Proactively resign when no longer prestigious enough
That is one of the main contents of the "Regulations on exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee" that General Secretary Nguyen Phu Trong signed and issued.
Accordingly, cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee, must strictly comply with the Party's Platform, Statutes, resolutions, directives, regulations, and statutes, and policies and laws of the State.
Exemplary implementation of Regulation No. 101-QD/TW, dated June 7, 2012 of the Secretariat on the responsibility of setting examples of cadres and party members, especially leaders and key cadres at all levels; Regulation No. 55-QD/TW, dated December 19, 2016 of the Politburo on a number of immediate tasks to enhance the responsibility of setting examples.
The higher the position of cadres and party members, the more exemplary they must be.
The regulation also sets out 16 contents that Politburo members, Secretariat members, and Central Executive Committee members must take the lead in implementing and be strict with themselves, resolutely combat.
Among the contents that must be exemplary in implementation, it is worth noting that Politburo members, Secretariat members, and Central Executive Committee members must proactively resign when they find themselves no longer qualified, capable, or prestigious enough to carry out their duties.
Among the contents that must be strict with themselves and resolutely opposed, Politburo members, Secretariat members, and Central Executive Committee members must oppose or assist in the running for positions, power, votes, and votes of confidence.
8 contents that Politburo members, Secretariat members, and Central Executive Committee members must take the lead in implementing:
1. Be absolutely loyal to the Fatherland, the people, and the Communist Party of Vietnam. Study and master the system of basic principles and resolutely defend Marxism-Leninism and Ho Chi Minh Thought. Have a firm ideological stance, correct viewpoints, and clear opinions on new, difficult, complex, and sensitive issues. Actively prevent and refute distorted, incorrect, and hostile information and viewpoints.
2. Wholeheartedly and completely serve the Fatherland and the people, for the benefit of the people, the nation and the revolutionary goals and ideals of the Party. Do not do anything that is harmful to the Party, the country and the people. Take the prosperity, happiness and satisfaction of the people as the goal to strive for.
3. Practice a scientific, democratic, practical and effective leadership style; truly be the nucleus of solidarity, gathering, creating motivation and promoting collective intelligence. Resolutely and effectively direct administrative reform work, applying scientific and technological achievements.
4. Willing to accept and strive to complete all assigned tasks well. Enthusiastic and dedicated to work. Actively resolve complex, urgent, and long-standing issues; proactively and promptly handle urgent, sudden, and unexpected situations in the locality and field under his/her responsibility.
5. Actively implement regulations on decentralization, delegation of authority and strict control of power. Proactively implement the Central Government's pilot policy; encourage new and effective models and methods. Be dynamic, creative, dare to think, dare to do; explore, innovate, promote the potential and strengths of the locality, industry and field under your charge.
6. Uphold the principles of democracy, impartiality, objectivity, openness and transparency in personnel work. Take care to build a team of cadres, especially successor cadres. Proactively and actively discover, attract and promote virtuous and talented people who are eager to contribute. Protect dynamic and creative cadres who dare to think, dare to do and dare to take responsibility for the Party's cause and for the interests of the nation.
7. Continuously study, cultivate, practice, and improve revolutionary ethics. Be a model of ethics and lifestyle. Be truly diligent, frugal, honest, upright, and impartial; be honest, simple, straightforward, and sincere.
8. Seriously practice self-criticism and criticism; firmly defend what is right and fiercely fight against what is wrong; do not take credit or blame.Courageously admit shortcomings and responsibilities. Proactively resign when you feel you no longer have the qualifications, capacity, or prestige to carry out your duties.
8 contents that Politburo members, Secretariat members, and Central Executive Committee members must be strict with themselves and resolutely fight against:
1. Individualism, localism, and selfishness. Taking advantage of the collective to avoid responsibility or using the collective name to achieve personal goals. Inconsistent words, words that do not match actions, talking a lot but doing little.
2. Being arbitrary, authoritarian, bureaucratic, distant from the people, indifferent, and insensitive to the difficulties and frustrations of the people. Being prejudiced against those who give opinions and criticism. Directly, using the name or providing documents for others to speak, write, or post false news or articles to promote one's own group or individual or to lower the reputation of other groups or individuals on the media and social networks.
3. Preside over advising and promulgating mechanisms and policies that are contrary to the Party's guidelines and policies and the State's laws, affecting the Party's reputation or causing damage to the interests of the State, collectives and citizens.
4. Running for or assisting in running for positions, power, votes, or votes of confidence. Intervening in personnel work without proper authority, responsibility, or regulations; promoting, appointing, or assigning personnel who do not meet the prescribed standards and conditions, especially for family members or relatives.
5. Corruption and bribery in any form; giving and receiving gifts for personal gain. Intervening without proper authority, responsibility, or against regulations in the work of inspection, examination, auditing, investigation, prosecution, trial, and execution of judgments; in proposing, giving policies, appraising, approving, bidding, and appointing contractors for socio-economic, defense-security projects and plans; and in auctioning land and state assets.
6. Wasting public funds, assets, means, human resources and working time. Organizing working delegations domestically and internationally with incorrect composition, time and content of work requirements. Living, working, consuming and entertaining lavishly and wastefully.
7. Taking advantage of the enterprise or allowing the enterprise to take advantage for personal gain. Taking advantage of position, authority, or prestige to use, borrow, or lend money, assets, or means of organizations or individuals in violation of regulations.
8. Allowing one's wife (husband), father, mother, children, or siblings to take advantage of one's position, power, or prestige for personal gain. Allowing one's wife (husband), biological children, or adopted children to live a lavish, ostentatious, wasteful life, or to fall into social evils or violate the law.
