President chairs the second meeting of the National Defense and Security Council
On the morning of July 29, at the Presidential Palace, Politburo member, President Nguyen Xuan Phuc, Chairman of the National Defense and Security Council chaired the second meeting of the National Defense and Security Council for the 2021-2026 term.

Attending the meeting were Politburo members: Pham Minh Chinh - Prime Minister, Vice Chairman of the Council; Vuong Dinh Hue - Chairman of the National Assembly; General To Lam - Minister of Public Security; General Phan Van Giang - Minister of National Defense. Also attending the meeting were Party Central Committee member, Minister of Foreign Affairs Bui Thanh Son and members of the Council's support agencies.
At the meeting, the Council discussed and gave opinions on the Russia-Ukraine conflict, issues affecting Vietnam; prevention and fight against plots and activities against the Party and State by hostile and reactionary forces; solutions to prevent and respond to challenges of food security and water security; and work to ensure financial security and monetary security in the current situation.
On behalf of the Council, President Nguyen Xuan Phuc, Chairman of the Council, commended the Army, Public Security, Foreign Affairs forces and central ministries, departments and branches for proactively grasping, updating, analyzing, evaluating and forecasting developments in the Russia-Ukraine conflict, promptly advising, proposing and recommending to the Party and State leaders on correct and appropriate initial viewpoints, policies and countermeasures.

In recent times, hostile and reactionary forces have continued to promote the strategy of "peaceful evolution" to overthrow the regime and eliminate the role of the Party with many more sophisticated and difficult-to-identify plots and tricks. Along with that, they have continued to penetrate deeper into most areas of political and social life, influencing and directing the formulation and implementation of policies and laws in our country, in order to promote "self-evolution" and "self-transformation" internally. In the face of the above situation, the Council recommends that the Public Security force and related forces continue to promote the achieved results in the coming time, synchronously deploy forces and proactive measures to prevent, detect and effectively combat plots and activities aimed at internal transformation and policy impact of hostile and reactionary forces.
In addition to traditional security issues, global non-traditional security risks are increasingly directly and seriously affecting our country. Currently, food security and water security challenges due to direct impacts from climate change and cooperation in water management and exploitation, especially in the Mekong Delta region, are also significantly affecting the goal of ensuring national security and sustainable development of Vietnam. In that context, the Council recommends that relevant forces continue to thoroughly grasp and effectively implement the guidelines and policies of the Party and State; synchronously and effectively implement solutions and measures for prevention, response, and immediate and long-term handling to ensure national food security, water security, and energy security.
The Council also discussed and gave opinions on the financial and monetary security situation in the past and forecasted the situation in the coming time. In the context of the world economy facing many difficulties and challenges, especially being heavily impacted by the COVID-19 pandemic and the Russia-Ukraine conflict, the Vietnamese economy is forecast to continue to be affected by external factors, posing some risks and challenges to financial and monetary security. The Council requested the Public Security force and related forces to continue to promote the achieved results in the coming time, research and advise the Party and State on policies and guidelines as well as synchronously, drastically and effectively deploy tasks and solutions to ensure financial and monetary security, contributing to the recovery and socio-economic development of the country.
