Details of regulations on age for first-time participation and re-election of Party Committee for the 2020-2025 term

(Baonghean.vn) - For those who are joining the Party Committee for the first time at the provincial level, at least the male must be born from September 1965 and the female must be born from September 1970 onwards (except for cases where the working period is extended); at the district level, at least the male must be born from June 1965 and the female must be born from June 1970 onwards.

The Politburo has just issued Conclusion No. 60 - KL/TW dated October 8, 2019 on the age of re-election to the government and the professional qualifications and political theory of personnel participating in Party committees at all levels for the 2020 - 2025 term.

Determine age and when to calculate age

Regarding the determination of age and the time for calculating the age for re-election of authorities at all levels, the Politburo assigned the Central Organizing Committee to base on Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo on Party congresses at all levels towards the 13th National Congress of the Party to guide the implementation, ensuring synchronization in the political system.

According to Directive No. 35 - CT/TW, the time to calculate the age of participation in Party committees, authorities, the Fatherland Front and socio-political organizations is prescribed: Grassroots level in April 2020; district level and equivalent in June 2020; and central level in September 2020. The time to calculate the age of participation in leadership positions of People's Councils, People's Committees, and National Assembly delegations is May 2021.

The time for calculating the age for participation in leadership positions of the Fatherland Front and socio-political organizations is the time of congresses at all levels of each organization. The addition of members of the Party Committee and Standing Committee of the Party Committee for the 2015-2020 term, according to Directive 35, must stop 6 months before the congress at each level. Special cases will be considered and decided by competent authorities.

Directive No. 35-CT/TW clearly states: Those who join the Party Committee, government, Fatherland Front and socio-political organizations in general for the first time must be of working age for at least 2 terms, at least 1 full term.

Personnel recommended for re-election to Party committees, authorities, the Fatherland Front and socio-political organizations in general must be of working age for a full term, and must still be of working age for at least half of a term (30 months) or more at the time of calculating the age to participate in Party committees at each level and authorities, the Fatherland Front and socio-political organizations at the time of election.

For those joining the Party Committee for the first time at the provincial level, at least males must be born from September 1965 and females must be born from September 1970 onwards (except for cases where the working period is extended); at the district level, at least males must be born from June 1965 and females must be born from June 1970 onwards.

Particularly for comrades who are commune-level officials and civil servants (according to the Government's Decree, excluding part-time workers, retired officials, and those with retired regimes):most boys born in month4/1965, female student from month4/1970 trlivecome here.

Regarding personnel recommended for re-election to the Party Committee, the Central Organizing Committee's Guidelines stipulate: At the provincial level, it applies to males born from March 1963 and females born from March 1968 onwards (except for cases of extended working time); at the district level, males born from December 1962 and females born from December 1967 onwards.

As for comrades who are expected to be nominated as candidates for leadership positions of the People's Council and People's Committee for the 2021-2026 term from commune to provincial level: Males born from November 1963 and females born from November 1968 onwards (except for cases with extended working time). In the case of being a member of the Party Central Committee, the Politburo will study and consider submitting to the Central Executive Committee for decision.

For the armed forces, the age of joining the Party Committee is based on the retirement age prescribed in the Law on Officers of the Vietnam People's Army and the Law on Officers of the Vietnam People's Public Security.

Personnel participating in local Party committees must comply with general regulations on age for participation in Party committees at all levels according to the Politburo's directive. Personnel participating in Party committees in the Army and Police, and being re-elected, must be of working age for at least half of the term (30 months for a 5-year term).

In special cases, those with working age from 1 year (12 months) to less than 30 months must be competent, healthy enough to perform the task, have high prestige, complete the task well or better and must be considered and decided by the competent authority appointing the staff.

In this spirit, the Central Executive Committee assigned the Central Military Commission and the Central Public Security Party Committee to provide specific guidance on the age of Party Committee members in subordinate Party Committees.

For party committee secretaries who are the chairman of the board of members (board of directors) or general directors and deputy secretaries in charge of party work at corporations, general companies and state-owned commercial banks (or those with controlling shares), they only need to have at least 1 year (12 months) of working experience left.

In these cases, if they have sufficient qualities, capacity, health, credibility, complete their tasks well or better and are approved by the competent appointing authority, they can be considered to continue participating in the Party Committee in the enterprise for the 2020-2025 term until they reach retirement age.

The certificates have the same legal value.

Another important content of the Conclusion is the review of the professional qualifications and political theory of personnel planned, appointed, introduced for candidacy and introduced to participate in Party committees at all levels for the 2020-2025 term.

This content is currently in accordance with Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo on Party congresses at all levels towards the 13th National Congress of the Party and Education Law No. 43/2019/QH14, dated June 14, 2019 of the National Assembly, specifically having professional qualifications and political theory that meet the requirements of assigned tasks and according to the regulations of the Party and the State. Diplomas and certificates issued by educational institutions of all types and forms of training in the national education system have the same legal value.

The above contents have been specified by the Standing Committee of the Provincial Party Committee in Circular No. 13-TT/TU, dated October 28, 2019 on Party Congresses at all levels and the Provincial Party Committee's Organizing Committee will have specific instructions on personnel work at the Party Congresses at the grassroots and upper-level levels, term 2020.-2025.
