The Government issued the Action Program on Nghe An construction according to Resolution 39 of the Politburo.

The development and promulgation of the Action Program aims to unify the direction of all levels and sectors to thoroughly grasp, implement and concretize the Resolution, creating a clear change in the awareness, actions and responsibilities of cadres, civil servants, public employees at all levels, sectors and people of Nghe An province regarding the position and role of Nghe An province in the North Central and Central Coast regions and the whole country; worthy of being the homeland of President Ho Chi Minh.

The Action Program aims to concretize the goals, tasks and solutions stated in Resolution No. 39-NQ/TW; clearly identify key tasks, demonstrate specific and practical solutions associated with an organization plan according to a suitable roadmap to achieve the goals set out in the Resolution.

The Action Program aims to demonstrate the Government's role in creating, leading and directing in the spirit of accompanying the Party Committee, government and people of Nghe An province, and at the same time clearly define the main roles and tasks for the Government, the Prime Minister, ministries, branches and the People's Committee of Nghe An province, the People's Committees of provinces in the North Central and Central Coast regions to focus on directing the development and implementation of breakthrough policies and strategies; mobilizing and allocating resources to implement important projects, expanding international cooperation, ensuring harmonious development between regions, ensuring close combination between the goals and tasks of socio-economic development of Nghe An province with the development and preservation of fine traditional culture of the Vietnamese people and Nghe An, protecting the environment, proactively preventing and combating natural disasters and effectively adapting to climate change, ensuring national defense, security and foreign affairs.

The program sets the goal that by 2030, Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; a center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture; with a synchronous and modern infrastructure system, capable of effectively responding and adapting to natural disasters and climate change; the material and spiritual life of the people will be constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially Nghe An culture, will be preserved and promoted; national defense, security and sovereignty over borders, seas and islands will be firmly ensured; the Party organization and political system will be clean and strong; the strength of the great national unity bloc and the people's trust in the Party and State will be enhanced.

Striving program for the period 2021 - 2030: Average GRDP growth rate reaches about 10%/year; average labor productivity increases about 10-11%/year; local budget revenue increases about 12%/year; total social development investment capital reaches about 1,650 trillion VND.

11 key tasks and solutions

To achieve the above specific goals and targets, the Government requires that in the coming time, in addition to regular tasks, ministries, branches, government agencies, and the People's Committee of Nghe An province need to specify and organize the implementation of 11 tasks and solutions:

1- Dissemination, propaganda, information dissemination, creating consensus in building and organizing the implementation of programs and action plans to implement Resolution No. 39-NQ/TW.

2- Unify awareness, renew thinking, arouse the desire for comprehensive, faster and stronger development; promote traditions and culture imbued with Nghe An's identity to become the driving force and endogenous resources for development.

3- Develop and implement well the planning and planning management work; strengthen development linkages.

4- Promote economic restructuring associated with growth model innovation in the direction of mainly relying on science and technology, innovation, creativity and digital transformation; develop green economy, circular economy; develop Nghe An to become the center of the North Central region in trade, logistics, industry and high-tech agriculture.

5- Focus on strongly developing the urban network, especially central cities; promote investment in building economic and social infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.

6- Focus on developing Nghe An into a regional center of the North Central region in education and training, science and technology, and healthcare; develop high-quality human resources; effectively implement social security policies, ethnic and religious affairs.

7- Create breakthroughs in administrative reform, improve the investment and business environment; promote attraction and improve the efficiency of using resources for development.

8- Firmly ensure national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improve the effectiveness of foreign affairs activities.

9- Strengthening the building and rectification of the Party and the political system; improving the effectiveness and efficiency of management at all levels of government; consolidating the great national unity bloc.
