The Government's report on anti-corruption work in 2018 said that since the beginning of the year, 29 leaders have been disciplined or are being considered for disciplinary action due to lack of responsibility for corruption, of which 5 have been criminally prosecuted, 21 have been disciplined, and 3 are undergoing disciplinary action. At the plenary session of the Judicial Committee on the afternoon of September 5 to review the Government's report, there were still many concerns about this issue.

Delegate Vu Trong Kim expressed his opinion that the responsibility of a leader in management, especially in managing the staff under his authority. If you cannot manage, you must take responsibility. Actually, you should voluntarily resign because your agency has created too many complicated and troublesome problems for the people.

"He should resign, but he won't" - Mr. Vu Trong Kim raised the issue, at the same time saying that it is not clear which measures are administrative, which are criminal, which are economic and the handling is still too light so stronger measures are needed.

“The leader is irresponsible and lax in management, not to mention the accomplices. Because they still avoid it because of this honor or that honor,” said Mr. Vu Trong Kim.

Spending money to "run" is difficult to be clean

Expressing concern for personnel work, delegate Truong Trong Nghia said that everyone knows about the stages of appointment, recruitment, promotion, reward... running into this or that sector. Because, according to him, there are major cases that have been tried and welcomed by the people, but we do not see much corruption, even though the damage is tens of thousands of billions, we only see a lack of responsibility and wrong procedures.

Also mentioning “backyards” and “group interests”, Mr. Nguyen Ba Son, Deputy Head of the National Assembly Delegation of Da Nang, said: “There are not just one but several backyards. How many do we have statistics on and what is our attitude towards this issue? This is not difficult if we monitor the flow of capital.

Referring to the phenomenon of land corruption, Mr. Nguyen Ba Son emphasized that the land owned by the entire people, transferred to an individual or entity, was originally a different type of land, not land divided into plots for sale, then converted and immediately sold at sky-high prices. The state resources being violated here are very large. Therefore, he suggested that there be an assessment and identification of land corruption because it seems to be "following the procedure" and not a violation of the law./.
