As an inevitable rule, every year during the Lunar New Year, criminal activities tend to increase and become more complex and unpredictable. Among them, crimes such as theft, robbery, gambling, drug crimes, illegal trading, storage, and transportation of firecrackers and explosives, and gang-like crimes such as protection rackets, debt collection, etc. emerge.
At the same time, the demand for consumer goods increased dramatically during Tet, leading to the exploitation of smuggling, counterfeiting, poor quality goods and violations of food safety and hygiene by a number of small traders.
Faced with that situation, starting from December 16, 2016, closely following the direction of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Committee, the Provincial Police issued Plan No. 813/KH-CAT-PV11 (Plan 813) on the peak period of attacking and suppressing crimes to ensure security and order before, during and after the Lunar New Year 2017 with the motto "Proactively preventing and effectively attacking all types of crimes so that people can enjoy Spring and celebrate Tet safely".
To effectively implement the set goals, immediately after the issuance of Plan 813, the police of units and localities have developed plans, focused on reviewing and assessing the situation, and specifically identifying routes, areas, and key subjects that need to be focused on fighting. Units under the Provincial Police, based on their assigned functions and tasks, uphold the responsibility of the heads and collective leadership and command at all levels in directing, doing a good job of preparing, mobilizing forces and means to simultaneously launch operations.
During the implementation process, strictly maintain the command, duty, and combat duty regimes, increase forces to firmly grasp the area, especially key routes and areas, and ensure sufficient forces to handle and promptly resolve complicated incidents.
In addition, the police force also proactively advised local Party committees and authorities to direct and implement directives of the Politburo and the Secretariat on strengthening the Party's leadership in ensuring national security, preventing and combating crime, and building the movement "All people protect national security" in the new situation to mobilize the strength of the entire political system and all classes of people to maintain good security and order in the area.
Thanks to the synchronous implementation of professional measures, after more than 1 month of launching the peak period, Nghe An Police force has achieved many results in all aspects of work. The clearest evidence can be mentioned: On December 24, 2016, Con Cuong District Police temporarily detained Nguyen Thi Thao (born in 1959) in Block 6, Con Cuong Town for fraud, appropriating property of about 483 people with a total amount of 33.79 billion VND, 24 taels of gold, 574 taels of gold, 10,000 USD. Searching Nguyen Thi Thao's house, the District Police seized 268 foreign currency bills of various denominations, 12 kg of gold, silver (including rings, necklaces, earrings) and 8 motorbikes; or on January 7, 2017, in the Trung Luong Bridge area, TX. Hong Linh (Ha Tinh province), PC47 Department of Provincial Police presided over and coordinated with Departments C47, A70, A71 (Ministry of Public Security) and PA71 Department of Provincial Police to break up Project 277K, eliminating a drug trafficking ring with a large quantity of drugs from Laos to Vietnam and then to the southern provinces for consumption. |
Regarding the prevention and control of the transportation and trading of firecrackers, it can be said that this is one of the most important and also the most difficult tasks during this peak period. Because currently, many people still believe that setting off firecrackers on New Year's Eve will bring good luck for the whole year; setting off firecrackers to "guide" grandparents and ancestors back to their families...
Therefore, the demand for fireworks among a segment of the population is still very high, and fireworks are a super profitable item (buy 1, sell 10). Meanwhile, some neighboring countries do not ban fireworks, so the supply is very abundant. Criminals, using many different sophisticated tricks, still secretly bring them back for consumption day and night.
Recent arrests even show that, in addition to trading, many students also go online to learn how to make fireworks, then use them to make fireworks for use or sell on the market.
The case of Nguyen Ba Phuc (born in 1998) in Nghi Lien commune (Nghi Loc) who bought sulfur mixed with other chemicals to make firecrackers, but the powder suddenly caught fire, causing him to suffer severe burns of 30%, is an example.

In addition to crime prevention and control, the industry also pays great attention to ensuring traffic order and safety. In recent times, the provincial Traffic Police have coordinated well with related forces to synchronously deploy solutions to ensure traffic order and safety, including strengthening patrols, control, and handling of violations of traffic order and safety on all road and waterway routes, especially oversized, overloaded, speeding, illegal vehicles, and illegal bus stations; deploying solutions to resolve traffic congestion... to contain and reduce traffic accidents during the coming Tet holiday and Spring.
Assessing after more than 1 month of launching the peak of attacking and suppressing crime, Colonel Nguyen Huu Cau - Director of the Provincial Police said: "After 1 month of implementing Plan 813, the security and order situation has changed in a positive direction, criminal cases have decreased and especially serious cases have not occurred; traffic accidents have decreased in number of cases and injuries. Crime prevention and control activities have been carried out synchronously and widely, bringing into play their effects and efficiency". From now until Tet, the Provincial Police will continue to mobilize all forces and synchronously deploy all aspects of work to serve the people to celebrate Tet safely and healthily.
From January 1 to January 15, the police of various units and localities discovered, arrested, and handled 305 cases, 538 criminals and law violators. Of which, crimes against social order (discovered 44 cases, arrested, handled 54 subjects); drug crimes (arrested 38 cases, 5 subjects, seized 11kg of crystal meth, 94.145g of heroin, 14.94g of methamphetamine, 67 methamphetamine pills, 16.54g of marijuana); crimes and violations of the law on explosives and firecrackers (arrested 80 cases, 102 subjects, seized 1.32 tons of firecrackers); crimes and violations of the law on economic management order, positions, environment (discovered and arrested 80 cases, 91 subjects)... |
