(Baonghean.vn) - The Ministry of Home Affairs has approved the overall plan for rearranging administrative units at district and commune levels in Nghe An province for the 2019-2021 period.

Merging 16 commune-level administrative units

Accordingly, Nghe An province has 16 commune-level administrative units (14 communes, 2 towns) with both criteria (area, population) below 50% compared to regulations that must be arranged and merged with adjacent administrative units in phase 1 from 2019 - 2021.

- Tuong Duong district has 1 unit which is Hoa Binh town.

- Que Phong district has 1 unit, Kim Son town.

- Thanh Chuong district has 1 unit, Thanh Tuong commune.

- Dien Chau district has 1 unit, Dien Minh commune.

- Nghi Loc district has 1 unit, Nghi Hop commune.

- Nam Dan district has 2 units: Nam Phuc commune and Nam Thuong commune.

- Thai Hoa town has 1 unit, Nghia Hoa commune.

- Nghia Dan district has 1 unit, Nghia Tan commune.

- Hung Nguyen district has 7 units including communes: Hung Thang, Hung Tien, Hung Xa, Hung Nhan, Hung Phu, Hung Khanh, Hung Lam.

Arrangement plan

1. Que Phong District:Kim Son town has a natural area of ​​1.46 km2/14Km2(10.43%); population 3,500 people/8,000 people (43.75%).

- The plan to adjust the administrative unit (ADU) to expand Kim Son town includes: adjusting part of the area and population of the communes: Tien Phong, Muong Noc to expand Kim Son town. After adjusting the ADU of the above communes to expand, the new Kim Son town has a natural area of ​​19.84 km2.2/14 Km2(141.7%), population is 7,510 people/8,000 people (93.87%).

After adjusting part of the area and population to expand Kim Son town; the remaining area and population of Muong Noc commune do not meet both criteria of area and population according to regulations. Accordingly, Muong Noc commune will be merged with Que Son commune. After merging Muong Noc commune with Que Son commune, the new commune will have an area of ​​53 km2.2/50 Km2(106.74%), population 7,378 people/5,000 people (147.56%).

2. Tuong Duong District:Hoa Binh town has an area of ​​1.6 km2/14 Km2(11.42%); population 3,700 people/8,000 people (46.25%).

- Plan to adjust the DHHC to expand Hoa Binh town and change its name to Thach Giam town:

Adjusting the administrative division of Thach Giam commune to take the natural area and population of 7 villages including: Mon Village, Phong Village, Chan Village, Khe Chi Village, Mac Village, Lau Village, Nhan Village (total natural area is 62.3 km2).2, population is 3,643 people) merged into Hoa Binh town and renamed the new town Thach Giam town with a natural area of ​​63.9 km2/14 Km2(456%), population 7,343 people/8,000 people (91.78%).

- Plan to encourage adjacent communes to merge due to the impact of the adjustment and expansion of Hoa Binh town (renamed Thach Giam town):

After adjusting the administrative boundaries of 7 villages of Thach Giam commune to expand Hoa Binh town, Thach Giam commune has 2 villages left, Thach Duong and Cay Me. Accordingly, these 2 villages will be merged with 2 adjacent communes: Thach Duong village will be merged into Xa Luong commune. Cay Me village will be merged into Tam Thai commune.

3.Thanh Chuong District:Thanh Tuong commune has a natural area of ​​3 km2/30 Km2(10.13%); population 3,300 people/8,000 people (41.25%).

Merger plan: Merge 3 communes: Thanh Tuong, Thanh Van, Thanh Hung into 1 new commune. After merging, the new commune has an area of ​​15.83 km2.2/30 Km2(52.86%), population is 13,300 people/8,000 people (166.25%).

4. Dien Chau District:Dien Minh commune has a natural area of ​​4.41 km2/30 Km2(14.67%); population 2,700 people/8,000 people (33.75%).

Merger plan: Merge 3 communes: Dien Binh, Dien Minh, Dien Thang into 1 new commune. After merging, the new commune has an area of ​​17.15 km2.2/30 Km2(57.16%), population 11,600 people/8,000 people (145%).

5. Nghi Loc District:Nghi Hop commune has an area of ​​3.8 km2/30 Km2(12.66%); population 3,900 people/8,000 people (48.75%).

Merger plan: Merge 2 communes: Nghi Hop, Nghi Khanh to form a new commune. After merging, the new commune has an area of ​​7.9 km2.2/30 Km2(26.33%), population 9,100 people/8,000 people (113.75%).

6.Nam Dan District:Nam Phuc and Nam Thuong communes have 2 criteria of population and area under 50%.

Plan to merge 3 communes: Nam Phuc, Nam Cuong, Nam Trung into 1 new commune. After merging, the new commune has an area of ​​20.47 km2.2/30 Km2(68%), population 14,100 people/8,000 people (176.25%).

Merge 3 hamlets (1, 2, 3) of Nam Thuong commune with Nam Tan commune and Nam Loc commune into a new commune. After merging, the new commune has an area of ​​32.1 km2.2/50 Km2(64.2%), population 11,370 people/5,000 people (227.4%).

Plan to encourage neighboring communes to merge due to the impact of the adjustment of the administrative division of Nam Thuong commune: Merge 2 hamlets (4,5) of Nam Thuong commune with Van Dien commune and Nam Dan town (to expand Nam Dan town. After the merger, the new Nam Dan town will have an area of ​​17.8 km22/14 Km2(127.85%), population 20,530 people/8,000 people (256.62%).

7.Thai Hoa Town:Nghia Hoa commune has a natural area of ​​10.8 km2/50 Km2(21.6%); population 2,300 people/5,000 people (46%).

Therefore, Nghia Hoa commune will be merged into Long Son ward to form a new ward. After the merger, the new ward will have an area of ​​16.3 km.2/5.5 Km2(296.4%), population 7,200 people/5,000 people (144%).

8. Nghia Dan District:Nghia Tan commune has a natural area of ​​8.9 km2/50 Km2(17.8%); population is 2,400 people/5,000 people (48%).

The plan is to merge the three communes of Nghia Tan, Nghia Thang, and Nghia Lien into one new commune. After the merger, the new commune will have an area of ​​25.29 km2.2/50 Km2(50.58%), population 9,100 people/5,000 people (182%).

9.Hung Nguyen DistrictThere are 7 commune-level administrative units including: Hung Thang, Hung Tien, Hung Xa, Hung Nhan, Hung Phu, Hung Khanh, Hung Lam with 2 criteria of population and area under 50%.

Plan to merge communes of Hung Nguyen district:

- Merge 2 communes: Hung Xa and Hung Long into 1 new commune. After merging, the new commune has an area of ​​7.9 km2/30 Km2(26.3%), population 9,000 people/8,000 people (112.5%).

- Merge 2 communes: Hung Lam and Hung Xuan, into 1 new commune. After merging, the new commune has an area of ​​11.1 km2/30 Km2(37.2%), population 7,700 people/8,000 people (96.25%).

- Merge 2 communes: Hung Phu with Hung Khanh to form a new commune. After merging, the new commune has an area of ​​7.5 km.2/30 Km2(24.93%), population 4,500 people/8,000 people (56.25%).

- Merge 2 communes: Hung Nhan and Hung Chau, into 1 new commune. After merging, the new commune has an area of ​​11.1 km2/30 Km2(36.73%), population 7,700 people/8,000 people (96.25%).

- Merge 2 communes: Hung Tien and Hung Thang into 1 new commune. After merging, the new commune has an area of ​​8.4 km2.2/30 Km2(28%), population 6,900 people/8,000 people (86.25%).

In order for localities to implement the merger plan in accordance with regulations, the Department of Home Affairs has issued a Guide on "Implementing the arrangement of commune-level administrative units in Nghe An province in the period of 2019 - 2021"; specifying the roadmap and implementation time; submitting to the Provincial People's Committee to establish a Steering Committee and a Working Group for implementation.
