1. Improve the quality and efficiency of public service units

Accordingly, by 2021, strive to reduce the national average by at least 10% (equal to 5,792) of public service units and 10% (equal to 205,369) of public service positions receiving salaries from the state budget compared to 2015; have 10% (equal to 5,792) financially autonomous units, reduce an average of 10% of direct expenditure from the state budget for public service units compared to the period 2011 - 2015; basically complete the conversion of qualified economic and public service units into joint stock companies (except hospitals and schools); complete the roadmap for calculating public service prices (calculating full salaries, direct costs, management costs and asset depreciation) for a number of basic areas such as healthcare, education - training, and vocational education.

By 2025, continue to reduce the national average by at least 10% (equal to 5,213) of public service units and 10% (equal to 184,832) of public service positions receiving salaries from the state budget compared to 2021; terminate labor contracts that are not in accordance with regulations in public service units;...

2. Building a database on waste sources

The Prime Minister has approved the Project "Investigation, assessment, classification and construction of a database on waste sources".

The main tasks of the Project are to investigate, evaluate and classify waste sources nationwide: Investigate, collect and compile statistics on all waste sources nationwide; review, evaluate and classify waste sources, waste, and the level of impact on the environment from waste; propose to improve mechanisms and policies on waste source management.

In addition, building a database on waste sources includes: Building the overall structure of the database on waste sources; building a database on waste sources, located at the Ministry of Natural Resources and Environment (General Department of Environment), connecting with ministries, branches and localities; building a database on waste sources within the scope and management functions of the Ministry of Public Security and the Ministry of National Defense.

At the same time, review, develop and promulgate legal documents and regulations to manage, exploit, operate, update and use information and databases on waste sources.

3. Adjusting the plan to restore order on road and railway traffic safety corridors

The Deputy Prime Minister agreed to adjust the plan to restore order in road traffic safety corridors and add the item of upgrading and renovating sign-posted level crossings into automatic warning level crossings with automatic barriers and level crossings with guards to the Plan to restore order in road and railway traffic safety corridors in Decision 994/QD-TTg dated June 19, 2014 of the Prime Minister. The Ministry of Transport reviewed and was responsible for the above adjustment, ensuring road traffic safety, in accordance with the balance of the state budget and ensuring feasibility.

The Ministry of Transport is fully responsible before the law and the Prime Minister for the above-mentioned proposed adjustments and supplements; presides over and coordinates with the Ministries of Planning and Investment, Finance and People's Committees of relevant provinces and cities to carefully review the scale, arrange priority order, and implement investment projects in accordance with the provisions of law on construction and public investment; ensure savings, efficiency and prevent negativity and waste.

4.Coordinate to prevent and investigate smuggling

The Government has just issued a Decree12/2018/ND-CPamending and supplementing a number of articles of Decree No.01/2015/ND-CPDecree dated January 2, 2015 of the Government detailing the scope of customs operations; responsibility for coordination in preventing and combating smuggling and illegal transportation of goods across borders.

In particular, the regulations on coordination in preventing, investigating, documenting and handling violations are amended and supplemented. Specifically, the customs authority is responsible for coordinating and supporting the border guards, coast guard, police, market management and other relevant agencies to implement measures to prevent, investigate, document and handle violations related to export and import activities when requested.

5.Prime Minister awarded Certificates of Merit to U23 Vietnam players

The Prime Minister decided to award Certificates of Merit to the U23 Vietnam players and submit to the President the First Class Labor Medal to the Team, and 3 Third Class Labor Medals to Coach Park Hang-seo, Goalkeeper Bui Tien Dung and Midfielder Nguyen Quang Hai.

The Vietnam U23 team under the leadership of Korean coach Park Hang-seo will participate in the final round of the AFC U23 Championship from January 9 in Jiangsu province, China.

At this continental tournament, Vietnamese players played very successfully, passing the group stage, quarter-finals, semi-finals, and advancing to the final for the first time.

In each match, the U23 Vietnam players played with indomitable spirit and courage, demonstrating Vietnamese will and mettle to win against the continent's top opponents.

6.Promoting the implementation of the Digital Vietnamese Knowledge System

The Government Office has just haddocumentconveying the direction of Deputy Prime Minister Vu Duc Dam on promoting the implementation of the Digital Vietnamese Knowledge System.

To continue promoting the implementation of the Digitalized Vietnamese Knowledge System, the Deputy Prime Minister assigned ministries and agencies to proactively coordinate with the Ministry of Science and Technology to contribute public information and data on specialized activities to the Digitalized Vietnamese Knowledge System according to the content stated in Decision No. 677/QD-TTg dated May 18, 2017 of the Prime Minister on approving the Project on Developing the Digitalized Vietnamese Knowledge System and Official Dispatch No. 186/BKHCN-TTKHCN dated January 19, 2018 of the Ministry of Science and Technology.

The Deputy Prime Minister assigned the Ministry of Science and Technology to proactively carry out the assigned tasks in the Project on Developing the Digitalized Vietnamese Knowledge System; be responsible for chairing and coordinating in general; synthesize, monitor and evaluate the development level of the Digitalized Vietnamese Knowledge System; promptly report to the Prime Minister on difficulties, problems, and issues beyond its authority.

7.Tasks and organizational structure of the General Department of Hydrometeorology

According to the decision, the General Department of Hydrometeorology is an organization under the Ministry of Natural Resources and Environment, performing the function of advising and assisting the Minister of Natural Resources and Environment in state management and organizing the enforcement of laws on hydrometeorology nationwide; managing and organizing the implementation of public service activities within the scope of state management of the General Department according to the provisions of law.

The General Department of Hydrometeorology is responsible for submitting to the Minister of Natural Resources and Environment draft laws and draft resolutions of the National Assembly; draft ordinances and draft resolutions of the National Assembly Standing Committee; draft decrees of the Government.Resolutions of the Government; draft decisions and directives of the Prime Minister; mechanisms, policies and other documents under the management of the General Department; strategies, planning, long-term, medium-term and annual development plans, programs, projects, schemes, tasks and important national works on hydrometeorology; National standards, national technical regulations, economic and technical norms under the management of the General Department.

8.Regulations on border trade activities

The Decree stipulates that traders allowed to conduct cross-border trading and exchange of goods are Vietnamese traders, including: Enterprises, cooperatives, business households, and individuals with business registration in accordance with the provisions of law.

Traders with foreign direct investment, companies and branches of foreign companies in Vietnam are allowed to conduct cross-border trading and exchange of goods in accordance with the commitments of international treaties to which the Socialist Republic of Vietnam is a member.

Border gates carry out cross-border trading and exchange of goods by traders in accordance with the provisions of Clause 1, Article 54 of the Law on Foreign Trade Management.

In case the activities of buying, selling and exchanging goods across the border are carried out through secondary border gates and border openings, the People's Committee of the border province shall decide and announce the List of secondary border gates and border openings permitted to carry out the activities of buying, selling and exchanging goods after discussing and agreeing with relevant ministries and branches on ensuring sufficient specialized inspection and control forces and technical infrastructure conditions to serve state management.
