Final progress of land acquisition and clearance for Vinh urban sub-project is December 31, 2016

(Baonghean.vn) - On the morning of November 9, the Provincial People's Committee worked with representatives of the World Bank (WB) on the progress of the Vinh Urban Development Sub-project, headed by Ms. Phan Thi Phuong Huyen, an urban expert.

Receiving and working with the delegation were comrades: Vo Viet Thanh - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee, Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee and representatives of departments, branches and sectors.

Overview of the meeting.

The Vinh Urban Development Project, funded by the World Bank, includes four components: Improving services and upgrading basic infrastructure; improving environmental sanitation; building bridges and urban roads and enhancing technical infrastructure capacity. The total investment of the project is 152.922 million USD, equivalent to 3,180 billion VND, of which the World Bank loan is 98 million USD.

Currently, the project has completed a number of packages such as: Improving school sanitation; Building resettlement areas in hamlet 5, Nghi Phu commune; Upgrading and renovating the North Canal and is implementing the construction of 11 construction packages. Of which, 8 packages are stuck in site clearance, combined with unfavorable weather, so the construction progress is slower than planned.

5/8 packages still stuck in site clearance and unable to be completed on schedule are the package to upgrade and renovate the moat around Vinh Citadel; 3 packages to build Vinh - Hung Tay road and the package to build the road connecting National Highway 46 to the road along Lam River.

Up to now, the total disbursed capital of the Vinh city sub-project is 42.712 million USD, reaching 51% of the total project capital, the project implementation time is 77%.

Of which, the provided counterpart capital is 805 billion VND, the central budget provides 321 billion VND, and the local, provincial and city budgets 484 billion VND.

Ms. Phan Thi Phuong Huyen (blue shirt) - representative of the World Bank requested the People's Committee of Nghe An province and Vinh city to completely clear the land before December 31, 2016.

Speaking at the meeting, Ms. Phan Thi Phuong Huyen said that the land acquisition project is slow due to many difficulties in the construction process, and if the land is not clean on all projects by the end of this year, the project will not be completed. The deadline is December 31, 2016, and the clean land must be handed over to the construction units.

The 72m Vinh - Hung Tay road is still facing problems with site clearance.

On behalf of the Provincial People's Committee, comrade Huynh Thanh Dien accepted the opinions and suggestions of the World Bank representative, and committed to directing the sectors and Vinh city to resolutely implement the progress as proposed by the World Bank so that the project can be most effective./.
