The government issued a telegram requesting that people not be required to present their household registration.
The Prime Minister requested that ministries, branches and localities not force people to present or submit paper household registration books or temporary residence books while they already have population data.
Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 90 of the Prime Minister to Ministers and Chairmen of People's Committees of provinces and cities in the context that many localities have not strictly implemented the regulations and directions of the Government on the implementation of the provisions of the Law on Residence and the Government's decree on the submission and presentation of household registration books and temporary residence books when carrying out administrative procedures.
This causes inconvenience to individuals and organizations when people are still required to present documents proving their residence information such as residence information confirmation papers and personal identification number notifications.

Some localities have connected and ensured conditions but still limit the exploitation and use of population information in administrative procedure settlement (such as Son La 0 times; Vinh Long 4 times; Binh Phuoc 10 times; Hoa Binh 16 times; Ha Giang 22 times; Dak Nong 24 times; Quang Nam 27 times); and the three provinces of Gia Lai, Phu Yen, and Bac Kan have not completed the connection of the provincial administrative procedure settlement information system with the National Population Database.
To rectify the above situation, the Prime Minister requested ministers and chairmen of provincial and municipal People's Committees to strictly implement the Law on Residence, the Government's decree and organize the implementation of Prime Minister's Directive No. 05 on continuing to promote the implementation of Project 06.
Ministers and chairmen of provincial and municipal People's Committees must thoroughly inform all departments, branches, sectors, district and commune People's Committees and one-stop shops at all levels not to require people to present paper household registration books or temporary residence books when receiving and handling administrative procedures and online public services.
The Prime Minister requested to strengthen the review, inspection and strict handling of officials, civil servants and public employees who violate the above regulations according to their authority. Upgrade the information systems for handling administrative procedures at the ministerial and provincial levels to ensure connection and integration with the national database on population to serve the lookup of information on residence in the implementation of administrative procedures.
The Prime Minister also requested the Chairmen of the People's Committees of Gia Lai, Phu Yen and Bac Kan provinces to seriously learn from their failure to complete the task of connecting the provincial administrative procedure settlement information system with the national population database to serve people in carrying out administrative procedures according to the above regulations.
Ministers, heads of ministerial-level agencies, and People's Committees of provinces and cities must urgently complete connections, restructure processes, and perfect internal processes to exploit and use information in the national population database to serve the settlement of administrative procedures.
Agencies do not require people to present or submit paper household registration books or temporary residence books while population data is connected and shared with the national population database. To be completed in the first quarter of 2023.
The Prime Minister requested ministries and localities, within the scope of their management functions, to promptly announce, publicize, and provide guidance on the implementation of the 39 administrative procedures that have been amended and supplemented. Promptly provide guidance and training to cadres, civil servants, public employees, individuals, and competent agencies assigned to receive and resolve administrative procedures, provide public services, and exploit citizens' residence information in the national population database to strictly implement the abolition of household registration books and temporary residence books according to regulations.
Ministries and localities promptly synthesize difficulties and problems in the process of exploiting data from the national population database and the causes and solutions to overcome them, and send them to the Government Office and the Ministry of Public Security to synthesize and report to the Prime Minister for consideration, correction and handling./.
