National Assembly Chairman: Do not let group interests or local interests 'insert' into the law-making process

(Baonghean.vn) - Comrade Vuong Dinh Hue affirmed that the legislative work of the National Assembly must be honest; group interests and local interests must not be allowed to "insert" into the law-making process.

On the morning of November 3, the National Assembly Standing Committee coordinated with relevant agencies to organize a conference in person combined with online to nationwide bridges to implement Conclusion No. 19-KL/TW dated October 14, 2021 of the Politburo and the Project to orient the Law-making Program for the 15th National Assembly term.

Politburo members: Vuong Dinh Hue - Secretary of the National Assembly Party Delegation, Chairman of the National Assembly; Vo Van Thuong - Permanent member of the Secretariat; Pham Binh Minh - Permanent Deputy Prime Minister; Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission co-chaired the conference at Dien Hong Hall, National Assembly House.

Also attending were leaders of the Party, National Assembly, Government, Vietnam Fatherland Front, National Assembly deputies, representatives of relevant agencies and organizations at the central and local levels.

ABSOLUTELY DO NOT LET "POLICY CORRUPTION" OCCUR

On October 14, 2021, the Politburo issued Conclusion No. 19-KL/TW on the orientation of the Law-making Program for the 15th National Assembly. This is an important policy, the basis for the National Assembly to perform well its legislative function during this term.

The National Assembly Party Delegation also quickly completed the Project to orient the Law-making Program for the 15th National Assembly term for implementation.

In the Project approved by the Politburo, the National Assembly Party Delegation proposed 8 major orientation groups and 70 specific orientations that need to be focused on implementing, 137 legislative tasks that need to be studied and reviewed to report to the National Assembly for consideration of amending, supplementing or promulgating new laws and resolutions in the 2021-2026 term.

With the above extremely important requirements, the Conference was held to unify awareness and action, promptly and effectively implement the Conclusion of the Politburo and the Project of the National Assembly Party Delegation.

On behalf of the Politburo and the Secretariat, delivering a speech and direction at the conference, Comrade Vo Van Thuong - Standing member of the Secretariat emphasized: In the process of building and promulgating laws, we must be cautious, confident, prepare early, do well at each stage, set high requirements for quality, not chase after quantity; focus on the legitimate and legal rights and interests of the people, businesses and the interests of the nation and people; strengthen supervision and control over the exercise of State power; promote innovation.

Comrade Vo Van Thuong also proposed to tighten discipline, discipline, promote responsibility, especially for leaders in law-making; fight against negativity right in the law-making work, not be influenced or affected by unhealthy behaviors of any organization or individual; absolutely do not let "policy corruption" happen; do not incorporate "group interests" and local interests of State management agencies in legal documents or only focus on facilitating State management agencies, without accompanying people and businesses.

"Focus on handling and immediately overcoming the situation of weak and unstable legal documents, "framework laws, pipe laws", and slow issuance of detailed regulations and implementation instructions", said comrade Vo Van Thuong.

The Standing Secretariat also requested that the situation of newly issued laws having to be amended, supplemented, and far from reality, laws waiting for decrees, decrees waiting for circulars... should not happen, causing a lack of confidence among the people in the law, concerns among investors, especially foreign investors, about the stability and transparency of Vietnamese legal regulations, affecting the investment and business environment.

TOP PRIORITY FOR QUALITY OF LAW-MAKING

The conference listened to an overview report on the orientation of the Law-making Program for the 15th National Assembly term and the proposed Plan of the National Assembly Standing Committee to implement the Politburo's Conclusion; discussions on the proposed plan of the Government to implement the Politburo's Conclusion and the Project; solutions to ensure the implementation of the Project, as well as other presentations from a number of central and local agencies...

In his closing speech at the Conference, Comrade Vuong Dinh Hue - Politburo member, Secretary of the National Assembly Party Delegation, Chairman of the National Assembly emphasized the great significance of Conclusion No. 19-KL/TW dated October 14, 2021 of the Politburo. Because this is the first time the Politburo has provided directions for law-making for the entire term, creating a very important direction for the National Assembly to consider and decide on the annual law-making program.

To ensure the successful implementation of the Resolution of the 13th National Party Congress and Conclusion No. 19-KL/TW of the Politburo, based on the guidance of the Standing Member of the Secretariat, in the process of implementing assigned legislative tasks, the National Assembly Chairman emphasized a number of key contents in the coming time.

In particular, comrade Vuong Dinh Hue suggested that leaders of agencies and organizations of the National Assembly and relevant agencies and organizations from the central to local levels should pay attention to raising awareness of the role, significance and importance of law-making, perfecting institutions, and constantly improving the quality and effectiveness of legislative work.

“In law-making, we must give top priority to quality, resolutely not chase quantity; strive to fundamentally overcome the shortcomings and inadequacies that have been identified and pointed out by agencies during the process of summarizing and developing the Project,” said the National Assembly Chairman.

Comrade Vuong Dinh Hue also requested to continue researching, innovating, and improving processes and procedures to improve the effectiveness of law-making and promulgation; strengthen close coordination between agencies and organizations participating in the legislative process to improve the quality of draft laws and draft resolutions of the National Assembly.

In the process of researching, reviewing, proposing amendments, supplements and building new laws, ordinances and resolutions according to the requirements of legislative tasks, the National Assembly Chairman requested that discipline and order be tightened, ensuring strict compliance with legal processes and procedures.

It is necessary to pay attention to fighting negativity right in the law-making process; not to let the integration of group interests and local interests of State management agencies occur in legal documents; to pay attention to protecting the legitimate and legal rights and interests of people and businesses, simplifying administrative procedures, and improving the investment and business environment.

“We require the Government to be honest, active, and serve the people and businesses, so the legislative work of the National Assembly itself must also be honest; we must not allow group interests or local interests to be “inserted” into the law-making process,” the National Assembly Chairman affirmed, adding that this is an issue that the Party Delegation of the National Assembly in previous terms has carried out and this term continues to emphasize.
