Chairman of Nghe An Provincial People's Committee Le Hong Vinh received citizens at the regular session in January 2025

On the morning of January 17, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received citizens at the regular session in January 2025.

Attending the citizen reception were leaders of the Provincial National Assembly Delegation, departments, branches, localities and related organizations and individuals.

Mr. Dang Van Chien, room 1201, PVNC-CT01 Apartment Building, No. 6, Nguyen Quoc Tri Street, Block 20, Hung Binh Ward, Vinh City, representing the households living in the apartment building, reported that although he bought an apartment in this apartment building in June 2015 and has fully fulfilled his obligations to the investor, Thanh Vinh Production and Trading Investment Joint Stock Company, according to the contract, up to now, all the households here have not been granted a certificate of house ownership.

Mr. Chien, on behalf of the residents at PVNC-CT01 Apartment Building, expressed his anxiety and insecurity when many items in the apartment building were degraded, posing a threat to the safety of the residents such as: the stairs and fire prevention and fighting system were degraded; there were two elevators, one of which was frequently damaged and fell freely many times;...

"I urgently hope that leaders at all levels will step in, give decisive and decisive direction, and remove obstacles so that people can be protected and receive their legitimate rights," said Mr. Dang Van Chien.

At the meeting, leaders of Vinh city and departments such as the Department of Natural Resources and Environment and the Department of Construction informed about the State management of the PVNC-CT01 Apartment project.

This shows that the investor of this apartment project has been violating investment and construction regulations for a long time. Although the departments, branches, and Vinh City People's Committee have repeatedly worked with and issued directives and urging documents, the investor has not corrected or cooperated.

Up to now, the Company has not paid land use fees (for the area of ​​1,225.2 m2 Land for the purpose of building apartment buildings) so the Department of Natural Resources and Environment has not yet delivered land at the site and has not yet issued a land use right certificate to the Company, so there is no basis to issue certificates to households buying apartments in the apartment building.

At the same time, the investor has not yet corrected the construction errors that have been assessed and have not been accepted for use, but still sells apartments to people. As of May 31, 2024, the investor still owes more than 8.6 billion VND in taxes, including land use tax and late payment fees.

At the meeting, the leaders of Vinh City People's Committee proposed to request the investor to urgently overcome the project's shortcomings in construction, finance, and land before March 15, 2025; coordinate with relevant agencies to issue Certificates of house ownership to people before April 15, 2025. In case the investor does not comply, it is recommended to organize a comprehensive inspection of the project, then if there are signs of criminal violations, it is necessary to transfer the case to the investigation agency.

The investor representative attending the citizen reception session said that currently, for the original tax debt, 3/4.8 billion VND has been paid in December 2024, there is still a debt of 1.8 billion VND and more than 3 billion VND in late payment. This person also said that the investor is currently repairing the elevator to complete before Tet and is planning and allocating funds to repair and upgrade other degraded items.

Concluding the meeting with citizens, Chairman of the Provincial People's Committee Le Hong Vinh analyzed that the nature of this case is a civil dispute between individuals who bought apartments and the investor and the principle of handling is to transfer to the People's Court for settlement. Regarding the authority and responsibility, the State management agency has carried out its duties and responsibilities.

However, in response to citizens' complaints and petitions, the Chairman of Nghe An Provincial People's Committee affirmed that government agencies have the responsibility to protect the legitimate and legal rights of citizens.

Thereby, comrade Le Hong Vinh assigned the sectors to review the procedures according to the responsibilities of each sector to consider, if on the part of the State management agency there is any content that has not been implemented, then update, supplement, and complete it fully according to the responsibilities and tasks; at the same time, coordinate with the business focal point to resolve the procedures as quickly as possible, considering this a key task.

Nghe An Tax Department conducts procedures to collect tax arrears from enterprises; at the same time, responds to enterprises' requests for exemption of late payment fees in accordance with the provisions of law.

In addition to people's feedback on degraded items that need to be promptly repaired, the Chairman of the Provincial People's Committee assigned the Department of Construction to inspect and, if any degraded or damaged items are found, add them to the list and request the enterprise to repair them.

Vinh City People's Committee coordinates with departments and branches to conduct project acceptance and carry out procedures to grant certificates of housing use rights to people when eligible.

For residents of the above apartment building, it is necessary to coordinate with citizens to provide relevant records and documents to the authorities during the processing.

For investors, the Chairman of Nghe An Provincial People's Committee proposed to arrange a department to coordinate with departments, branches and Vinh city in handling related issues to grant Certificates of house ownership to residents.

At the same time, in February 2025, it is necessary to repair damage and deterioration in items including: stairs, elevators, fire protection systems and floor damage as reported by residents, especially urgent items such as elevators must be repaired before Tet to ensure safety for people moving around.

The Chairman of the Provincial People's Committee pointed out: After the sectors have compiled the report and the investor does not cooperate to complete the procedures, the province will transfer the file to the investigation agency.
