The Resolution promulgating the Government's Action Program clearly states the determination to screen, dismiss, and replace ineffective officials.

The Government has just issued Resolution 25/NQ-CP promulgating the Government's Action Program to implement the Resolution of the 4th Conference of the 12th Party Central Committee on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.

The program aims to identify key contents and tasks for the Government and all levels and sectors to focus on directing and organizing the successful implementation of the goals of Resolution No. 04-NQ/TW, ensuring the correct viewpoints set forth in the Resolution.

In addition, clearly define the responsibilities, powers, and implementation methods at all levels and sectors in implementing Resolution No. 04-NQ/TW. At the same time, this Action Program is the basis for inspection, monitoring, and evaluation of implementation results.

At the same time, organize the implementation of tasks and solutions synchronously, comprehensively, focused, key, persistently, regularly with high political determination, great efforts of all levels and sectors; associated with the synchronous and effective implementation of other resolutions to promote socio-economic development, maintain national defense and security, expand foreign relations, stabilize the situation, create trust in the Party and the people, create motivation to work in the team of cadres, civil servants and public employees.

Strengthening political and ideological work, self-criticism and criticism

According to the Action Program, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities organize research, study and dissemination of Resolution No. 04-NQ/TW.

In addition, promote political and ideological work, self-criticism and criticism, in which, seriously implement collective and individual self-criticism and criticism in accordance with Resolution No. 04-NQ/TW, associated with annual and ad hoc review, evaluation and classification of cadres, civil servants and public employees according to regulations on the basis of commitment to practice, maintain moral qualities, lifestyle, prevent and repel signs of degradation, "self-evolution", "self-transformation"; promote exemplary behavior, self-criticism, and exemplary responsibility of superiors and leaders.

Deeply aware of risks, correctly identify manifestations and propose appropriate solutions to effectively combat, prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization. Review and take appropriate measures and forms of handling cases of cadres, civil servants and public employees who have degraded, "self-evolved", and "self-transformed". Promptly and thoroughly handle petitions, letters, complaints, and denunciations related to manifestations of degradation, "self-evolution", and "self-transformation" and inform the people of the results.

Proactively grasp the ideological developments of cadres, civil servants, public employees and workers to have timely and effective policies and solutions. Strengthen education on moral qualities and public service responsibilities; train a democratic, scientific, concrete, grassroots and people-friendly working style; overcome bureaucracy, distance from the people, and indifference to the difficulties and concerns of the people for cadres, civil servants, public employees and workers.

Promote the role and raise the responsibility of press agencies and press management agencies in disseminating and popularizing legal education, fighting against degradation, bureaucracy, corruption, waste, negativity, "self-evolution", "self-transformation". Strengthen management and rectify press, publishing, internet and social network activities. Proactively orient information, provide information regularly or suddenly; focus on disseminating the Party's guidelines and policies, the State's policies and laws, achievements in the cause of national construction and defense, positive factors, typical advanced models, good people and good deeds. Timely reward collectives and individuals with achievements; strictly handle collectives and individuals who violate regulations on information, press and propaganda.

Resolutely screen and dismiss ineffective staff

The program also sets out tasks and solutions to develop regulations to increase authority and promote responsibility of leaders; perfect institutions on management of cadres, civil servants and public employees, including regulations on disciplinary action; overcome unreasonable issues in cadre work and remuneration regimes for cadres and civil servants.

In particular, research to amend and supplement regulations to increase authority and promote responsibility of leaders in temporarily suspending cadres, civil servants and public employees under their authority for review when there are signs of violations or delays, stagnation, or ineffectiveness in performing assigned duties and tasks; coordinate with competent authorities to take measures to prevent acts of covering up, obstructing, causing difficulties in handling or signs of absconding.

Summarize, evaluate and propose amendments and supplements to the Law on Cadres and Civil Servants and the Law on Public Employees, the Law on Emulation and Commendation; urgently supplement regulations on strict handling of cadres, civil servants and public employees who commit violations, even after they have quit their jobs, retired or transferred to other jobs. Review, amend and supplement regulations on disciplinary action against cadres, civil servants and public employees to ensure consistency and synchronization between Party discipline and State administrative discipline.

Perfecting regulations on personnel work, overcoming unreasonable issues in personnel work such as assignment, decentralization of management authority, appointment process, etc. to ensure the principles of equality, comprehensiveness, and connectivity between agencies in the political system, rectifying and overcoming the situation of selective selection of positions and titles among cadres, civil servants, and public employees. Promoting personnel planning and training, fostering, arranging, and using cadres after planning. Implementing innovation in the selection method of leaders and managers, especially heads, in the direction of openness, democracy, and transparency.

Resolutely screen, dismiss, replace, and allow resignation of cadres, civil servants, and public employees who work ineffectively, do not complete their tasks, are weak in capacity, have poor moral qualities, and have low credibility without waiting for the end of their term or working age, especially leaders, managers, heads at all levels, and cases where family members and relatives of key leaders at all levels have many public questions and disagreements, and publicly announce the results of the handling.

Strengthen discipline

Promote the implementation of regulations on public ethics, strengthen discipline and order, including building, perfecting and effectively implementing regulations and rules on responsibility regime, public ethics, professional ethics, lifestyle, code of conduct of state agencies, public service units, cadres, civil servants, public employees and workers; focus on building a system of standards of conduct for the relationships of cadres, civil servants, public employees and workers with enterprises and with the People.

The head and each cadre, civil servant and public employee must have a commitment to practice and maintain moral qualities and lifestyle, without showing signs of degradation, "self-evolution", "self-transformation"; state agencies and public service units must inspect the implementation of cadres, civil servants and public employees in their agencies, localities and units.

Strengthen discipline and order in state administrative agencies at all levels; immediately put an end to the situation of eating, drinking, "partying", "meeting" during meetings, promotions, job transfers and the organization of lavish, wasteful weddings, funerals, death anniversaries, Tet... that are not in accordance with the nation's fine customs and traditions, causing negative reactions in public opinion. Strictly implement the Prime Minister's direction on arranging and using vehicles for participating in working delegations of Government leaders to localities.

Strengthen inspection, examination and supervision work; promote the role of inspection, examination and investigation agencies to improve the effectiveness of corruption and waste prevention and control work. In the immediate future, focus on immediately and thoroughly handling projects with large losses, waste, serious and complicated corruption cases, economic crimes and crimes related to positions... that are of interest to public opinion and the people. Strictly handle officials, civil servants and public employees who violate the law.

Strictly implement the declaration of assets and income according to regulations; develop and perfect the mechanism for explaining and monitoring the increase and decrease of assets of cadres, civil servants and public employees. The agency proposing the promotion and appointment of cadres must conduct appraisal, verification and assessment of the truthfulness of the declaration of assets and income and make it public according to regulations.

Promoting the role of the People and the Fatherland Front

The program clearly states and promotes the role of the People, the Fatherland Front, and socio-political organizations. Specifically, it builds a framework for collecting opinions and assessing people's satisfaction with agencies, officials, and civil servants directly handling the work of people and businesses; and has appropriate and timely handling methods for organizations and individuals with low satisfaction indexes.

Strictly implement Decision No. 217-QD/TW and Decision No. 218-QD/TW dated December 12, 2013 of the Politburo on the Regulations on supervision and social criticism of the Fatherland Front and socio-political organizations; regulations on the Fatherland Front, socio-political organizations and the People participating in giving opinions on Party building and government building.

Strengthening mass mobilization and democracy work in ministries, ministerial-level agencies, government agencies, and People's Committees at all levels; closely coordinating with the Fatherland Front, socio-political organizations, the People, the press, and public opinion in performing the role of supervision and fighting to prevent and repel signs of degradation, "self-evolution", and "self-transformation" among cadres, civil servants, and public employees. Seriously and effectively implementing the motto "people know, people discuss, people do, people inspect". Focusing on promptly and thoroughly resolving pressing issues of the People.

Seriously carry out regular or ad hoc public receptions to receive information, listen, have direct dialogues and handle people's reflections and recommendations, especially manifestations of degradation, "self-evolution", "self-transformation" in cadres, civil servants and public employees; build and implement a protection mechanism, encourage people to reflect, denounce and actively fight against degradation, "self-evolution", "self-transformation"./.
