Vinh City currently has 371 blocks, of which 90 blocks and hamlets have 100% of the number of households, 226 blocks and hamlets have from 50% to less than 100% of the number of households, and 55 blocks and hamlets have less than 50% of the number of households that must be merged.

It is expected that the city will merge 92 blocks and hamlets, of which 44 blocks have over 50% of the number of households and 48 blocks and hamlets have under 50% of the number of households. The number of blocks formed after the merger is 46, of which 30 blocks have 100% of the number of households, and 16 blocks and hamlets have over 50% of the number of households.
The total number of blocks that are not subject to merger is 279, of which 7 blocks have less than 50% of the size of households that have not been merged. After the merger, the entire city has 325 blocks left, and the number of hamlets has been reduced by 46 blocks and hamlets.
