Unbalanced resources

Implementing the Resolution of the Provincial People's Council in Quynh Luu district, there are 13 related Resolutions applied in practice.

According to the district's assessment, in recent years, the implementation of the Provincial People's Council's Resolutions on investment mechanisms and policies in the area has had strong impacts on the local socio-economic development, contributing to the successful implementation of the goals and tasks set forth by the Resolution of the 27th District Party Congress.

In reality, the implementation of the Resolutions into real life in the district faces many difficulties, such as the implementation of Resolution No. 167/2015/NQ - People's Council on policies to support the construction of infrastructure for industrial clusters in Nghe An province. Up to now, the locality has only implemented 1/5 of the policy.

Accordingly, the District People's Committee promotes the planning of industrial clusters in the area such as: Quynh Chau and Quynh Hoa industrial clusters, concentrated seafood processing areas in Quynh Thuan, etc.

However, due to the huge demand for capital to synchronously build essential infrastructure inside and outside the industrial cluster, the budget cannot be balanced and arranged. Therefore, it has not attracted many investors to the industrial cluster.

"The results of policy implementation are still very low. When issuing policies, we should not issue many contents but should select some key contents to ensure resources and funding for implementation. Policies are issued but resources for implementation are not balanced, leading to many policies being implemented but not being effective" - ​​Head of the Finance Department of Quynh Luu District People's Committee Ho Anh Thang said.

Review the effectiveness of policy implementation

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong highly appreciated the timely implementation of the Resolutions issued by the Provincial People's Council by the People's Committee of Quynh Luu district.

The management of policies and mechanisms applied at the local level is in accordance with regulations and content. The results of the implementation of the Resolution of the Provincial People's Council contribute to the successful implementation of the local political tasks.

Coordination between localities and provincial-level departments and branches in the process of implementing the Resolution is not close enough to grasp timely implementation information at the local level.

The Vice Chairman of the Provincial People's Council requested that Quynh Luu district direct relevant departments and offices to review the Resolutions of the Provincial People's Council implemented in the locality, especially policies related to the district's economic zones to ensure the rights of the people and beneficiaries.

At the same time, from practice, propose to the Provincial People's Council directions to remove difficulties and shortcomings in implementing the policy contents of the Resolutions./.
