PV: What kind of government do you expect the creative government that the Prime Minister and the Government are aiming for to be?
National Assembly Delegate Tran Thi Quoc Khanh: In modern society, most countries have replaced the administrative system that has been imposed and commanded up to now by switching to a new type of governance, creating conditions for social groups to do things that are not prohibited by law. The government is responsible for creating mechanisms and institutions to perfect this new administrative system.
In the past, talking about the Government meant talking about the executive body of the State power agency (the National Assembly), which was often passive. Nowadays, moving towards democracy means that all organizations, components, and people must enjoy all legal rights and benefits according to the provisions of the law. At that time, the Government must aim to serve the people, organizations, and businesses so that they have the conditions to exercise their legal rights and benefits.
At that time, the Government cannot be passive, waiting for laws to be created to manage and operate, but when necessary, the Government needs to proactively propose the development of laws with the spirit of truly serving the people and businesses.
The government needs to break down mechanisms that have long been complained about as rigid, discover issues that are considered barriers to the development of organizations and individuals to break them down, or make recommendations to improve laws to promote development, ensuring that people, organizations, and businesses exercise their rights.
PV: The current stagnation in the administrative apparatus is the issue that needs top attention, madam?
National Assembly Delegate Tran Thi Quoc Khanh: When the Prime Minister has not mentioned the phrase "constructive government", people still talk about it as a habit, according to the old method that the Government carries out orders and manages the State by law, meaning management based on the law in a rigid way, so it is very difficult when a certain regulation is outdated and needs to be changed.
In many countries, when the administration has been modernized, people have the right to conduct transactions on the e-government platform, but in Vietnam, this has not been done yet, and it still has to be done manually. Meanwhile, a modern administration that the Government is aiming for must bring speed and convenience to the people. Fortunately, at the central level, there have been many innovations demonstrated through proactively building mechanisms, legal policies, and creating openness.
However, inertia is still quite high in public agencies and state management agencies at departments, branches and at district and commune levels. In those places, people still maintain the habit of working by begging, asking - giving... To break the stagnation in the administrative apparatus, state agencies need to strengthen inspection and examination work, handle violations, and find bottlenecks in the handling process.
PV: From the message and actions of the head of Government, can we trust that it will have a positive impact on the administrative apparatus?
National Assembly Delegate Tran Thi Quoc Khanh: I am very pleased to see that since being elected and approved by the National Assembly, Prime Minister Nguyen Xuan Phuc has made statements that clearly demonstrate his passion for changing the administrative system. The head of the Government admits that in order to perfect the mechanism, group interests must be eliminated. Pointing out those obstacles and barriers can only be understood by those involved, those who think for the benefit of the people and for the development of the country.
I personally have great confidence in the Prime Minister. The images of the Prime Minister inspecting the market, going down to the fields to meet with small traders and farmers not only show that he is close to the people, but also that he is a man of action. It can be said that we are witnessing good signals from the head of the Government. Hopefully, leaders at all administrative levels must do the same.
In particular, I hope that in the coming time, when necessary, the Government will also take disciplinary action, clearly stating the names of any units, individuals, localities, and ministries that do not comply with the direction and administration of the head of the Government.
