It can be said that in recent years, the work of preventing and combating corruption has had positive and clear changes with many outstanding results. The institutions and policies of preventing and combating corruption have been perfected, made public and transparent. The Central Inspection Commission has actively participated in inspection, auditing, the press and the people. The work of monitoring and handling violations has been very strict and drastic.
“There is no longer a situation of raising high and hitting lightly, but raising high and hitting accurately. There is no longer a situation of covering up for each other, avoiding, and fearing that “pulling the trigger will move the whole forest”, creating trust for the people, preventing hot spots in corruption” – Mr. Nguyen Ngoc Phuong emphasized, but said that corruption is still complicated and increasingly sophisticated.
According to the delegate, in reality, corruption exists in all areas of social life, from low-ranking to high-ranking people. More seriously, corruption also occurs in law enforcement agencies.
Referring to solutions to limit the above situation, delegate Nguyen Ngoc Phuong noted that corruption is a historical category, a danger of many countries in the world. Therefore, it is only possible to prevent, repel, limit, and minimize the spread and harm, but it is not possible to completely eliminate or eradicate it. Therefore, we cannot be impatient, delusional, and want to eliminate all corruption in a short time.
According to the delegate, being aware of that allows for a dialectical, calm, clear-headed vision, and resolute leadership in the fight against corruption in a methodical and intelligent manner, not denying the current good and promising situation of our country because of the spread of corruption.
The delegate from Ninh Binh also said that it is necessary to realize that corruption is lurking and hiding in the ranks of party members, which is a minority. The body of our Party is still healthy, the majority of party members are still loyal to the Party, wholeheartedly devoted to the country, devoted to the people, for the people and actively prevent and fight corruption.
According to Mr. Phuong, it is necessary to urgently implement the Party's policies in the direction of implementing regulations on setting examples, enhancing the role, responsibility, and fighting strength of grassroots party organizations, and the pioneering and exemplary nature of cadres and party members to inspect, supervise, detect, and promptly handle corruption violations.
“A senior official, who is very old, has come to see me many times and suggested that in order to fight corruption, we only need to choose an exemplary and honest leader, then the whole apparatus will be honest. The leader must clearly show his determination to commit to not being corrupt, not to let his wife, children, parents, siblings take advantage of his position, authority, and work position to gain benefits or do illegal business,” said Mr. Nguyen Van Phuong.

Delegate Mai Sy Dien - Deputy Head of the National Assembly Delegation of Thanh Hoa province, said that there has been a clearer prevention of the abuse of positions, powers, and loopholes in policies and mechanisms to violate, benefit themselves, and serve private life. However, considering the mood, public opinion, attitudes, and even critical reactions of the people towards officials and civil servants, compared to the previous period, although the form of public and blatant harassment has decreased in some areas, it has not really satisfied businesses and people.
According to the delegate, informal funding still exists as an unspoken law that everyone understands. To get things done, businesses and people still have to “grease the wheels” with resentment and discomfort.

“I propose that the Government, ministries and branches promote administrative reform, screen cadres, strictly handle violations by civil servants and officials; improve the quality of inspections and checks to clearly conclude which cadres and officials show signs of violations. If we handle them harshly, we will not be afraid of running out of cadres to work with,” said Mr. Mai Sy Dien.
The delegate of Thanh Hoa delegation also reflected that currently there are some civil servants who have complicated relationships with many individuals in the organization as well as in society, there is an "alliance" between those with money and those with power; even money, power and the underworld operate with the motto of concealment and seclusion, in order to avoid public opinion, inspection and supervision of functional agencies, forming a "like-minded" team to share public and private matters related to the field of responsibility for profit.
“They have many large assets under the names of their relatives and live a luxurious life, which significantly affects the leadership and reputation of the organization and the individual leaders of the unit. A series of cases that have been and are being tried involving state management officials and civil servants have proven that,” said Mr. Mai Sy Dien.
In order to increase the rate of detection and strict handling of economic, positional, and corruption cases among officials and civil servants, especially among leaders and managers in positions with potential for corruption and law violations, delegate Dien suggested that ministries and relevant agencies develop plans to more clearly identify the above-mentioned abnormal relationships in order to investigate, inspect, and examine them to conclude, handle, prevent, educate, and deter more effectively those unclear relationships./.
