Directive of the Central Party Secretariat on leadership of the Vietnam Fatherland Front Congresses at all levels
The Central Party Secretariat issued Directive No. 17-CT/TW on leadership of the Congresses of the Vietnam Fatherland Front at all levels and the 9th National Congress of the Vietnam Fatherland Front, term 2019-2024.
Full text of the Directive:
"Over the past 5 years, the Vietnam Fatherland Front has promoted its role and responsibility in the political system and social life. The content and methods of operation of the Front have been innovated, clearly demonstrating its role as a political alliance organization, a voluntary union of political organizations, socio-political organizations, social organizations, typical individuals in social classes, strata, ethnic groups, religions and overseas Vietnamese. It has effectively organized and implemented patriotic emulation movements; promoted the people's mastery in participating in Party building, government building, supervision and social criticism; contributed to consolidating and promoting the strength of the great national unity bloc.
However, some Party committees and authorities have not yet properly and sufficiently recognized the position and role of the Vietnam Fatherland Front. The activities of the Vietnam Fatherland Front are sometimes scattered, administratively-oriented, and ineffective; the results of social supervision and criticism are still limited.
To lead the Congresses of the Vietnam Fatherland Front at all levels and the 9th National Congress of the Vietnam Fatherland Front to achieve good results, the Secretariat requests Party committees and organizations at all levels to perform well the following tasks:
1- Continue to thoroughly grasp and organize the implementation of the Party's guidelines and policies on building the great national unity bloc; raise awareness and responsibility of Party committees at all levels, authorities and people of all walks of life about the position and role of the Vietnam Fatherland Front. Strengthen leadership and direction in building and consolidating the organizational apparatus and innovating the content and methods, improving the quality and effectiveness of the activities of the Vietnam Fatherland Front Committees at all levels; create conditions for the Front to effectively perform its role, functions and tasks.
2- Leaders of the Vietnam Fatherland Front Committees at all levels carefully prepared and organized the congress to achieve good results.
- The term summary report needs to correctly assess the situation of all classes of people and the great national unity bloc; clearly state the achieved results, good models, new factors, limitations and shortcomings; draw out causes and lessons learned; analyze and clarify opportunities and challenges in the coming term; forecast and detect new issues for timely resolution.
- The action program closely follows the spirit of the resolutions of the Party Congresses at all levels, the Party's directives and conclusions and is consistent with the practical situation; thoroughly overcomes the limitations of the previous term. Clearly defines the goals, tasks and solutions of the Front in taking the lead in gathering, mobilizing and promoting the country's resources and driving forces, the role of the people as masters, consolidating the great national unity bloc, enhancing social consensus; promoting the role of member organizations and people of all walks of life in participating in Party and government building; supervising and providing social criticism; fighting against corruption, waste, bureaucracy and negativity.
- Amendments and supplements to the Charter of the Vietnam Fatherland Front must be consistent with the Party's policies, the provisions of the Constitution, the Law on the Vietnam Fatherland Front, and the requirements and tasks of the Front's work in the new situation.
- The preparation of personnel for the Vietnam Fatherland Front Committees at all levels must be based on the standards of cadres and the practical work of the Front in the new period; the composition structure must ensure that the Front is truly an image of great solidarity, attaching importance to practicality, typicality and representativeness. Improve the quality of typical individuals, representing classes, strata, ethnicities, religions and overseas Vietnamese; ensure an appropriate proportion of non-Party members participating in the Vietnam Fatherland Front Committees at all levels.
- Party committees at all levels assign and introduce party secretaries or deputy party secretaries to participate in the Vietnam Fatherland Front Committee at the same level; assign comrades in the standing committee of the party committee to be Party Secretary of the Front and introduce them for consultation to hold the position of Chairman of the Vietnam Fatherland Front Committee at the same level.
- Perfecting the organization and staff of specialized agencies of the Fatherland Front at all levels to ensure streamlined, effective and efficient operations; expanding and promoting the role of intellectuals, advisory councils, advisory boards, non-professional staff, and collaborators of the Vietnam Fatherland Front at all levels.
- Review, adjust, supplement, and develop mechanisms and policies so that the Vietnam Fatherland Front can proactively promote its role as a political alliance organization.
3- Lead the propaganda work so that the Congress of the Vietnam Fatherland Front at all levels becomes a widespread political activity, creating strong changes in the awareness and actions of the political system and all classes of people; the congress demonstrates the great national unity bloc, with new spirit and new impetus in the cause of national construction and development. The Vietnam Fatherland Front Committee at all levels organizes and launches practical and widespread emulation movements, making achievements to welcome the congresses at all levels.
4- Directing authorities at all levels, socio-political organizations, and member organizations of the Front to coordinate and ensure all conditions for the Vietnam Fatherland Front at all levels to organize congresses solemnly, safely, economically, effectively, and on schedule.
The time to conduct the Front Congress at the commune level is completed in the first quarter of 2019; at the district level is completed in May 2019; at the provincial level is completed in July 2019. The 9th National Congress of the Vietnam Fatherland Front will be held in September 2019.
5- The Central Committee for Mass Mobilization shall preside over and coordinate with the Party Delegation of the Vietnam Fatherland Front, Party committees at the Central level and the Central Party Office to assist the Secretariat in monitoring and directing the implementation of this Directive.
