016.
3. Cases where accountants are not allowed

The Government has just issued a Decree detailing a number of articles of the Law on Accounting, which clearly stipulates who is not allowed to work as an accountant and accounting service business activities.
People who are not allowed to work as accountants are in the following cases:
1- Cases specified in Clause 1, 2, Article 52 of the Law on Accounting.
2- Biological father, biological mother, adoptive father, adoptive mother, wife, husband, biological child, adopted child, brother, sister of the legal representative, head, director or general director and deputy head, deputy director or deputy general director in charge of finance - accounting, chief accountant in the same accounting unit, except for private enterprises, limited liability companies owned by an individual, enterprises of other types without state capital and are micro-enterprises according to the provisions of law on support for small and medium enterprises.
3- People who are working as managers, executives, warehouse keepers, cashiers, people assigned to regularly buy and sell assets in the same accounting unit, except in the case of the same private enterprise, limited liability company owned by an individual and other types of enterprises without state capital and are micro-enterprises according to the provisions of law on support for small and medium enterprises.
4. Develop cashless payments

The project to develop non-cash payments in Vietnam for the period 2016 - 2020 has been approved by the Prime Minister with the goal that by the end of 2020, the proportion of cash in total means of payment will be lower than 10%.
Promote electronic payments in e-commerce, implementing the goals of the Master Plan for e-commerce development for the period 2016 - 2020 (100% of supermarkets, shopping centers and modern distribution facilities have card acceptance devices and allow consumers to make cashless payments when making purchases; 70% of electricity, water, telecommunications and media service providers accept bill payments from individuals and households through non-cash payment methods; 50% of individuals and households in large cities use non-cash payment methods in shopping and consumption).
Focus on developing a number of new and modern payment methods and forms to serve rural, remote and isolated areas, contributing to promoting Financial Inclusion; dramatically increasing the number of people with access to payment services, raising the proportion of people aged 15 and over with bank accounts to at least 70% by the end of 2020.
5. Checking antibiotic prescriptions in medical facilities

Prime Minister Nguyen Xuan Phuc requested the Ministry of Health to focus on inspecting compliance with regulations on prescription and antibiotic use in medical facilities. Take measures to effectively monitor compliance with these regulations and strictly handle violations.
The Prime Minister assigned the Ministry of Health to preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Natural Resources and Environment to conduct inspections and evaluate the implementation of the National Action Plan on Antimicrobial Resistance for the period 2013 to 2020. There are solutions to effectively implement this plan.
At the same time, organize inspections and checks of pharmacies regarding compliance with regulations on prescription drug sales and take drastic measures to effectively manage the implementation of these regulations, focusing first on antibiotics.
The Prime Minister assigned the Ministry of Agriculture and Rural Development to strengthen the management of the production, import, trade and use of antibiotics in livestock and aquaculture; and to develop a roadmap for the use of animal feed containing antibiotics to stimulate growth and prevent diseases in livestock and poultry.
The Ministry of Agriculture and Rural Development coordinates with the Ministry of Health in managing the import of antibiotic raw materials used in the production and use of veterinary drugs.
6. Review and improve social policies

Deputy Prime Minister Vu Duc Dam requested relevant ministries, branches and localities to review and supplement social policies.
In particular, the Deputy Prime Minister requested the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with the Ministry of Health, the Ministry of Finance and relevant ministries and branches to review, propose amendments and supplements to policies to avoid duplication, promote administrative procedure reform, and apply information technology in statistics, monitoring and payment of regimes and policies to beneficiaries.
The Ministry of Labor, War Invalids and Social Affairs closely follows the National Assembly Standing Committee's consideration and decision on the Ordinance amending and supplementing the Ordinance on preferential treatment for people with revolutionary contributions to provide timely additional explanations when requested; prepares and develops a Decree detailing the Ordinance to ensure quality and on time.
The Ministry of Labor, War Invalids and Social Affairs and the Ministry of National Defense continue to do a good job in searching for and collecting martyrs' remains; identifying the remains of martyrs with missing information...
7. Handling existing projects in the Industry and Trade sector

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc at the Government Standing Committee meeting to discuss handling the existing weaknesses and inefficiencies of a number of projects and enterprises in the Industry and Trade sector.
Prime Minister Nguyen Xuan Phuc requested that in the coming time, existing shortcomings, weaknesses, and inefficiencies of projects and enterprises must be handled promptly, thoroughly, and with minimal loss of state assets, according to market principles. Failure must not affect the efficiency of other enterprises.
Classify each project for appropriate handling, do not use the state budget, do not continue to directly invest in projects, Corporations and General Companies proactively balance resources to resolve difficulties and problems of projects and take responsibility for effectiveness.
The Prime Minister assigned the Ministry of Industry and Trade as the specialized state management agency responsible for presiding over and coordinating with relevant agencies to direct each unit to handle projects, carefully and comprehensively consider all aspects to have the earliest, most synchronous and effective handling plan to avoid loss of state assets.
8. Reduce 1.5-2% of staff each year

To promote the implementation of the policy of streamlining the payroll, the Prime Minister directed Ministers, Heads of ministerial-level agencies, Heads of Government agencies and Chairmen of People's Committees of provinces and centrally-run cities to focus on the task of strengthening the propaganda work on the policy of streamlining the payroll: Organizing the implementation and thoroughly grasping the spirit of Resolution No. 39-NQ/TW, Decision No. 2218/QD-TTg and Decree No. 108/2014/ND-CP to all cadres, civil servants and public employees.
Regarding the development of the staff streamlining project, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities (ministries, branches, and localities) that have not yet developed a staff streamlining project must urgently develop and approve a staff streamlining project and a staff streamlining plan from now until 2021 and for each year, in which the staff streamlining rate must be clearly determined.
Ministries, branches and localities have approved the Project on streamlining staff, but the implementation results are still low. Solutions are needed to effectively implement the approved plan on streamlining staff.
9. Create fundamental changes in implementing the National Single Window Mechanism

From now until 2018, the requirement and goal set is to create fundamental changes in the implementation of the National Single Window Mechanism. The Deputy Prime Minister requested that ministries and branches proactively implement solutions and tasks set out in Decision No. 2185/QD-TTg dated November 14, 2016 of the Prime Minister approving the Master Plan for the implementation of the National Single Window Mechanism for the period 2016 - 2020.
It is necessary to focus on issuing specific action plans and programs and organizing the implementation of plans and tasks within the scope of the Ministry and sector in charge, with a roadmap and specific steps sent to the Standing Agency in January 2017; organizing the expansion of administrative procedures that have been officially connected to the National Single Window Mechanism.
At the same time, continue to review legal documents on specialized inspection of import and export goods, especially 73 groups in the List issued with Decision No. 2026/QD-TTg dated November 17, 2015 of the Prime Minister to amend in the direction of simplification, facilitating import and export activities of goods; carry out socialization of some specialized inspection stages and procedures; raise awareness and importance of implementing the National Single Window Mechanism, ASEAN Single Window Mechanism and trade facilitation.
10. Regulations on forest, garden and water surface area contracts

According to the Decree, the contracting party must ensure the following criteria: Being allocated land by the State, leasing agricultural land and assets attached to the land in accordance with the provisions of the law on land and the law on forest protection and development; having a plan to organize production and business in accordance with the planning and project on forest protection and development or a project approved by a competent state agency in accordance with current regulations of the State.
The contractor must ensure the following criteria:
a- The individual receiving the contract must have full civil act capacity and be of working age, be able to perform the contract and not be a member of the household or village community that has received the contract as prescribed in points b and c;
b- The contracted household has members with full civil act capacity and of working age, ensuring the performance of the contract and not being members of the village community that has received the contract as prescribed in points a and c of this clause;
c- The village community receiving the contract must ensure sufficient conditions in terms of organization, human resources, and material resources to implement the contract;
d- In case the number of individuals and households requesting to receive the contract is greater than the contract demand, the contracting party shall give priority to individuals and households of ethnic minorities and poor Kinh individuals and households.
