Prime Minister Pham Minh Chinh has just signed Decision No. 790/QD-TTg dated July 3, 2021 establishing the Steering Committee for implementing the Socio-Economic Recovery and Development Program.

Deputy Prime Minister Le Minh Khai is Head of the Steering Committee for the implementation of the Socio-Economic Recovery and Development Program.
The Decision clearly states: Establishing the Steering Committee on the implementation of the Socio-Economic Recovery and Development Program (Steering Committee), which is an inter-sectoral coordination organization, with the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks in the implementation of Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program and the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program (Resolution No. 11/NQ-CP).
The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues related to the implementation of the Socio-Economic Recovery and Development Program according to Resolution No. 11/NQ-CP.
Assist the Prime Minister in directing, coordinating and harmonizing ministries, ministerial-level agencies, government agencies and localities in resolving important, inter-sectoral issues related to the implementation of the Socio-Economic Recovery and Development Program under Resolution No. 11/NQ-CP.

Deputy Prime Minister Le Minh Khai as Head of the Steering Committee
Regarding the members of the Steering Committee, the Decision clearly states: The Head of the Steering Committee is Deputy Prime Minister Le Minh Khai. The Deputy Heads of the Committee include: Minister of Planning and Investment Nguyen Chi Dung (Permanent Deputy Head of the Committee); Deputy Minister of Finance Vo Thanh Hung; Deputy Governor of the State Bank of Vietnam Pham Thanh Ha.

The Head of the Steering Committee issues operating regulations and assigns specific responsibilities to members of the Steering Committee.
Agencies with members participating in the Steering Committee use their existing apparatus (assigning agencies and units under their management to act as focal points) to assist Steering Committee members in performing assigned tasks and powers as assigned by the Head of the Steering Committee.
The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for ensuring the operating conditions of the Steering Committee, using its apparatus to perform the tasks of the Steering Committee under the direction of the Head of the Steering Committee.
The Steering Committee is responsible for reporting to the Prime Minister on the Steering Committee's operations periodically every month, quarter, 6 months, year or ad hoc at the request of the Prime Minister.
