The message "A constructive, honest government serving the people," consistently emphasized in Prime Minister Nguyen Xuan Phuc's directives and policies since taking office, has attracted significant public attention.
According to National Assembly representative Tran Thi Quoc Khanh, a permanent member of the National Assembly's Committee on Science, Technology and Environment, some of the Prime Minister's statements show that if he didn't truly care about the interests of the country and the people, he would hardly be able to say them.

The government is responsible for creating the mechanisms and institutions to perfect this new administrative system.
Previously, the government was referred to as the executive body of the state power (the National Assembly), often in a passive capacity. Today, moving towards democracy, meaning that all organizations, sectors, and citizens must enjoy all legitimate rights and benefits as stipulated by law, the government must focus on serving the people, organizations, and businesses so that they have the conditions to exercise their legitimate rights and interests.
At that time, the government could not remain passive, waiting for laws to be enacted to manage and operate. When necessary, the government needed to proactively propose and develop laws with a spirit of truly serving the people and businesses.
The government needs to dismantle long-standing mechanisms that have been criticized as rigid, identify issues considered barriers to the development of organizations and individuals in order to remove them, or propose improvements to the law to promote development and ensure that citizens, organizations, and businesses can exercise their rights.

Therefore, it is very difficult when a regulation becomes outdated and needs to be changed.
In many countries, where the administrative system has been modernized, people have the right to conduct transactions through e-government platforms. However, this is not yet the case in Vietnam, and transactions are still conducted manually. A modern administrative system, as the government aims for, should provide speed and convenience for citizens. Fortunately, at the central level, there have been many innovations demonstrated through the proactive development of mechanisms, policies, and laws, creating a more open and transparent system.
However, inertia remains quite significant within public agencies and state management bodies at the departmental, district, and commune levels. In these areas, the habit of relying on favoritism and requests for approval persists. To break down this inertia in the administrative apparatus, state agencies need to strengthen inspection and auditing, address violations, and identify bottlenecks in the processing procedures.

The head of the government acknowledges that to perfect the mechanism, vested interests must be eliminated. He points out that only those involved truly understand these obstacles and barriers, and only those who care about the interests of the people and the development of the country can speak out about them.
I personally have great confidence in the Prime Minister. The image of the Prime Minister inspecting markets, going down to the fields to meet with small traders and farmers not only shows that he is close to the people, but also that he is a man of action. We are witnessing positive signs from the head of government. Hopefully, leaders at all levels of administration will do the same.
In particular, I hope that in the future, when necessary, the Government will also take disciplinary action, clearly naming the units, individuals, localities, and ministries that fail to comply with the directives and instructions of the head of the Government.
