With innovative thinking, strong political will and strong will and aspiration to rise up, the Party Committee, Government and People of the province enter the new term with the highest determination, striving to become a fairly developed province of the country, a national growth pole, realizing the direction of General Secretary To Lam and Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

The 2020 - 2025 term ended in a context of many complex and unpredictable changes. The Covid-19 pandemic, natural disasters and climate change have complicated developments, the global economic and political situation is unstable, many supply chains have been broken, causing production and business activities to stagnate, and people's lives to be negatively impacted. In that difficult and challenging context, Nghe An has demonstrated its resilience, strong spirit of innovation, solidarity, unity, and efforts to implement and achieve many important and quite comprehensive results in all fields, creating new positions and strengths for the next stage of development.

The economy maintained an average GRDP growth rate of about 8.3 - 8.5%/year, the economic scale increased by 1.7 times, the average GRDP per capita was 1.67 times higher than in 2020. The processing and manufacturing industry increasingly affirmed its driving role, services developed quite well, and tourism recovered impressively after the pandemic. Attracting foreign direct investment had a breakthrough, putting Nghe An continuously in the top group of the country, forming high-tech projects, opening up a new development direction for the province's industry. Agriculture strongly shifted to the production of high-tech goods, associated with new rural construction, creating profound changes in rural areas, improving people's lives.

Education continues to maintain its leading position in the country, with many students achieving high national and international awards. Healthcare has developed remarkably, with many specialized techniques being deployed, contributing to affirming its role as a medical center in the North Central region. Culture and sports have developed in the right direction, achieving many important results, and Nghe An's identity has been spread. Social security has been ensured, Nghe An is one of the leading localities and has completed the goal of eliminating temporary and dilapidated houses for the poor and meritorious people in the whole province by 2025. National defense and security have been maintained, regional connectivity has been strengthened, and foreign affairs have been expanded.

The work of Party building and rectification has been promoted, the leadership capacity and fighting strength of Party organizations have been improved; discipline and order have been tightened; the responsibility of leaders has been promoted. Solidarity and consensus within the Party and the political system have been maintained. The organizational apparatus has been streamlined, improving the effectiveness and efficiency of operations. Focus has been placed on building a contingent of cadres at all levels with qualities, abilities, prestige, daring to think, daring to do, daring to take responsibility, daring to innovate and be creative for the common good. More importantly, Nghe An has promptly concretized and effectively implemented the Central Committee's resolutions, creatively applying major viewpoints and policies into practice, helping the province to unlock many resources, strongly arousing the will to rise up in the whole society.

These results were achieved thanks to innovative thinking and decisive actions in leadership, direction, and implementation by Party committees and authorities at all levels. Despite many difficulties, the province has always been steadfast in its development goals, while being proactive, flexible, and creative in its actions. The province has innovated its leadership and direction methods in the direction of clearly defining people, tasks, responsibilities, authorities, time, and results; linking the responsibility of leaders with work efficiency; proactively selecting key points and concentrating resources on key areas and breakthroughs, mobilizing the combined strength of the entire political system and the people.

It is the innovative thinking in leadership, drastic, scientific and flexible implementation that has turned challenges into motivation, creating momentum for Nghe An to achieve many outstanding results in a difficult term. In particular, the open development thinking, proactively approaching new ways of doing things, exploiting regional advantages, strengthening regional linkages, and attracting large domestic and foreign corporations are the fundamental reasons for the breakthrough. This is also an important foundation, a valuable asset for the province to enter the new term with higher determination and greater aspirations.

The forecast for the world and regional situation in the coming time is complex and unpredictable, with opportunities and challenges intertwined. The country is entering a new era of development with increasingly high requirements for innovation of the growth model, institutional improvement, improvement of efficiency, effectiveness and efficiency of the apparatus and the quality of cadres and civil servants, especially leaders and managers at all levels. Entering the 2025 - 2030 term, the Party Committee, Government and People of Nghe An carry with them new aspirations and a special mission that the Party, State and people of the whole country entrust to the beloved homeland of Uncle Ho: To become a well-off province of the whole country, a national growth pole. Nghe An also aims to become the center of the North Central region in industry, high-tech agriculture, healthcare, education and training, science and technology, trade, logistics and tourism. This is a strategic vision and a political goal of special importance, affirming the position and role of Nghe An in the overall development process of the country.

Nghe An is a province with a rich revolutionary tradition, a love of learning, with many potentials, advantages and the will to overcome difficulties and rise up. However, those potentials and advantages do not become strength by themselves, but need breakthrough thinking, drastic action and aspiration to rise up to turn potential into motivation. The aspiration to rise up does not stop at resolutions, but must be concretized by action programs, key projects and strategic projects. To realize that aspiration, it requires solidarity, unity, determination and strong action of the entire Party Committee, Government and People of the province. In particular, the province must focus on drastically and effectively implementing the conclusions of the Central Committee, the strategic resolutions of the Politburo, especially Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and the direction of General Secretary To Lam at the meeting with the Provincial Party Committee Standing Committee, that is: Nghe An must become a modern locality in the new era, a convergence of progressive governance, social creativity, technological capacity and human aspirations.

In the coming term, the province will continue to innovate development thinking and leadership methods, towards a more modern growth model; taking science, technology, innovation and digital transformation as the main driving force; taking institutional and governance innovation as a lever; taking Nghe An culture and people as the foundation, creating new impulses, breakthroughs in development commensurate with the potential, position and role of the province in the North Central region and the whole country, worthy of being the homeland of President Ho Chi Minh. Innovation thinking must continue to permeate every decision, every action program, every specific project; implementation must be drastic, scientific, synchronous, flexible and effective. In particular, we must be self-reliant, self-reliant, confident in rising up, not relying too much on the support of the Central Government. The province determines that growth mainly relies on the application of science, technology, innovation, digital transformation, improving efficiency, creating high added value; Developing green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services. Focus on creating breakthroughs for rapid development in the eastern region and sustainable development in the western region of the province.

Nghe An will also continue to promote administrative reform, strongly improve the investment and business environment; create and persistently organize and effectively implement mechanisms and policies strong enough to liberate all resources, remove "bottlenecks" in institutions, infrastructure and resources to create a new "wave" of development. Nghe An continues to restructure the economy towards modernity and sustainability, synchronously develop the pillars of industry, agriculture, services and marine economy; comprehensively develop Nghe An culture and people, becoming an endogenous strength, an important driving force for development. The province will promote decentralization and delegation of power along with strengthening inspection and supervision; focus resources on key areas and key areas; promote digital transformation; organize drastic, methodical and scientific implementation, ensuring real effectiveness, avoiding spreading and formality.

The work of building and rectifying the Party and the political system continues to be given top priority, aiming to improve the leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members, and consolidate the people's trust. The province will continue to strongly and drastically innovate leadership and direction; build a smooth and effective two-level government with the spirit of integrity, service, and creation, taking the people as the center of all policies and actions; focus on perfecting the institutions and operating mechanisms of the apparatus of agencies and organizations in the political system to meet the development requirements of the new period. Build a contingent of cadres with qualifications, skills, responsibility, courage, innovation, and creativity for the common good. Timely concretize and organize serious and effective implementation of the Party's resolutions, policies, viewpoints, and orientations, especially key tasks and strategic breakthroughs.

Nghe An is facing a new development opportunity to become a model of modern local development in the new era of development. Importantly, the province needs to continue to promote the spirit of solidarity, unity, steadfastness in goals, strongly innovate thinking, take drastic actions, successfully implement development goals, bring Nghe An to develop commensurate with its position and role, worthy of the expectations of the Party, State, and people of the whole country as well as what President Ho Chi Minh always wished for during his lifetime.
